The article presents modern technology application for the road transport of dangerous goods. Dangerous goods mean materials and objects which, because of the risks they pose to people and the environment, can only be transported under certain conditions. The lack of monitoring this type of carriage is a serious real threat to humans and the environment. Due to the number and complexity of decision problems encountered during its implementation becomes necessary to provide effective Information Technology. The use of Intelligent Transport Systems solutions (called - ITS) is designed to help manage the transport system, particularly transport infrastructure. The main problem of paper was formulated as follows: How modern technology can resolve problems of road transport of dangerous goods, taking into account national and international legal regulations and existing threats? In the solving of mentioned problem, the following research methods were applied: analogy, definition, analysis, synthesis, induction, deduction, modeling and diagnostic survey with expert research sample. The research included: Road Transport Inspection, State Fire Brigade, National Atomic Energy Agency, Transport Technical Supervision, Transport Companies, Department of Transport and Military Movement, Military University of Technology. The article presents the threats problems on dangerous goods in road transport and alarming statistics data of mentioned issues. The functional structure of the road transport safety management system for dangerous goods has been proposed, which can significantly contribute to limiting the number of threats and breakdowns, and in the case of their occurrence to better cooperation of emergency services in case of removing their effects.

W artykule omówione zostały problemy dotyczące infrastruktury transportu drogowego wschodniej Polski, w tym województw: podlaskiego, wschodniej części mazowieckiego, lubelskiego i podkarpackiego, na przykładzie biegnącej przez te województwa drogi ekspresowej S19, popularnie nazywanej trasą „Via Carpathia”. Przedstawiono argumenty, że budowana na szlaku S19 infrastruktura drogowa jest kluczowym czynnikiem bezpieczeństwa i rozwoju gospodarczego wschodniej Polski a także istotnym elementem bezpieczeństwa ekonomicznego, gospodarczego, społecznego i militarnego całego naszego kraju.

The article discusses problems related to road transport infrastructure in the Eastern Poland, including the following provinces: Podlasie, the eastern part of Mazovia, Lublin and Podkarpackie, on the example of the S19 expressway running through these provinces, popularly referred to as the "Via Carpathia" route. The arguments are presented that the road infrastructure built on the S19 route is a key factor in the security and economic development of Eastern Poland, as well as an important element of economic, social and military security of our entire country.

Przedstawiono argumenty, że powstająca w tym korytarzu infrastruktura drogowa jest kluczowym czynnikiem bezpieczeństwa i rozwoju gospodarczego północno-wschodniej Polski oraz strategicznym elementem bezpieczeństwa naszych sojuszników z NATO i Unii Europejskiej: Litwy, Łotwy i Estonii.

W artykule przedstawiono ocenę problemów i zagrożeń związanych z przewozem towarów niebezpiecznych oraz niepokojące dane statystyczne tego rodzaju przewozu. Uwzględniając główne przyczyny i statystyki awarii oraz wypadków drogowych z udziałem towarów niebezpiecznych można stwierdzić, że jest to poważny problem w sieci transportowej. W artykule opisano główne zadania jakie trzeba zrealizować, począwszy od zwiększeniu ilości parkingów, skończywszy na systemie bezpieczeństwa przewozu drogowego towarów niebezpiecznych.

The problems regarding procedures and potential threats of mentioned transport were presented. Furthermore statistical data on dangerous goods in Poland and the EU were stressed. Przedstawiono także działania PSP podczas zagrożeń chemicznych i ekologicznych, zagrażających życiu ludzi oraz środowisku.

The paper refers to threat assessment of dangerous goods (DG) in transportation of the European Union and the Republic of Poland. Dangerous goods in the European Union are carried by inland waterways, rail and road. In Poland 87.5% of DG have been carried by road and 12.5% by rail in 2014. DG can cause an accident and lead to fires, explosions and chemical poisoning or burning with considerable harm to people and the environment. There is not monitoring system in Poland to control in real time road transportation of dangerous goods. Proposition of National System of Monitoring Dangerous Goods in Poland was presented. Realization of mentioned kind of system may significantly contribute to improving safety of people and environment.
