Wyższy Urząd Górniczy w Katowicach został utworzony na mocy Rozporządzenia Rady Ministrów RP z 24 VI 1922 r., jako pierwszy WUG w Niepodległym Państwie Polskim. Jego urzędnicy, zwłaszcza Zygmunt Malawski i Stanisław Majewski, wnieśli duży wkład w opracowanie pierwszego polskiego ujednoliconego Prawa Górniczego oraz ukonstytuowanie Kopalni Doświadczalnej "Barbara" i Centrali Ratownictwa Górniczego.

The State Mining Authority in Katowice was established by the Resolution of the Republic of Poland Council of Ministers dated June 24 1922. At that time, it was the first SMA in the Sovereign State of Poland. The SMA officials, especially Zygmunt Malawski and Stanisław Majewski, greatly contributed to the development of the first consolidated Polish Mining Law, the establishment of Experimental Mining Facility Barbara and the Mining Rescue Centre.
