Ministerstwo Nauki i Szkolnictwa Wyższego potrzebuje systemu oceny poziomu i efektywności badań naukowych prowadzonych w paroletnim okresie przez instytucje naukowe o zbliżonym profilu badawczym. Z jednej strony rezultatem tej oceny powinny być dane, które pozwolą na ustalenie zasad podziału środków finansowych (przewidzianych w budżecie Ministerstwa na badania w danej dziedzinie wiedzy) pomiędzy oceniane instytucje naukowe, w ramach funduszy przeznaczonych na działalność statutową. Z drugiej jednak strony, ogólne zasady tej oceny winny stymulować instytucje naukowe do podnoszenia poziomu i do rozwoju badań. Dla ograniczenia zakresu problemu warto dodać, że chodzi o ocenę kilkudziesięciu instytucji, z których każda zatrudnia od dwudziestu do nawet ponad dwustu uczonych.

After an initial discussion at the Committee of Mathematics Polish Academy of Sciences (CM PAS) meeting in February 2013 concerning the status of Applied Mathematics in Poland, I had a feeling of confusion and dissatisfaction, because it seemed to me, both to define the concepts mentioned by the panelists, like, the more standing problems, there was not sufficiently clear. Taking now the voice I have in the first place to that the slightly harden the soil considerations and, perhaps naively, to simplify issues, so as to agree not only possible initial thesis, but above all to establish basic problems discussed. Furthermore, in order to give the opportunity to more easily formulate opposite those presented below views and opinions and to raise interest in this issue the person listed below will present the thesis in a provocative categorical, although I realize that such a categorical would be difficult to fully justify and adopt. I bet that you know what it is Mathematics.

On the moment measure conjecture

The main purpose of the paper is to give a characterization of such open invariant subsets U of projective spaces with an action of a torus T, which admit a good quotient U --> U//T and the quotient space is compact. It follows from the result that moment measure conjecture (stated in [4]) is valid in the case of projective spaces (and their products).
