Evaluation of systems and devices used in cars by the drivers and passengers with disabilities – results of pilot research

Since 2015, the Automotive Services Centre has been operating at the Motor Transport Institute for Disabled People (CUM) and since 2021, as part of the project entitled Knowledge Centre on Accessibility to transport and mobility for people with special needs (CWoD), there has been an information and consultation point active in which road users with disabilities, and in particular users of individual transport – drivers and passengers of passenger cars – can obtain information that will facilitate their functioning in road traffic. Part of customer service for people with disabilities is collecting information, also for scientific and research works. From November 2022 to June 2023, as a pilot research, interviews were conducted with beneficiaries of the above-mentioned entities, in order to learn their opinions on the systems and adaptive devices they use in cars. The results of this study, presented in this article, allowed for the development of general recommendations regarding advising people with special needs (PSN) – users of individual transport, the implementation of which would improve the quality of services in this area.

Od 2015 r. przy Instytucie Transportu Samochodowego działa Centrum Usług Motoryzacyjnych (CUM), a od 2021 r. w ramach projektu Centrum Wiedzy o Dostępności do transportu i mobilności dla osób ze specjalnymi potrzebami (CWoD), również punkt informacyjno-konsultacyjny, w którym niepełnosprawni użytkownicy dróg, a w szczególności użytkownicy transportu indywidualnego – kierowcy i pasażerowie samochodów osobowych – mogą uzyskać informacje, które ułatwią im funkcjonowanie w ruchu drogowym. Częścią obsługi klienta osób niepełnosprawnych jest zbieranie informacji – także do prac naukowo-badawczych. Od listopada 2022 r. do czerwca 2023 r. przeprowadzono badania pilotażowe – wywiady z beneficjentami ww. podmiotów, mające na celu poznanie ich opinii na temat systemów i urządzeń adaptacyjnych stosowanych przez nich w samochodach. Wyniki tego badania, zaprezentowane w artykule, pozwoliły na opracowanie ogólnych rekomendacji dotyczących doradztwa dla osób ze specjalnymi potrzebami (OSP) — użytkowników transportu indywidualnego, których wdrożenie pozwoliłoby na poprawę jakości usług w tym zakresie.

People with disabilities as traffic accident participants in a road safety database in Poland

Actions related to the improvement of the safety of disabled road users have multiple levels and are burdened with problems related to the collection and proper analysis of road incidents. A meta-analysis of databases could provide a better understanding of the causes of these events and prevent them in the future. Currently, residual information on participants of road accidents can be found in the Accident and Collision Record System; the data are analyzed by the Polish Road Traffic Observatory and submitted to the International Road Traffic and Accident Database and the Community Road Accident Database. In connection with the above, an article was prepared containing a propaedeutic review of research materials to date, as well as domestic and foreign databases constituting the diagnostics of the research area. An international literature search was also conducted on accidents involving people with disabilities. The findings indicate the need to collect and expand information about disabled participants of road incidents, fill this gap in databases, and systematize them as the starting material for the development of remedial actions.

Orthopedic crutch attachments (caps) are an important but underestimated element supporting the safety of pedestrians, including elderly road users with disabilities. A review of the literature shows that this topic is rarely the subject of research and new solutions. In 2022, the multidisciplinary team of the Motor Transport Institute started multi-stage work to develop and implement innovative multi-functional attachments to orthopedic equipment as an element improving the comfort of movement of this group in various weather conditions. Focus group interviews with potential users, which were a part of the project, indicated the most important features of the selection of such a solution, such as material, anti-slip properties, ease of replacement, durability (low abrasion), ensuring stability, and quiet operation. On this basis, the final prototype of the orthopedic crutch attachment presented in the article was developed. In addition, areas related to road safety and pedestrian safety devices were identified, the implementation and promotion of which could improve the functioning of orthopedic equipment users.

In the years 2016-2018, the Road Safety Education Centre (CEBR) was established at Motor Transport Institute as part of its statutory activity, addressed to various age groups and road users. The article presents the concept of CEBR, the results of the evaluation of educational pilot classes conducted at Centre and the opinions of 50+ drivers on selected issues of road safety, as well as the opinions of children and parents on road safety education.

W latach 2016-2018 w Instytucie Transportu Samochodowego w ramach działalności statutowej powstało Centrum Edukacji Bezpieczeństwa Ruchu Drogowego (CEBR), adresowane do różnych grup wiekowych i uczestników ruchu. Celem niniejszego artykułu jest przedstawienie koncepcji działania CEBR, zaprezentowanie wyników ewaluacji edukacyjnych zajęć pilotażowych przeprowadzonych w Centrum oraz opinii kierowców 50+ dotyczących wybranych zagadnień bezpieczeństwa ruchu drogowego, a także opinii dzieci i rodziców na temat wychowania komunikacyjnego.

W 2016 r. weszła w życie ustawa o Zintegrowanym Systemie Kwalifikacji. Elementem tego systemu jest Zintegrowany Rejestr Kwalifikacji, w którym znajdują się informacje o kwalifikacjach nadawanych w Polsce przez różne podmioty w wielu dziedzinach, w tym w dziedzinie transportu. Celem artykułu jest przedstawienie ogólnych założeń działania systemu i rejestru oraz zaprezentowanie propozycji nowych kwalifikacji, zgłoszonych przez Instytut Transportu Samochodowego, które mogą przyczynić się do poprawy jakości wybranych obszarów pracy z sektora motoryzacji.

In 2016, the Integrated Qualifications System Act entered into force. An element of this system is the Integrated Qualifications Register, which contains information about qualifications awarded in Poland, reported by various institutions in many fields, including transport. The article describes the general principles of the system and register, and presents proposals of the new qualifications submitted by Motor Transport Institute, which may contribute to improving the quality of selected field of work in the motorization sector.
