The article aims to analyse the strategies of the selected progressive smart cities (London-Stockholm-Vienna) based on the methodology described below along with the strategy of the emerging smart city (Kyiv). The idea is to see which components of Smart Sustainable city Framework are covered by the “actual” strategies and how they are presented, which projects are currently underway and prioritised and how the evolvement process goes in different cities. We wanted to find common elements and approaches among the selected cities along with the best practices which can be taken into account by the cities when developing their own Smart City Strategy based on the experience already available.
This article considers ICTs and the related Smart Sustainable city concept as tools to overcome urban challenges of the 21st century. The aim is to investigate different approaches applied to measuring “Smartness” and “Sustainability” of cities. Using our selection model, we identified 5 specific indexes for detailed comparison along with their results, namely which cities are the smartest and the most sustainable worldwide. We have also outlined the major concerns and limitations that exist in the indexes we covered in our research. This article is the first step on the way to developing a Smart Sustainable city index for Ukrainian cities.
Comparatively new in the field of urban development, the concept of “Smart city” is considered to be a crucial tool to overcome urban challenges faced by the citizens in XXI century. The article discusses the basics of the concept, analyzing its key dimensions. An overview of digital market in Ukraine and its positions in the world rankings are provided along with the evolution of e-governance in Ukraine, as one of the components in “Smart city” concept. We have outlined the most interesting smart solutions presented in Ukrainian cities and built a comparative table for those among 4 cities. Based on the analysis conducted we have created a list of challenges faced by Ukraine on its way to “smartization”.
