Celem naukowym artykułu jest określenie czynników decydujących o zróżnicowaniu cen ofertowych poszczególnych uczestników przetargów na roboty budowlane. W pracy wykorzystano: analizę statystyczną zmian kryteriów oceny ofert stosowanych w przetargach, przegląd wybranych wyników postępowań przetargowych w zakresie inwestycji oraz wywiady strukturyzowane z kierownikami przedsiębiorstw uczestniczących w przetargach. W wyniku przeprowadzonych badań określono poziom zróżnicowania cenowego ofert przetargowych oraz zidentyfikowano zestaw czynników, które determinują to zróżnicowanie. Ustalono też czynniki kształtujące oferty na najniższym poziomie cenowym. Przeprowadzone badania poszerzają teoretyczną wiedzę o czynnikach kształtujących efektywność procesu zamówień publicznych, a ich wyniki mogą być wykorzystane przy przygotowaniu postępowania przetargowego.

The aim of the article is to identify the factors influencing the possibility of varying the price level offered by the different participants in tenders for the construction works. The study was based on statistical analysis of changes in evaluation criteria of tenders; an overview of selected results of tender procedures in the field of investments, and structured interviews with managers of companies that participate in tenders. The results of the study determine the level of differentiation of price tenders and identify the factors that influence these differences. The study also presents the factors that allow to shape the offer at the lowest price level. The study broaden the understanding about the determinants of the effectiveness of the procurement process, and the results can be used in the preparation of the tender procedure.
