Nowadays, clusters based on Alfred Marshall's "industrial districts" are considered to be one of the main drivers of regional competitiveness. According to Porter an industrial cluster is "a geographic cooperative group that includes suppliers, consumers, peripheral industries, governments and supporting institutions such as universities". Clusters are determined by several factors: concentration of small and medium enterprises, common culture of the enterprises, strong linkages between them (they are cooperators as well competitors) and innovative environment. In this paper the authors analyze conditions for building and developing the cluster within optoelectronic branch in Mazowsze and they describe the process of formation of OPTOKLASTER. OPTOKLASTER is a first formalized high-tech cluster in Mazowiecki Region. lt's a common initiative of 25 optoelectronic companies, institutions and other organizations localized in Mazowsze. In October 2007 they signed an initial agreement about launching of the Mazovian Photonic Technology Cluster "OPTOKLASTER". The authors search factors typical for industrial cluster in chosen sector. Except for, they map of existing knowledge and information flows in analyzed sector, in particular: linkages among enterprises and linkages between enterprises, R&D institutions and institutions supported innovation and technology transfer. The authors focuse on formal and informal relations between particular elements of OPTOKLASTER and try to define the intensity, directions and forms of interactions within analyzed cluster, influence of collaboration on innovation activities of optoelectronic in situations and companies as well as attitude of all partners towards collaboration within OPTOKLASTER. As a result of the research the authors points at OPTOKLASTER's strengths, weaknesses and possibilities of developing.

This article is continuation of cluster issue, described in some previous articles of the author: "Clusters in Mazovia Region - an analyse of the Groundings" and "An analysis of high-tech clusters in Mazovia Region". In Poland there have been more and more clusters initiatives recently. Some of them have been created in natural way - as a result of market mechanisms, but the majority have been formalized in the answer of the structural funds that have already been implemented in Poland. The author identifies and describes existing clusters initiatives in Mazovia Region. She focuses on rural clusters - created by producer groups and organizations. Besides, the author points at some funds for 2007-2013, supported cluster development in Poland, particularly in Mazovia Region - Operational Programme Innovative Economy (OP IE), the Mazovia Regional Operational Programme (the Mazovia ROP) and Rural Development Programme.

In the article there are described the main conclusions of research, conducted in 2005 year and in 2007 year in high-tech sector in Mazovia Region. The main object of that research was an analysis of conditions for building and developing high-tech clusters in given region. The author identified the most important concentrations of high-tech branches in Mazovia Region, by means of LQ (location quotient) tool. Besides, in according to methodology OECD, the author analyzed some interactions within three high-tech sectors: ICT, optoelectronic and pharmaceutical. As a result of the research the author points at strengths and weaknesses of analyzed branches and identified quasi-clusters in Warszawski Region: ICT and optoelectronic clusters.

The main object of this article is a description of one of the most important factors with great impact on industrial clusters in a region - some Groundings (in according to Groundings-Enterprises-Markets cluster conception). The Groundings, called by M. E. Porter "factor conditions" are the part of Porter's National Diamond - framework resulted from a study of patterns of comparative advantage among industrialized nations, used in some analyses of a national markets ability to compete in an international market. The Groundings/factor conditions are categorized in two forms: some resources in a region ("home-grown" - natural resources and highly specialized resources) as well as supported infrastructure (physical and institutional). The author focuses on Mazovia Region and analyses the Groundings in this area in the perspective of cluster development.
