W artykule omówiono istotę innowacji i ich znaczenie w rozwoju przedsiębiorstw przemysłowych. Następnie dokonano analizy statystyczno-porównawczej wyników badań empirycznych przeprowadzonych w lutym 2016 r. przez TNS Political&Social w 28 krajach członkowskich UE. Badania dotyczyły, między innymi, powszechności wprowadzania innowacji i obejmowały dwa okresy: 2012-2014 oraz 2013-2015. Analiza wykazała, że: powszechność wdrażania innowacji była zróżnicowana w poszczególnych państwach członkowskich oraz w poszczególnych kategoriach przedsiębiorstw. Zróżnicowanie to dotyczyło również poszczególnych rodzajów innowacji. Średnio w UE 67% przedsiębiorstw wprowadziło w latach 2013-2015 przynajmniej jedną innowację. W latach 2012-2014 takich przedsiębiorstw było 72%. Generalnie powszechność wprowadzania poszczególnych kategorii innowacji w porównywanych okresach obniżyła się, co jest zjawiskiem negatywnym.

The article discusses the essence of innovations and their importance in the development of industrial enterprises. Then, a statistical-comparative analysis of the results of empirical researches conducted in February 2016 by TNS Political & Social in the 28 Member States of the European Union was made. The researches refered, among others, to the universality of introducing innovations and covered two periods: 2012-2014 and 2013-2015. The analysis showed that: the universality of implementation of innovations was varied between particular Member States and in particular categories of enterprises. This differentiation also concerned particular types of innovations. On average, in the EU 67% of enterprises introduced in the years 2013-2015 at least one innovation. In 2012-2014, there were 72% of such enterprises. Generally, the universality of introducing of particular categories of innovations in the compared periods decreased, what was a negative phenomenon.
Celem publikacji jest próba odpowiedzi na postawione we wstępie opracowania pytania oraz weryfikacja tezy, że powszechność wdrażania innowacji w przedsiębiorstwach funkcjonujących w państwach członkowskich UE jest zmienna i zróżnicowana. Podstawę do takiej weryfikacji stanowi analiza statystyczno-porównawcza wyników badań empirycznych na temat innowacyjnych trendów w przedsiębiorstwach unijnych. Badania zostały przeprowadzone w lutym 2015 r. przez TNS Political & Social w 28 państwach członkowskich oraz w Szwajcarii i USA. Analizy powszechności wdrażania innowacji w przedsiębiorstwach dokonano w trzech przekrojach: 1) według przedsiębiorstw, które wdrożyły przynajmniej jedną innowację, 2) według kategorii wdrożonych innowacji, 3) według kategorii przedsiębiorstw. Do opracowania tekstu wykorzystano dwie metody badawcze: analizę krytycznopoznawczą piśmiennictwa oraz analizę statystycznoporównawczą materiału empirycznego. Prezentowane wyniki badań potwierdziły przyjętą tezę badawczą.

The purpose of the publication is an attempt to answer the questions which are put in the introduction of the elaboration and verification of the thesis that the commonness of the implementation of innovations in enterprises operating in the Member States of the European Union is variable and diverse. The basis for such verification is the statistical-comparative analysis of the results of the empirical researches on innovative trends in EU companies. The study was conducted in February 2015 by TNS Political & Social in 28 Member States of the European Union, Switzerland and the United States. Analysis of the commonness of the introduction of innovations in enterprises was carried out in the following 3 dimensions: 1) according to enterprises that have introduced at least one innovation, 2) according to the category of introduced innovations, 3) according to the category of enterprises. Two research methods (critical-cognitive analysis of the literature and the statistical-comparative analysis of second data) have been used to prepare this text. Presented results of the studies confirmed the research thesis.
In this publication, the author discusses the results of empirical studies on the entities that contribute to the development of ideas of innovation in enterprises operating in the Member States of the European Union. The study was carried out between January and February 2014 by TNS Political & Social in 28 Member States of the European Union, Switzerland and the United States. A statistical-comparative analysis of the results of the studies indicates that the commonness of the indication of particular entities varied in the Member States. According to the respondents, managers contributed to development of the ideas of innovations the most often, in contrary to universities or research organizations.

The purpose of this publication is an attempt to evaluate the activity of managers in terms of stimulating innovations in enterprises. The basis for this assessment is the statistical-comparative analysis of the results of questionnaire research conducted by TNS Political & Social in 28 member states of the European Union. The results of this analysis indicate: 1) relatively low and varied commonness of introducing innovations in enterprises, as the consequence of the traditional approach to management, 2) relatively high but differentiated assessment of the role of managers in inspiring the development of ideas for innovations, 3) the limited degree of using by managers of the method of innovation management and management by innovation.

Przedsiębiorstwa wielkie i osiągające najwyższe obroty częściej wprowadzały innowacje niż mikroprzedsiębiorstwa i takie, których obroty nie przekraczały 100 tyś. euro. Ogólnie przynajmniej jedną innowację wprowadziło 66% przedsiębiorstw funkcjonujących w państwach członkowskich Unii Europejskiej.

In the publication, the author discusses the results of empirical studies on the commonness of innovation in enterprises operating in the Member States of the European Union. This commonness is diverse both in the individual Member States as well as in the different categories of enterprises. Companies big and reaching the highest turnover innovated more often than micro and those whose turnover does not exceed 100000 euros. Generally 66% of enterprises operating in the Member States of the European Union introduced at least one innovation.
Celem artykułu jest próba odpowiedzi na pytanie: w jakim stopniu menedżerowie przedsiębiorstw są zainteresowani współpracą z organizacjami publicznymi pod kątem wykorzystania świadczonych przez te organizacje usług? Wyniki badań kwestionariuszowych wskazują, że powszechność wykorzystania tych usług jest stosunkowo niewielka i zróżnicowana w poszczególnych krajach członkowskich. Jedną z możliwych przyczyn takiego stanu jest niewłaściwa koncepcja zarządzania przedsiębiorstwami.

The aim of this publication was an attempt to answer on the following question: to how degree are managers of the enterprises interested in the cooperation with public organizations in the scope of using services offered by these organizations? The results of the questionnaire researches showed that commonness of using of these services was comparatively little and diverse in the particular Member States. Improper conception of the management in enterprises was one of possible reasons of this situation.
W publikacji autor omawia wybrane aspekty zarządzania innowacjami w przedsiębiorstwach funkcjonujących w państwach członkowskich Unii Europejskiej. Podstawą do takiej oceny są dwa mierniki tej działalności: 1) odsetek przedsiębiorstw, które w trzyletnim okresie wprowadziły innowacje, 2) odsetek przedsiębiorstw, które z wdrożonych innowacji (wyrobów i usług) osiągnęły określony procent obrotów. Poziom tych mierników jest zróżnicowany w poszczególnych państwach członkowskich, co świadczy o zróżnicowanym zaangażowaniu menedżerów w zarządzanie działalnością innowacyjną. Średnio w Unii Europejskiej tylko 35% badanych przedsiębiorstw zastosowało jakąś innowację od stycznia 2009 roku. Natomiast w 46% przedsiębiorstw, które wprowadziły innowacje, uzyskano obroty od 1% do 25% pochodzące z tych innowacji. W 11% przedsiębiorstw nie uzyskano żadnych obrotów z wdrożonych innowacji.

In the publication the author discusses the chosen aspects of managing innovations in enterprises functioning in membership states of the European Union. Two following measures of this activity are the base of the considerations: 1) percentage of enterprises which implemented innovations in the three-year period, 2) percentage of enterprises which achieved the determined percent of turnovers from implemented innovations (products or services). The level of these measures is diversified in individual membership states. It indicates diversified involving of managers in managing innovative activity. On the average in the European Union only 35% of examined enterprises applied some innovation from January 2009. However in 46% of enterprises which implemented innovations, turnovers coming from these innovations were obtained from the 1% up to the 25%. In 11% of enterprises no turnovers were obtained from implemented innovations.

Celem opracowania jest analiza statystyczna odpowiedzi respondentów, którymi byli przedstawiciele zarządów badanych organizacji. Wyniki badań wskazują, że prawie połowa kierowników nie przywiązuje nadmiernej ważności do analizowanego źródła. Tylko co piaty respondent uznał to źródło za bardzo ważne dla rozwoju innowacji. Blisko trzech na dziesieciu wybrało odpowiedź „nieważne”.

In this publication the author discusses the results of empirical researches on importance of employees’ participation in conferences treated as an information source for the development of innovations in public administration organizations functioning in the Member States of the European Union. The aim of this elaboration is statistical analysis of respondents’ answers. They represent management of researched organizations. Results of this analysis indicate that almost one in two managers does not attach excessive importance to analysed source. Only about one in five respondents recognizes this source as “very important” and about three in ten ones as “not important” for the development of innovations.

Opinie respondentów, którymi byli dyrektorzy naczelni oraz dyrektorzy do spraw strategicznych organizacji administracji publicznej funkcjonujących w państwach członkowskich Unii Europejskiej, różniły się znacznie. Średnio w Unii Europejskiej prawie 50% respondentów stwierdziło, że bariera ta nie jest ważna lub mało ważna. Autor starał się wykazać, że kierownicy nie dostrzegający związku między oporem pracowników a rozwojem działalności innowacyjnej, nie są w stanie stosować nowoczesnych metod zarządzania, zwłaszcza zarządzania innowacjami i przez innowacje.

In this publication the author discusses the results of empirical researches on importance of Staff resistance which is treated as barrier in innovation activity. The opinions of respondents (which were general managers or strategic directors public administration organizations functioning in the Member States of the European Union) were very differentiated dependly on country or types of organizations. Averagely in the European Union almost 50% respondents indicated that this barrier was not important or had Iow importance. The author tried to prove that managers which hadnt perceived connection between staff resistance and development of innovation activity weren't be able to use modern management methods, especially innovation management and management by innovations.

Opinie respondentów, którymi byli dyrektorzy naczelni oraz dyrektorzy do spraw strategicznych, różniły się znacznie zależnie od kraju lub typu organizacji. Średnio w Unii Europejskiej prawie 32% respondentów stwierdziło, że bariera ta jest średnio ważna. Ponad 25% badanych uznało tę barierę za nieważne. Tylko niecałe 18% kierowników uznało ją za bardzo ważną. Autor starał się wykazać, że sposób postrzegania tej bariery ma wpływ na wybór koncepcji zarządzania organizacjami administracji publicznej i działalnością innowacyjną.

In this publication the author discusses the results of empirical researches on importance of uncertain acceptance of offered services as a barrier for innovation activity in public administration organizations functioning in the Member States of the European Union. The opinions of respondents (who were general managers or strategic directors) were very different dependly on country or types of organizations. Averagely in the European Union almost 32% respondents indicated that this barrier had medium importance. Above 25% examined recognized this barrier as no important. Less than 18% managers stated that this barrier had high importance. The author tried to prove that manner of perception of this barrier had influence on choice of the conception of management the public administration organizations and innovation activity.

Podstawowym czynnikiem rozwoju współczesnych organizacji są innowacje. Działalność innowacyjna ograniczana jest przez różnego rodzaju bariery. Jedną z nich są postawy kierownictwa. W publikacji autor podjął próbę prezentacji poglądów przedstawicieli zarządów organizacji administracji publicznej, funkcjonujących w państwach członkowskich Unii Europejskiej, jak ważną barierę dla opracowania i wdrożenia innowacji stanowi brak wsparcia ze strony kierownictwa. Analizy statystycznej dokonano według: − krajów członkowskich, − kategorii badanych organizacji. Poglądy te są zróżnicowane. Średnio w UE prawie 30% respondentów uważało, że brak wsparcia kierownictwa nie jest ważną barierą dla opracowania i wprowadzenia innowacji. Prawie 26% respondentów nadało tej barierze bardzo ważne znaczenie.

Innovations are the basic factor of development of modern organizations. Various barriers limits innovation activity. Ones of them are managers’ attitudes. In this publication the author took up the attempt to present the views of the representatives of management in public administration organizations functioning in the Member States of the European Union relating to the importance of lack of management support as barrier for developing and introducing innovations. The statistical analysis of the answers was accomplished according to: − the Member States, − category of researched organizations. These views were diversed. In the European Union averagely almost 30% respondents considered that lack of management support hadn’t been important barrier for developing and introducing innovations. High importance of this barrier was indicated by almost 26% respondents.
In this publication the author discusses chosen aspects of innovation policy in public administration organisations functioning in the Member States of the European Union. In the first ordes this policy is directed on creation innovation by organisation of itself, then on cooperation with public sector organisations, private, not-for-profit onces. The part of organisations bases this policy on passive introducing innovations developed by the others organisations.
In this publication the author discusses the results of surveys on commonness appearance of the negative influence of new or significantly improved services, processes or organizational methods, introduced since January 2008 in the public administration organisations functioning in the Member States of the European Union. The statistic-comparative analysis of these results indicates, that introduced innovations mostly are accompanied by negative effects in form: 1) creating additional administrative costs, 2) creating user resistance or dissatisfaction, 3) reducing the types or flexibility of services. Elimination these phenomenons requires the change of managers'mentality and common applying innovation and by innovation management.
In this publication the author discusses the results of questionnaire surveys on importance of managers' ideas in the public administration organizations functioning in the Member States of the European Union for the development of innovations in these organizations. The results of these studies indicate on: 1) high, but diversed in regard to commonness of indicating, usefulness of these ideas, 2) relatively low position of the public administration organizations functioning in Poland.

In development of every economy important role play industrial enterprises and public administration institutions. These organisations should be directed on co-creation value together with their clients. One of the conditions of efficient functioning of these organisations is management directed on innovations and by innovations. This article is attempt of answer on the following questions: 1. Do public administration organisations aspire to development by creation innovations? 2. Are these organisations managed according to traditional or modern approach to forming of interactions between organisation and its clients? The basis to answer on these questions is statistic analysis of the results of empirical researches which have been carried out among managers in public administration organisations in the Member States of the European Union.
In this publication the author discusses the results of the empirical researches on innovative inclination of the European Union citizens. Particular accent is put on system approach to innovation activity which is based on supply and demand side of this activity. The attention is payed on relations between typology of the European Union citizens' attitudes to innovations and other features influencing on their interests in innovations too.

In this publication the author discusses the selected questions of innovation activity, with particular accent on demand side of the innovations depended - among other things - on citizens' inclination to purchasing innovative products or services. As show results of the surveyes which arę presented in this publication and which were carried out among citizens of the European Union, their inclination to purchasing innovations compared to their friends and family is not high. Only 28% respondents said that they were morę inclinated to purchase innovative products or services compared to these in their immediate circle. 40% investigated declared the opposite opinion. That attitudes of the citizens indirectly lead to formation of innovation gap.
