In this paper a number of ethical implications of ITS monitoring and surveillance will be considered. Many people consider closed-circuit television (CCTV) monitoring and surveillance in public places, especially on the road or in the street, to be practically unavoidable, but also an infringement of important privacy-based rights of persons, e.g. drivers and passengers. It can raise a few privacy issues which, if left unsolved, could jeopardize the wider deployment of CCTV-based ITS. It could happen that CCTV systems are not used mainly for monitoring the flow of vehicles but rather to supervise some people. At what point does the monitoring and surveillance of persons become unethical? My article has to identity a few ethical conditions under which CCTV monitoring and surveillance in road ITSs may be considered to be morally justified. The paper refers to the following issues: problems with ITS monitoring and surveillance of persons, philosophical and ethical concepts of privacy, legal regulation on personal data privacy in EU and Poland, ethical issues of privacy in a few road transport ITS applications, and the problem of ethical justification of ITS monitoring and surveillance.

This paper gives an overview on some ethical aspects of ITS development and applications. The technical evolution of ITSs is a basis for development of various ITS technologies, systems, applications, and services. The future ITSs will become more and more intelligent and autonomous in their behavior. The new kind of advanced ITSs will emerge in the future, e.g. ITS with artificial moral agent. There will be a need for creating a new kind of "machine" ethics, called ITS ethics, for ITS professionals, namely ITS designers, manufacturers and users. ITS ethics addresses a number of moral issues which arise if researchers are able to build up intelligent systems with intellectual capacities that behave analogically to human beings. The most important problem will be: who or what is morally responsible for malfunctions of ITSs? The malfunctions of ITS usually cause some unnecessary suffering to people, and it is immoral.

Content available Preliminary ethical analysis of ITS applications

This paper describes a possibility of applying an ethical approach to ITS applications is described. It refers to benefits of ITS applications in terms of classic ethical values, and their interpretation in the light of consequentialism and classical utilitarianism. The paper presents a kind of new look at numerous and various ITS benefits from the ethical (moral) point of view. It emphasizes the ethical importance of such benefits of ITS applications as savings of time, safety, and convenience in traveling. The paper also raises the problem of connections of ethical evaluation of ITS benefits with the so-called costs/benefits analysis (CBA) in the transport sector.

Przedstawiony materiał stanowi skróconą wersję sprawozdania z badań sponsorowanych przez Electric Power Research Institute (EPRI) i Polskie Sieci Elektroenergetyczne SA (PSE SA), wykonanych na potrzeby PSE SA. Prace se strony polskiej realizowane były pod kierownictwem Józefa Paski przez zespół pracowników z Politechniki Warszawskiej i Politechniki Śląskiej. Raport przedstawia wyniki projektu badawczego dotyczącego zastosowania programu TRELSS i wdrożenia podejścia wartościowania niezawodności w Polskich Sieciach Elektroenergetycznych SA. Program TRELSS został przetestowany i oceniony. Zbudowano bazę danych niezawodności jednostek wytwórczych i elementów polskiej sieci przesyłowej i wykonano obliczenia niezawodnościowe dla danych z lat 1998 i 2010. Zostały też wprowadzone pewne elementy metodyki koszt/wartość niezawodności.
