On February 8, 1993 the European Commision first submitted a proposal for a Directive to the European Council based on Article 118a of the European treaty establishing the European Community which is called the European union now. In the new Directive minimum health and safety requirements regarding the exposure of workers to the risk arising from physical agents are dealth with. One of the main reasons that it took such along time finally adopt the proposal was that it originally should combine four types of physical agents, namely mechanical vibration, noise, electromagnetic fields and optical radiation in a single instrument of European law. In addition other topics and problems in the "Common European House" have contributed to the delay too. The most important steps in the development of the Optical Radiation Directive are described from a historical point of view up to the current status of the new EU directive designed to protect workers from exposure to optical radiation. In addition to the relevant aspects of the directive are shown comparing the existing international recommendations and the legalo regulations currently existing especially in Germany. Last but not least some remarks deal with the implementation of the directive at national level wich has to be finalized within four years, i.e. until April 27, 2010. It is shown how research and development at the University of Applied Sciences in Cologne are influenced by European law makers and tries to contribute on the safety for anyone who works around a laser or other optical sources of artificial optical radiation.
