The authors of this article are focusing on the role of the European Union in managing the crisis that occurred at its Eastern borders. The political conflict in Ukraine, which we have witnessed since 2013, entered a military phase. The European Union, in its sense of responsibility for shaping security at its borders, should have reacted adequately to circumstances. The implementation of the EU crisis response process occurred gradually, using, above all, diplomatic sources of crisis solving. All the same, despite the military capabilities for conflict management, the European Union did not decide to use them for shaping security in the Eastern part of Ukraine. The authors have attempted to describe the involvement of the European Union bodies in this process and to evaluate its effectiveness.In assessing such a critical but also sensitive area that is shaping security, it is important to remember about the limitations of the European Union as an organization consisting of sovereign states functioning in the international environment.The European Union, in its actions, needs to rely on the consensus of the variety of national interests of the member states as well as the credibility in implementing universal values, which the organization commonly declares and promotes among the international community.

Artykuł analizuje historyczną ewolucję procesu rewitalizacji Unii Zachodnioeuropejskiej (UZE) w kontekście relacji ze Stanami Zjednoczonymi w odniesieniu do koncepcji przyszłej Unii Europejskiej. Autor prezentuje główne problemy i uwarunkowania reaktywacji UZE w celu wyjaśnienia niepowodzenia implementacji wspólnych środków bezpieczeństwa, mających miejsce w latach osiemdziesiątych. Ponadto autor skupia uwagę na roli partnerstwa niemiecko francuskiego w kontekście budowy nowej tożsamości zachodnioeuropejskiej obrony i na kolejnych koncepcjach wspólnego bezpieczeństwa, przedstawianych na forum Wspólnot Europejskich.

The article examines the historical evolution of the process of reviving the Western European Union (WEU) within the context of its relations with the USA and with reference to the concept of the European Commonwealth (EC). The author presents major problems and conditions related to the reactivation of WEU in order to explain Europe’s failure to develop and implement collective security measures in the mid-1980s. Furthermore, the author focuses on the role of West Germany-France partnership in the context of building a new identity of Western Europe’s defence, and on subsequent concepts of collective security, which have been presented in the forum of European Communities.

Wykonanie rajdu obejmowało szereg przedsięwzięć. Pierwszym etapem było planowanie, które generalnie polegało na doborze obiektu ataku oraz ustaleniu składu i sposobu działania. Następnie grupa skrycie przemieszczała się w rejon zadania i zajmowała pozycje. Sposób działania poszczególnych grup zależał od konkretnej sytuacji, niemniej jednak ogólny schemat przewidywał wstępne ostrzelanie, a następnie szturm obiektu. Po wykonaniu zasadniczego zadania (przejęcie broni, amunicji, jeńców, zniszczenie sprzętu) następowało wycofanie z obiektu i skryty przemarsz w rejon bazy.

Conducting raids contains a series of activities. The first stage included planning (selection of object and way of task realization).Then the group was marching to the object and taking their positions. The method of task execution depended on the specific situation. However, they usually started with initial shelling. After this action there was an assault on the object and realization of task: taking over weapons, ammunition, prisoners and destroying the equipment. The last stage included withdrawal and covert marching to the base.

Kontrowersje europejsko-amerykańskie trwale wpisują się w historię stosunków transatlantyckich. Pierwsza połowa lat osiemdziesiątych ubiegłego wieku w historii tych relacji stanowi istotny okres w kontekście trwającego procesu integracji zachodnioeuropejskiej. Konfrontacyjna polityka administracji amerykańskiej względem Związku Radzieckiego nie bez wpływu pozostawała na poczucie bezpieczeństwa Europejczyków i wpływała w sposób istotny na trwającą dyskusję nad kształtem przyszłej Unii Europejskiej. Poczucie zagrożenia z przyjętego kursu amerykańskiej polityki względem Europy stało się jedną z zasadniczych przesłanek powodujących proces rewitalizacji europejskiej organizacji bezpieczeństwa i obrony jaką była Unia Zachodnioeuropejska. Po dwudziestu latach transatlantyckich kontrowersji zachodnioeuropejscy politycy zdecydowali się na istotny krok w kierunku wyeksponowania własnej, europejskiej tożsamości w dziedzinie bezpieczeństwa i obrony.. Amerykańska polityka europejska była istotnym argumentem za przewartościowaniem stosunku wielu europejskich polityków w kwestiach bezpieczeństwa europejskiego.
