W artykule scharakteryzowano przyjęte w rządowym programie reformy górnictwa w latach 1998-2002 zasady jej finansowania. Przedstawiono wielkości niezbędnego zewnętrznego wsparcia dla realizacji reformy, przyjęte w programie rządowym i jego Korekcie. Omówiono szczegółowo zakres i sposób wykorzystania, uzyskanego w latach 1998-2001, zewnętrznego wsparcia finansowego ze strony budżetu państwa. Przedstawiono również sposób wykorzystania środków po-mocowych, uzyskanych z Unii Europejskiej, a także zakres współfmansowania reformy środkami własnymi przez przedsiębiorstwa górnicze.

The accepted in government programme of the hard coal industry's reform in 1998-2002 rules of its financing have been characterised in the paper. The volumes of necessary external support for implementation of the reform approved in government programme and its correction were presented. The range and the way of utilisation of external financial support achieved in 1998-2001 from the state budget were discussed in details. The manner of utilisation of the aid obtained from UE, as well as the scope of co-financing of the reform by the own means of mining companies were also presented.

Autorzy scharakteryzowali działania w zakresie restrukturyzacji zadłużenia górnictwa węgla kamiennego realizowane w latach dziewięćdziesiątych przed przyjęciem rządowego programu reformy na lata 1998-2002. Przedstawili zasady restrukturyzacji finansowej górnictwa węgla kamiennego na podstawie ustawy, z dnia 26 listopada 1998 r. z późniejszymi zmianami, o dostosowaniu górnictwa węgla kamiennego do funkcjonowania w warunkach gospodarki rynkowej oraz szczególnych uprawnieniach i zadaniach gmin górniczych. Ponadto scharakteryzowali rezultaty dotychczasowego przebiegu restrukturyzacji finansowej w latach 1998-2001 i omówili zagrożenia oraz przewidywane efekty dalszej realizacji reformy.

The activities with regard to debts restructuring of hard coal industry being realised in nineties, before acceptance of government programme of the reform for 1998-2002, have been characterised in the paper. The rules oi* financial restructuring of hard coal industry were presented on the basis of the act from 26* November of 1998 with later amendments on adjustment of hard coal industry to functioning in conditions of free market economy and special powers and tasks of mining communities. The up-to-date obtained results with respect to financial restructuring course in 1998-2001, have been characterised. The threats and forecasted effects of further implementation of debts reform were also discussed.

The effects accomplished in the period of three recent years in implementation of the government programme ,,Reform of hard coal industry in Poland in 1998-2002" confirmed the Tightness of the main direction of restructuring activity accepted in the programme. In the Revision of the government programme additional, new mechanisms were envisaged including those regarding privatisation of the sector the task of which is to support the realisation of the reform and provision of achievement of a permanent profitability of the hard coal industry. The authors present in the article the privatisation target, legal and economic conditions, scope of privatisation and its stages and foreseen mode of privatisation.

Podjęcie w 1998 r. realizacji rządowego programu spowodowało znaczące zwiększenie tempa restrukturyzacji górnictwa węgla kamiennego.

The authors have presented the subject matter as in the title separating it into the following sections: financial restructuring; mines liquidation; employment restructuring; financing of the reform of hard coal industry, regional aspect of the reform; ownership transformations in coal sector; management strengthening; realisation of investment program and environment protection; economic-financial indices. In conclusion the authors state, among others, that: Government programme of the reform of hard coal industry has been implemented since three years and since two years its realisation is supported by the enabling Parliamentary act on adjustment of hard coal industry to functioning in conditions of a market economy and special powers and tasks of mining gminas amended by the Parliament of Poland on 15 December 2000. Undertaking in 1998 the implementation of the government programme resulted in considerable increase in the rate of hard coal industry's restructuring.

Autorzy artykułu przedstawili wyniki osiągnięte przez górnictwo węgla kamiennego w roku 2000 w następujących rozdziałach: wydobycie i sprzedaż węgla kamiennego; wskaźniki techniczne charakteryzujące proces produkcji w kopalniach; zatrudnienie i wydajność pracy; średnia cena zbytu węgla, koszty jednostkowe oraz jednostkowy wynik ze sprzedaży węgla; wyniki finansowe; działalność inwestycyjna. W podsumowaniu stwierdza się m.in., że osiągnięty dodatni wynik ze sprzedaży węgla oraz znaczące obniżenie strat na pozostałej działalności operacyjnej przyczyniło się do zmniejszenia straty finansowej netto z 3447,3 mln zł w 1999 r. do 1614,8 mln zł w 2000 r., tj. o ponad 53 %.

The authors of the article present the results accomplished by hard coal mining industry in 2000 with subdivision into the following sections: production and sales of hard coal, technical indices characterising the production process at mines; employment and productivity; average price of coal, unit cost and unit accumulation on coal sales, financial results, investment activity. In conclusions it is stated, among others, that positive result on coal sales and meaningful reduction in losses o remaining operational activity contributed to decrease of net financial loss from 3 447,3 mln z\ in 1999 to 1614,8 mln zł in 2000, i.e., by more than 53%.

Artykuł jest merytorycznym sprawozdaniem z realizacji reformy górnictwa węgla kamiennego w latach 1998-1999 w oparciu o rządowy program reformy z dnia 30 czerwca 1998 r. Rok 1999 był znaczącym dla sprawdzenia realności przyjętych założeń reformy oraz pełnym rokiem jej realizacji. Również w tymże roku weszła w życic ustawa z 26 listopada 1998 o dostosowaniu górnictwa węgla kamiennego do funkcjonowania w warunkach gospodarki rynkowej oraz szczególnych uprawnieniach i zadaniach gmin górniczych, a 21 grudnia została przyjęta przez Radę Ministrów Korekta Rządowego Programu Reformy Górnictwa. Autorzy przedstawiają osiągnięte wyniki w poszczególnych obszarach, oddzielnie dla roku 1998 i 1999 oraz sumarycznie, a także porównują ich wykonanie w stosunku do założeń reformy.

The article is a matter of fact report from the realisation of the hard coal industry's reform in 1998-1999 on the basis of government programme of the reform from 1998. The year of 1999 was meaningful for checking the reality of the accepted assumptions of the reform and a complete year of its implementation also the act from 26 November 1998 on adjustment of hard coal mining industry to operation under a market economy and the special powers and tasks of mining gminas was also introduced in that year. On 21 December a Correction of the Government Programme of the coal industry's reform was accepted by the Council of Ministers. The authors present accomplished results in particular areas separately for 1998 and 1999 and agglomerated. They also compare the results obtained against the assumptions of the reform.

W roku 1998 w rezultacie podjęcia realizacji rządowego programu reformy górnictwa węgla kamiennego w Polsce w latach 1998-2002 nastąpiło przyspieszenie procesów restrukturyzacyjnych tego sektora gospodarki. Wdrożone od czerwca 1998 r. instrumenty osłonowe i aktywizujące, tworzące Górniczy Pakiet Socjalny, spotkały się z bardzo dużym zainteresowaniem pracowników kopalń, w rezultacie tego w górnictwie węgla kamiennego nastąpił spadek zatrudnienia o 35,4 tys. osób, o 11,1 tys. osób więcej niż zakładano w rządowym programie reformy. Artykuł zawiera syntetyczne informacje o stopniu realizacji zapisów rządowego programu górnictwa węgla kamiennego. Zestawienie wskaźników planowanych z wskaźnikami wykonania uzupełniono komentarzem, w którym wyjaśnia się przyczyny różnic.

In 1998 as the result of undertaking the realisation of the government programme of the hard coal industry's reform during in Poland 1998 -2002 the acceleration of restructuring processes occurred in this sector of economy. Since June 1998 the protective and activation instruments were implemented creating social mining package and met with very big interest of the mines employees. As the results employment reduction by 35,4 Thos. persons took place in the coal sector by 11,1 Thos. persons more than assumed in the government programme of the reform. The article comprises synthetic information on the rate of realisation of the government programme of hard coal industry. It compares the planned indices with the indices accomplished and a commentary in which the reasons of the differences are explained.

The authors indicate in the article to the importance and complexity of the process of Polish hard coal industry's refonning from which the need results of continuos monitoring of the process in time of its impletnentation and its results. The principles of monitoring, being realised by the State Hard Coal Restmcturing Agency consists in preparation of 36 specialist analyses which in the from of periodical report characterisc the occurring periodical changes. The article contains a brief discussion and essential data elements on econo-mic results and financial condition of Polish hard coal mining during 1993- 1997. That regards especially coal production, sales and some technical, employ-ment indices, economic - financial effects (sale price, unit coal production cost, unit accumulation, net financial result). The articles points to the reasons of financial losses irrespective of undertaken restructuring processes and to the necessity of decisive actions to generate respec-tive financial means curing the unfavourable economic situation of coal mining. The problems of hard coal mining - taking a strategic position in Polish economy - must be the element of economic policy of the State and restructu-ring processes of local authorities.

Methodology of assessment of perspective profitability of mines for the ne-eds of strategic planning in hard coal mining industry. The article characterises the objective, conditions of methodology origina-tion and its particular elements and especially the methodology of preparation of pro-effectiveness programmes for mines restructuring, procedure of monitoring and verification of particular pro-effectiveness programmes of the mines, crite-ria of effectiveness assessment of the mines restructuring programmes procedu-re of determination of permanently unprofitable mines. Artykuł dotyczy ważnych aktualnie problemów związanych z reformą górnictwa. Stanowi istotną pomoc dla zarządów likwidowanych kopalń w przygotowaniu procesu ich likwidacji. W rozdziale pierwszym autorzy opisali przebieg dotychczasowego procesu likwidacji kopalń w latach 1991-1997, skupiając się szczególnie na przedstawieniu zakresu rzeczowego likwidacji kopalń oraz kosztów związanych z procesem likwidacji, W rozdziale drugim przedstawiono proces fizycznej likwidacji kopalń w latach 1998-2002 według programu reformy górnictwa. Opisano algorytm podejmowania decyzji o likwidacji kopalń, a także podano, jakie dokumenty są niezbędne, aby proces likwidacji przebiegał prawidłowo. The article regards currently important problems connected with coal industry's reform. It constitutes assistance for management boards of mines under closure in preparation of the process of mines liquidation. In the first section the authors described the course of the up to date mines closure process in 1991 - 1997 concentrating in particular on presentation of matter of fact scope of mines closure and costs associated with liquidation process. In the second section physical process of mines liquidation was presented in 1998 -2002 according to the programme of coal industry's reform. The algorithm of decision taking was described on mines closure and necessary documents have been presented in order for the process to be run correctly. The third section presents financing process of mines closure with underlying that till 2002 the process will be financed from budgetary means and after that time it will be partially financed from budgetary and partially from the funds of the mine under closure. At the end the course and cost of realisation of the liquidation programme during eight months of 1998 have been discussed.

The article constitutes an up-dated content of the paper presented by the authors at the scientific conference on ,,Rcform of Polish Hard Coal Mining Industry- Chan-ces and Hazards' organised by Mining and Management Faculty and the Depart-ment of Management and Restructuring in the Mining and Geology Department of the Silesian Technical University (Ustron, 18-19 June, 1998). The Conference was held under the auspices of the Minister of Economy - Janusz Steinhoff. The article presents the financial situation of hard coal mining industry in the 1990-ties and basic factors creating the situation. . It presents the up-to-date activity related to financial restructuring. The article presents the forecast of financial situation of coal industry as the outcome of implementation of the go-vernment programme of the reform of the coal sector during 1998-2002 and prospects of financial management improvement in the industry.

The basic parts of the program to be realized in this period are discussed. At the end, the foreseen effects of mining reform are given.
