Child-friendliness of urban space in the example of Łabędy

Children have long been a group whose needs and perspectives have been widely ignored in public spaces, despite several international legal documents and regulations proving their rights in the city. Based on those, child-friendliness criteria have been proposed and described. The established guidelines of: mobility and access, safety and security, attractiveness and comfort have been further explored through surveys conducted with minors. Subsequently, these criteria have been applied to the chosen district of Łabędy, to examine how they present in existing public spaces. The goal of the paper is to explore how child-friendliness criteria showcased in an average district and how average city development can create spaces and solutions that are friendly for children.

Prób włączenia społeczności w proces projektowy, planistyczny czy strategiczny wykraczający poza ustawowo narzucone kroki jest stosunkowo mało. Proces ten często ogranicza się do przyjmowania wniosków i uwag, jednak ostatecznie nie ma znaczącego wpływu na przyszłe kształtowanie miasta, a tym samym na poprawę jakości życia jego użytkowników. Dlatego oprócz faktycznego przeprowadzania rzetelnych działań włączających społeczność w procesy miejskie istotne jest wyciąganie wniosków, które mogą posłużyć do uniknięcia powielania pewnych błędów i bardziej efektywnej pracy w przyszłości. Choć dziecko jest jednym z głównych użytkowników miast, w tym przestrzeni publicznych, proponowane rozwiązania nie uwzględniają potrzeb tej grupy. Brak reprezentacji potrzeb dzieci, a tym samym brak rozwiązań skierowanych do nich powoduje powstawanie urbanistycznych problemów, które znacząco wpływają na funkcjonowanie dziecka w przestrzeni miejskiej. Istotnym wyzwaniem jest więc uwzględnienie potrzeb dzieci w kształtowaniu przestrzeni miasta. Aby jednak mogło do tego dojść, muszą najpierw zostać zidentyfikowane ich potrzeby. W artykule przedstawiono własne doświadczenia związane z organizacją warsztatów planistycznych i projektowych z udziałem dzieci. Warsztaty objęły problematykę oceny jakości przestrzeni w dzielnicy Gliwic - Łabędach. Zebrane doświadczenia pozwoliły na sformułowanie pewnych wniosków oraz rekomendacji do przyszłych podobnych przedsięwzięć. Artykuł poszerza wiedzę na temat konsultacji społecznych związanych z planowaniem przestrzennym.

There are relatively few attempts to involve the community in the design, planning or strategic process going beyond the statutorily imposed steps. This process is often limited to accepting proposals and comments but ultimately it does not have significant influence on future shaping of the city and thus on improvement of quality of life of its users. Therefore, apart from actually carrying out reliable activities involving the community in urban processes, it is important to draw conclusions which may serve to avoid repeating certain mistakes and to work more effectively in the future. Although the child is one of the main users of cities, including public spaces, the proposed solutions do not take into account the needs of this group. The lack of representation of children's needs, and thus the lack of solutions aimed at them, causes urban problems that significantly affect the functioning of the child in urban space. It is therefore an important challenge to take into account the needs of children in shaping the urban space. For this to happen, however, their needs must first be identified. The article presents our own experience with organizing planning and design workshops with the participation of children. The workshop covered the issue of evaluating the quality of space in the Gliwice district - Łabędy. Collected experience allowed to formulate some conclusions and recommendations for future similar undertakings. The article broadens knowledge on social consultations related to spatial planning.
