The article presents the interrelations that appear while creating a common operational picture (COP) while conducting operations in network centric environment. COP means integrating the possibilities of reception, correlation and imagery of common operational tactical picture which includes the application of operations planning, overlapping and generating layers at the theatre of operations and projection of data including selected elements basing on data filtration and aggregation. This facilitates common planning and allows all participants to reach the situational awareness which should be shared by more than one decision-making centre.

The system of integrated teleinformatic centres JASMIN produced by company TELDAT creates a uniform network centric platform in IP technology. JASMIN is based on international teleinformatic standards and NATO standardization agreements (STANAGs). The characteristic features of JASMIN are as follows: Security including a series of mechanisms protecting the network against attacks and unauthorised access. The most important ones include IPSec protocol allowing data coding and their integrity control and authentication. IPSec protocol allows the user’s (router’s, host’s) identification basing on certificates that contain public keys, authorized and stored by Authorization Centres. Multimedial character. The IP network initially forecast for data transmission through implementing new protocols, allows using various services: telephone, video conference interactive television. Telephone network protocols Voice over IP (VoIP), apart from voice transmission allow exchanging files, whereas interactive applications allow sharing the operator’s board in order to better exchange information and numerous other services such as telephone directory integration with database, prioritizing superiors' connections in emergency situations; Calibration that allows building the network from a few to a few hundred network ports developed on both small and large areas. A single container equipment allows developing several separate galvanically separable local networks which is the result of the module construction of JASMIN apparatus (or portable set). The experience gained during recent military missions show that military units deployed within peace missions have become multinational entities. They do not take part in typical combat operations with maintaining the front line and clearly defined zone of operations. They operate using the method of close formations located in long distances from each other. JASMIN through its calibration and satellite and radio communication assets may provide all needs in the area of teleinformatic support and is easy to transport into the theatre of operations (particularly the mobile version); Wireless access of combat group elements of high mobility such as command vehicles, armoured vehicles and fire assets which may be connected to the system through radio devices; Resistance to environmental conditions which means that the devices have technical characteristics ensuring the possibility of electronic devices operation in harsh climate conditions. These characteristics have been confirmed by tests in accredited in he proper area research laboratories.

The automation of information processing causes that reconnaissance elements make up subsystems of information-coupled reconnaissance measures. New technologies generate new sources of information, which in turn allow acquiring data so far inaccessible. Situation imagery and taking advantage of reconnaissance knowledge are not a simple matter in spite of technical development because the excess and complexity of information generate big problems with data interpretation. In military experts' opinion, the number of data processing means is insufficient in order to meet demands, due to the degree of data complexity. Therefore, in order to ensure the effective application of reconnaissance system, it must be organized in a “mega system” and must be integrated with global systems of (fire, electronic, psychological) operations. It will enable the control of information resources through all joint (combined) operation’s components. The article shows technical and operational assumptions of reconnaissance system within Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR). Basing on lessons learned in operations in Afghanistan and Iraq, a thesis may be drawn that the borders or differences between various kinds of operations are more and more obliterating. Therefore, it may be concluded that the Intelligence, Surveillance and Reconnaissance (ISR) systems may be probably used in all future missions in which armed forces participate. Thus, in peacetime and in time of growing crisis situation, the ISR systems will be engaged in data acquisition. System developments in this area are taken over by the US Armed Forces, which in network centric warfare (NCW) experts’ opinion are the world leaders in the area of implementing and exploiting ISR systems and NCW concepts.

The article features selected conditions of command system functioning with the use of teleinformation network in network centric environment. Command system elements are described with particular focus on information links between command bodies. Also conditions to access information in the process of command are presented and the creation of information domain is suggested as an innovative tool of information management.

Communication requirements of NEC, as a result of net-center battlefi eld and ongoing changes in telecommunication environment, determine the direction of telecommunication system development. Integration trends of telecommunication and computer systems cause that the NEC communication system will be teleinformatics system, in which leading technology will be packet technology based on an IP protocol. This protocol will be equipped with developed mechanisms guarantying off ered services, global interconnect with assured both quality of the services and security. Broadband wireless system will keep significant role. Services tied with security of teleinformatics net and data will gain on significance.

The article features contemporary threats to teleinformatic networks which evolve together with the development of technical thought. Both currently and in the near future, the factor determining information security is the use of the latest technical developments in order to transmit information. It is essential to answer the question if in the Network Centric Warfare concept, information exchanged in order to command forces and use weapons is safe and if a potential enemy could get it and use it to his own needs. Teleinformatic network organised for the needs of contemporary and forecasted operations in net-centric dimensions requires protection in organisational and technical areas. Technical equipment to transmit information faces high requirements referring to information security. The way of sending information, equipment and connections identification and technical protection of the equipment used causes creating (obstacles) barriers effectively securing information against unauthorised persons. The technical aspect features basic ways of technical protection (security) which will also function in net-centric environment. Particular attention was drawn to the following problems: equipment security, electromagnetic protection, software security (protection), equipment physical protection, cryptographic security (protection). Desired directions of changes in the area of technical equipment development were presented in the conclusion.

The author of the article presents a general influence of Network Centric Warfare concept on the process of command and draws particular attention to areas which are the most vulnerable to net-centric conditions. Acquiring dominance over the enemy in the information area, thanks to network centric capabilities, allows achieving more with fewer forces. A significant role here plays the ability to use and transform information into tasks for those who are to perform them in the decisive cycle of the command process. Network character of various mutually linked sensors on all levels and stages of information system leads to taking decisions by decision makers in conditions of having complete knowledge of phenomena and situations taking place in the battlefield in the close to real time. The decision superiority gained in such a way may be applied to attain intended goals of operations. It must also be stressed that network centric also means increased requirements towards each participant of command process. The constant collection and transformation of information, and most of all the capability to take advantage of rich databases pose new demands for commanders, soldiers participating in command. Achieved, due to net-centric capabilities, information (data) sets allow transforming them and creating a homogenous Common Operational Picture. To sum up, new features and at the same time capabilities resulting from net centric environment influence directly the process of command. They are manifested in a different degree in particular stages, phases and activities of the decision cycle which must undergo appropriate transformations adapting to new requirements.

During recent years, armed forces have been used not only to wage armed fighting but also to support the activities of various international organisations, conduct humanitarian operations or rescue operations during natural disasters. This multitude of tasks necessitates the transformation process which is manifested in the tendency to reach network centric capabilities, i.e. the capabilities to reach the intended operational effect using the information infrastructure. In order to attain this goal, gradual changes should be introduced in the area of organisation of command and command post system (so called Dispersed Virtual Command Post), as well as command process itself. The final effect is to achieve information superiority and consequently decision superiority which allows achieving an intended goal in a short time using the military potential effectively.
