This article is a continuation of the publication from January edition of the Logistyka magazine, entitled: Digital public services in the EU - the TOOP project. It describes in The Once-Only Principle in detail. Several examples of the Once-Only Principle implementation in the EU Member States (including Poland) are presented. The Digital Single Market is a priority for the European Union. The implementation of the Once-Only Principle is one of its key goals.

Artykuł stanowi kontynuację wcześniejszych publikacji17. Opisuje zastosowanie „zasady jednorazowości” w kontekście krajowym, tj. zastosowanie art. 220 KPA w Polsce oraz wskazuje plany związane z wdrożeniem jej na skalę ogólnoeuropejską. Artykuł przedstawia również przykłady zastosowania zasady w poszczególnych krajach członkowskich Unii Europejskiej.

The article is dedicated to the ‘once-only’ principle and its importance for The Once-Only Principle Project (TOOP). It is also a continuation of the publications from previous editions of the Logistyka magazine. It showcases examples of the ‘once-only’ principle implementation on the national level in Poland on the base of art. 220 of the Code of Administrative Procedure. The article also presents future plans for implementation of the principle on the European level. Several examples of the ‘once-only’ principle implementation in another EU Member States are presented.

Treść umożliwia zapoznanie się ze specyfiką tego projektu oraz jego wpływu na implementację „Zasady jednorazowości” w ujęciu transgranicznym. The Implementation of the Once-Only Principle in a Maritime Domain

The once-only principle in the context of the public sector means that citizens and businesses supply data only once to a public administration. The role of public administrations is to internally share these data also across borders so that no additional burden falls on citizens and businesses. One of the most important initiatives in Europe to explore and demonstrate the once-only principle in practice is the TOOP project. TOOP is currently developing a federated IT architecture in order to demonstrate how the once only principle can be applied by the European Member States. This technical solution will be practically tested within three pilot areas. The article presents these areas with a particular focus on a maritime domain. The application of the once-only principle in maritime transport primarily concerns the need for simplification in the area of ship and crew certificates, which are currently issued and maintained in a paper format and stored by national maritime administrations. Barriers and opportunities to implement the once and only principle in Europe are described as well.
