Studying competitiveness of human resources in maritime transport is a complex issue as it de-pends on several factors like organizational structure of shipping companies, social climate on board ship, multinational work environment, organizational culture, technology, safety and others. This paper tries to point out the importance of most significant factors that can be considered when discussing competitiveness in this domain and the approaches that must be taken into account for attaining a higher level of competitive-ness.

During 2008, Constantza Maritime University has developed a project financed with European funds that aims for an increase in the quality of training and the practical skills of the students that will be working in the maritime industry, by organizing and undergoing on board training stages at higher standards. It is expected that once this objective is achieved, there will be a 40% increase in the chances of employment in the shipping companies for the Romanian students. A coherent, modern application of such a program with fully integrated on board training sessions, would ensure a better chance of employment for our students in the European fleet. If the „equality of chances” principle is considered, the increase of theoretical knowledge by acquiring specific practical skills for those students that undergo PRACNAV, for graduates of female gender an increase of up to 60% in their employment chances is expected as maritime officers on board European ships.

Content available remote Use of Simulation for Optimizing Manoeuvres in Constantza Port

Constantza Maritime University had won a two year research grant, financed by the Romanian Government through the National University Research Council, for optimization of the Constantza port fairway and assessment of maneuvering procedures for handling of very large ships. The actual port fairway could not ensure safe navigation for ships with a draught greater than 13 meters, and also in the container terminal area, the actual maximum depth is 11meters. In a port without tide, the unique solution is to deepen and enlarge the existing fairway. The aim of our paper is to present the working hypothesis and methodology, which we used for creating the ship handling simulator maneuvering scenarios for very large ships. Validation and assessment of these scenarios, in order to establish the optimum shape and dimensions of the redrawn fairway, were done in cooperation with Constantza port pilots and VTS operators.
