Artykuł stanowi rozważania na temat zagrożeń bezpieczeństwa ekonomicznego Polski. Jego celem jest przegląd i hierarchizacja zagrożeń bezpieczeństwa ekonomicznego pod względem ich istotności i wpływu na bezpieczeństwo państwa. Zakres artykułu obejmuje: przegląd funkcjonujących w literaturze definicji bezpieczeństwa ekonomicznego oraz wybór definicji odpowiadającej poruszanej w artykule tematyce; identyfikację potencjalnych zagrożeń bezpieczeństwa ekonomicznego Polski na podstawie literatury przedmiotu; hierarchizację zidentyfikowanych zagrożeń bezpieczeństwa ekonomicznego z wykorzystaniem metody porównań wzajemnych.

The article presents some thoughts concerning the threats of the economic security of Poland. The aim of the article is to review and to set up the hierarchy of the risks of the economic security in relation to their significance on the overall security of the state. The subject of this article is based on three following steps: the first is the review of the existing, in the literature, definitions of the economic security, along with the choice of the definition corresponding to the subject of the article, the second is to identify the potential threats of economic security of Poland, which were pointed out by other authors (as a result of the 21 threats list) and the third is the use of the mutual comparison method to set up the hierarchy of the identified security threats.

W artykule poruszona została problematyka dotycząca wagi infrastruktury krytycznej w realiach współczesnego świata, ze szczególnym akcentem na rolę infrastruktury krytycznej w Polsce. Z biegiem czasu oraz wraz z rozwojem gospodarczym, społeczeństwo staje się coraz bardziej zależne od otaczających go dóbr. Te z kolei stają się podatniejsze na różnego typu ataki i awarie. Problem ten zauważają między innymi władze państwowe i organizacje międzynarodowe. W pierwszej części artykułu skupiono się na ogólnej definicji infrastruktury oraz infrastruktury krytycznej, przywołując różne źródła prawa i omawiając ujęte w nich zagadnienia dotyczące pojmowania infrastruktury krytycznej. Część druga jest analizą systemów, możliwości i szans ochrony infrastruktury krytycznej.

The article presents the problems concerning the importance of critical infrastructure in the realities of the modern world with special emphasis on the role of critical infrastructure in Poland. With time passing and the economic development, the society becomes increasingly dependent on the surrounding property. And these, in turn, are becoming increasingly vulnerable to various types of attacks and failures. The problem has been noticed, among others, by the national authorities and international organizations. In the first part, the article focuses on the definition of critical infrastructure, mentioning various sources of law and discussing the issues, included in the mentioned sources, related to critical infrastructure. The second part is an analysis of the systems, capabilities and opportunities for critical infrastructure protection.

Badania testowe stosowalności scenariuszowej metody oceny ryzyka na poziomie powiatu i województwa

W artykule przedstawiono wyniki badania, jakie zostało przeprowadzone na grupie 45 funkcjonariuszy z terenu województwa mazowieckiego. W badaniu zastosowano nowo wprowadzaną metodę oceny ryzyka, roboczo zwaną scenariuszową metodą oceny ryzyka. Potrzeba połączenia i przekształcenia metod eksperckich w metody ilościowe wymusiła na środowisku badawczym konieczność wypracowania metody łączącej najlepsze cechy obu sposobów oceny ryzyka. Aby metoda była użyteczna w Polsce, konieczny jest dobór odpowiednich wartości kategorii skutków. W opracowaniu, krótko scharakteryzowano metodykę scenariuszowej oceny ryzyka, poddano dokładnej analizie wartości otrzymanych ryzyk oraz wyciągnięto wnioski z pierwszych prób szacowania ryzyka obraną metodą, ze szczególnym uwzględnieniem problemów, jakie sygnalizowały badane osoby.

The article presents the test results that was conducted on a group of 45 officers from the Mazovia province. In the test, there was used a newly introduced method of risk assessment, tentatively called the scenario method of risk assessment. The need for connection and transformation the qualitative methods into the quantitative ones forced to create a method which combines the best features of both ways of risk assessment. The paper shortly characterizes the methodology of scenario risk assessment, analyses the risks and draws conclusion from the first attempts to estimate the risk of the chosen method, with particular emphasis on the problems that were signaled by the tested person.
