Demographic trends in developed countries require focus on the problem of aging populations. These trends are directly related to structural changes within the economy. Modifications of economic models imply a need for the creation of a new regional development concept. An example of such a concept is the silver-economy strategy implemented at the regional level. This article attempts to identify the existing potential and the main barriers to the introduction of the silver-economy concept in the region. Investigations will be carried out by a case study of Lubusz Province.

The limited budget incomes of the local government units raise the question of the effective education expenditure management possibility with the limited expenses. Education expenditure effectiveness is a complex problem, vital but at the same time highly complicated. In this work there is an attempt to present the problem of measuring the effectiveness of the expenses on fulfilling educational tasks by the local government units. There is also discussed the present level of knowledge concerning creating the measuring instruments which aim at effectiveness measurement of the educational services provided by the local government.

Ograniczoność dochodów budżetowych jednostek samorządu terytorialnego rodzi pytanie jak przy ograniczonych nakładach efektywnie gospodarować wydatkami na realizację zadań oświatowych? Efektywność wydatków na edukację jest problemem złożonym, bardzo istotnym ale jednocześnie niezwykle skomplikowanym. W niniejszym referacie podjęto próbę przedstawienia problemu pomiaru efektywności wydatków na realizację usług oświatowych realizowanych przez jednostki samorządu terytorialnego. Omówiono także dotychczasowy stan wiedzy dotyczący konstrukcji mierników których celem jest pomiar efektywności realizowanych przez samorządy usług oświatowych.
