In the realities of modern battlefield, training of soldiers is crucial, therefore it is so important to develop an optimal concept of moving troops by rail transport, for exercises and training in peacetime. Using the simulation of the implementation of rail and road transport, it is possible to analyse and meet the needs of the selected relationship of individual stages of the process studied. Simulation model allows to state that it serves as an illustrative, training element and an element showing some results with changeable situations, therefore it can be a solution for training and making critical decisions for competent commanders.

Zabezpieczenie logistyczne to proces dowozu środków bojowych, żywności, przedmiotów mundurowych, materiałów pędnych i smarów (MPS) oraz środków medycznych do pododdziałów z wykorzystaniem transportu szczebla nadrzędnego lub własnego oraz świadczenie usług (podejmowanych przez pododdziały, elementy oraz urządzenia logistyczne), które są niezbędne do szkolenia, funkcjonowania i walki. Proces realizacji zabezpieczenia logistycznego działań powietrznodesantowych jest unikatowy, ze względu na sposób dostarczania zaopatrzenia do walczących pododdziałów oraz organizacje urządzeń oraz elementów logistycznych. Wymagana jest tutaj ścisła współpraca pododdziałów logistycznych podczas transportu zaopatrzenia, jego przygotowania na tarach desantowych, a następnie dostarczenia poprzez zrzut spadochronowy. Celem artykułu jest przedstawienie roli kompanii logistycznej w procesie realizacji zabezpieczenia logistycznego batalionu powietrznodesantowego w walce. Skutkiem tak określonego celu jest stwierdzenie, że podmiotem badań jest batalion powietrznodesantowy i jego kompania logistyczna, natomiast przedmiotem potrzeby logistyczne i sposób ich zaspokojenia. Zasadniczym problemem badawczym jest udzielenie odpowiedzi na pytanie – jakie mogą być potrzeby logistyczne batalionu powietrznodesantowego w walce? Do rozwiązania problemu badawczego były wykorzystane różne metody badawcze, m.in. metoda obserwacji, metoda matematyczna. Ważną składową pozwalającą na wnioski i uogólnienia jest analiza literatury dostępnej w obszarze działań taktycznych i organizacji zabezpieczenia logistycznego na szczeblu taktycznym. Hipoteza badawcza: Przypuszcza się, że organizacja zabezpieczenia logistycznego batalionu powietrznodesantowego w walce jest zdecydowanie bardziej złożona w stosunku do działań regularnych.

Logistical security is the process of transporting combat equipment, food, uniformed objects, propellants and lubricants (MPS) and medical resources to subdivisions using superior or own transport and providing the services (undertaken by subdivisions, logistics components and equipment) that are necessary for training, operation and combat. The process of implementing logistical security of air borne operations is unique, due to the way in which supplies are delivered to the warring subdivisions and the organization of equipment and logistics elements. Close cooperation of logistics subdivisions is required during the transport of supplies, its preparation on landing tares and subsequent delivery by parachute discharge. The aim of the article is to present the role of a logistic company in the process of implementing logistical support for an airborne battalion in combat. The effect of such a specific objective is to state that the subject of the research is the air borne battalion and its logistics company, while the subject of logistical needs and the way in which they are to be satisfied. The main research problem is to answer the question – what might be the logistical needs of an air borne battalion in combat? Various research methods were used to solve the research problem, among them: observation method, mathematical method. An important component for conclusions generalisation is an analysis of the literature available in the field of tactical activities organisation of logistical security at tactical level. Research hypothesis: It is hypothesized that the organization of the logistics of the air borne battalion in combat is much more complex compared to regular operations.

Jednostki i instytucje wojskowe realizują zadania szkoleniowe i operacyjne poza miejscem stałej dyslokacji. Zachodzi zatem konieczność przemieszczenia sił i środków na poligon czy też miejsce operacyjnego wykorzystania. Biorąc pod uwagę parametry i ilość sprzętu wojskowego zasadne jest korzystanie w przewozach wojskowych z możliwości transportu kolejowego. Mając na względzie konieczność zaspokojenia potrzeb gospodarki narodowej, jednostki i instytucje wojskowe chcąc korzystać z możliwości przewozowych transportu kolejowego zobowiązane są przestrzegać określonych procedur. Ogół spraw organizacyjnych na czas pokoju jest uregulowany odpowiednimi dokumentami normatywnymi. Jednocześnie jednostki i instytucje wojskowe są poddawane cyklicznemu szkoleniu, co stwarza przesłanki poprawnego korzystania z transportu kolejowego w przewozach wojskowych.

Military units and institutions carry out training and operational tasks outside the place of permanent dislocation. It is therefore necessary to move forces and resources to the proving grounds or place of operational exploitation. Given the parameters and the amount of military equipment, it is justified to use in military transport with the possibility of rail transportation. Because of the need to meet the needs of the national economy, individuals and military institutions wishing to take advantage of rail transport capabilities are obliged to comply with certain procedures. In general, organizational matters for peacetime are governed by appropriate normative documents. At the same time, military units and institutions are subjected to cyclic training, which creates the rationale for the correct use of rail transport in the military.

Transport kolejowy w XXI wieku jest jednym z niewielu rodzajów, który jest stosunkowo przyjazny środowisku a jednocześnie jest w stanie przewozić ładunki o znacznych rozmiarach i dużej masie. Mając to na względzie, a jednocześnie widząc potrzeby szkolenia wojsk w warunkach poligonowych, w jednostkach wojskowych są generowane uzasadnione potrzeby przewozu np. czołgów transportem kolejowym na poligon. Istniejące w Polsce rozwiązania dotyczące funkcjonowania transportu kolejowego i realne możliwości przewozowe pozwalają stwierdzić, że przy przestrzeganiu określonych reguł postępowania istnieje możliwość zaspokojenia potrzeb zgłaszanych przez jednostki wojskowe.

Rail transport in the 21st century is one of the few types that are relatively environmentally friendly, and at the same time is able to carry loads of considerable size and large weight. With this in mind, while seeing the need to train troops in training conditions, legitimate transport needs are generated in military units, e.g. in the military. tanks by rail transport to the training ground. Existing solutions in Poland regarding the functioning of rail transport and real transport possibilities make it possible to conclude that, in compliance with certain rules, proceedings are possible to meet the needs reported by the military units.

In distribution companies, it is particularly important to organize transport processes properly and minimize unnecessary mileage. A high level of readiness of transport means is also required, which guarantees the execution of every order. It enables to achieve rational fleet management, compliance with service intervals and an even workload. The use of transport means is also influenced by the way a company is managed and decisions made at the strategic level. This article shows how the choices made by the management board regarding trade partners (manufacturers) influenced the degree and legitimacy of owned rolling stock use. For this purpose, two different business steps were compared. Markov’s processes were used in the study.

Z kolei właściwa realizacja tych zadań jest przesłanką zapewnienia bezpieczeństwa w rozumieniu braku zagrożeń dotyczących wystąpienia określonych trudności w zaspokojeniu potrzeb logistycznych. Dla zapewnienia warunków bezpieczeństwa konieczne jest zatem całościowe rozumienie potrzeb i takowe ich zaspokojenie, przy jednoczesnym rozumieniu działań jako ciągu zdarzeń tworzących określony proces.

The concept of security is defined by different scholars. These definitions as they relate to the same matter differ in the details of the resulting from the point of view of the individual authors. The common denominator is the perception of common areas and determine that security is a State in which the entity to which it refers is not under threat, and is also able to carry out for him a task or achieve goals. The aim of the article is to demonstrate that the term security logistics for the armed forces of the RP is not abusive and its use as the State meet the needs of the logistics and the ability to carry out tasks is fully justified. This article presents as an entity armed forces RP, that generate the logistical needs and their satisfaction provides the conditions for the implementation of tasks which in turn provides them with security.

Podejmując próbę zdefiniowania i oceny stanu bezpieczeństwa w obszarze dostarczania środków zaopatrzenia i świadczenia specjalistycznych usług materiałowych zostały zaprezentowane ogólne treści dotyczące funkcjonowania służb materiałowych. Na tej podstawie i przy współudziale respondentów zdefiniowano możliwe zagrożenia w funkcjonowaniu służb materiałowych. Uzyskane wyniki oraz treści zawarte w opracowanych ankietach pozwoliły wskazać główne kierunki działania, których realizacja stwarza przesłanki do zapewnienia bezpieczeństwa materiałowego jednostkom i instytucjom wojskowym w czasie pokoju, kryzysu i wojny.

Organizacja służby ratowniczej na pływalniach obejmuje aspekty związane z gotowością do podjęcia skutecznych działań zapewniających bezpieczeństwo użytkownikom kąpieliska oraz skuteczną i szybką reakcję na sytuacje wypadkowe, zagrażające życiu i zdrowiu. Właściwy poziom tej gotowości zapewniony jest przede wszystkim poprzez wyszkolonych ratowników wodnych. Aby jednak w pełni mogli oni zrealizować powierzone im zadania, ich liczba musi być właściwa czyli odpowiednia do grupy osób korzystających z pływalni. Ponieważ ustawodawca zdefiniował jedynie minimalną liczbę ratowników wodnych przypadającą na dany rodzaj obiektu w artykule zaproponowano metodę szacowania potencjalnej liczby klientów w zależności od dnia tygodnia czy miesiąca kalendarzowego, jako wsparcie procesu dostosowywania poziomu bezpieczeństwa obiektu do liczby odwiedzających. W tym celu wykorzystano metodę regresji wielorakiej.

The organization of swimming pool emergency service shall include aspects relating to the preparedness for taking effective measures in order to ensure the safety of users of the bathing water and to respond effectively and rapidly to accidental, life-threatening and health-threatening situations. An appropriate level of preparedness is primarily ensured by trained lifeguards. However, for them to be able to fully carry out entrusted tasks there must be an appropriate number of them, adapted to the group of people using swimming pool. Since the legislator defined only a minimum number of water rescuers per type of facility, this paper proposes a method of estimating the potential number of clients depending on the day of week and the calendar month, as a support for the process of adjusting the safety level at the swimming pool to the number of visitors. For this purpose, a multiple regression method was used.

Zarzadzanie logistyką w wojsku jest rozumiane jako proces, ciąg posobie następującychzdarzeń. Rozpoczyna się planowaniem i poprzez organizowanie i motywowanie dochodzi do etapu kontroli. Działania te mogą być realizowane poprzez wyalienowane piony funkcjonalne takie jak np. pion materiałowy. Powoduje to jednak pewne ograniczenia i stąd też w praktyce często stosuje się podejście procesowe. Jednak i ono nie jest pozbawione wad, co skutkuje stosowaniem w realnych warunkach połączenia tych dwóch sposobów podejścia. Zwykle przynosi to pozytywne wyniki. W procesie zarządzania logistyką wojskową należy przestrzegać określonych zasad, ich stosowanie w praktyce stanowi przesłankę uzyskania pozytywnych wyników co przekłada się na skuteczną realizację zadań związanych z zaspokojeniem potrzeb logistycznych jednostek i instytucji wojskowych.

Logistics management in the military is understood as a process, a sequence of following events. It starts with planning and through organizing and motivating it comes to the control stage. These activities can be implemented through alienated functional divisions, such as the material division. However, this causes some limitations and hence the process approach is often used in practice. However, it isnot without flaws, which results in the use of the two approaches in real conditions. Usually it brings positive results. In the process of management of military logistics, certain rules must be followed, their application in practice is the premise for obtaining positive results, which translates into effective implementation of tasks related to meeting the logistic needs of military units and institutions.

The aim of the article is to analyze and assess the impact of standardization processes on optimizing the strategic activities of the European Union, directed at the development of various economic areas of the community. In particular, the need to use standards more widely was highlighted as one of the tools for innovation and development. The research problem was expressed by the following question: What is the impact of the use of standards and the optimization of the standardization process on the effectiveness of the political and economic policies adopted within the European Union? During the development of the article, the following research methods were used: document analysis, synthesis, inference and a research tool, such as intelligence questionnaires. The article consists of an introduction signaling the basics of the problems discussed in the study, the main part regarding the political context of the development of European standardization and its significance for product safety, as well as directions improving the efficiency of the standardization process, in the context of wider use of norms and their significance for adopted strategies.

Zapewnienie odpowiedniego poziomu zdolności bojowej Sił Zbrojnych RP jest podstawowym wymogiem wynikającym wprost z zapisów Konstytucji RP. Dla jej zapewnienia niezbędne jest utrzymanie wysokiego stopnia ukompletowania, właściwe wyposażenie w sprzęt wojskowy, odpowiednie wyszkolenie stanów osobowych, wysoki stan moralno-etyczny, a przede wszystkim zapewnienie odpowiedniego poziomu bezpieczeństwa logistycznego. W ramach zabezpieczenia logistycznego pierwszoplanowa rolę spełnia zabezpieczenie materiałowe, zabezpieczenie techniczne, zaspokojenie potrzeb transportowych oraz infrastrukturalnych. Właściwie zrealizowany ten kompleks przedsięwzięć stanowi podstawę do utrzymania zdolności bojowej Sił Zbrojnych RP na oczekiwanym poziomie.

Obowiązujące reguły dotyczące klasyfikacji nauk i uwzględniające obszary wiedzy, dziedziny nauki i dyscypliny naukowe w swojej treści nie dostrzegają potrzeby wydzielenia logistyki jako oddzielnej dyscypliny naukowej. Niejako konsekwencją tego jest dość swobodne definiowanie terminu logistyka jak i określenia system logistyczny stanowiący integralną część przedsiębiorstwa. Prowadzone badania wskazują na konieczność dokonania zmian w obowiązujących strukturach organizacyjnych systemu logistycznego przedsiębiorstwa. Istotne zatem jest aby dokonywane zmiany miały u podstaw nie tylko ustalenia typowo teoretyczne ale wspierały się wiedzą praktyczną osób realnie pełniących obowiązki na stanowiskach logistycznych lub związanych z logistyką. Umiejętne połączenie teorii z praktyką stwarza podstawy do stwierdzenia, że efektem tych zabiegów będzie struktura odpowiadająca wymogom gospodarki rynkowej XXI wieku.

The existing rules on the classification of Sciences and taking into account the areas of knowledge, science, and scientific rigor in its content does not see the need for separation of logistics as a separate scientific discipline. Somehow the consequence of this is a pretty loose definition of the term logistics and determine the logistics system forming an integral part of the company. Conducted studies indicate the need to make changes in the existing organizational structures of the logistical system of the company. It is therefore important that the changes were at the heart of not only determine the typical theoretical but practical knowledge to support people realistically officiating responsibilities for logistics or related to logistics. A skillful combination of theory with practice gives rise to the conclusion that the effect of these treatments will be the structure corresponding to the requirements of a market economy in the 21st century.
