Celem artykułu jest omówienie roli polskiego katastru nieruchomości w budowie krajowej infrastruktury informacji przestrzennej. Artykuł zawiera podstawowe informacje na temat funkcjonowania katastru nieruchomości w Polsce oraz jego powiązań z innymi bazami danych przestrzennych, wykorzystywanymi na potrzeby INSPIRE. W artykule zaprezentowano również wyniki analiz porównawczych modeli danych INSPIRE dla tematów działki katastralne i budynki z modelem danych ewidencji gruntów i budynków. W opinii autorów zbiory danych katastralnych będą stanowiły odpowiednie źródło do utworzenia zbiorów danych INSPIRE dla tematów działki katastralne i budynki, po ich dostosowaniu do zgodności z modelem pojęciowym danych zawartym w rozporządzeniu w sprawie ewidencji gruntów i budynków. Autorzy artykułu wyrażają również przekonanie, że zbiory danych INSPIRE dotyczące wyżej wymienionych tematów powinny być oparte w Polsce o centralne repozytorium kopii zbiorów danych ewidencji gruntów i budynku, utworzone w ramach budowy zintegrowanego systemu informacji o nieruchomościach.

The main objective of this paper is to define the role of Polish real estate cadastre in creating national spatial information infrastructure. This paper includes basic information about the way of functioning of the cadastral system in Poland and its relations with other spatial databases, used for INSPIRE purposes. Moreover, the results of comparative analyses concerning INSPIRE data models for the themes cadastral parcels and buildings and the data model of the land and building register are presented in this paper. In the authors’ opinion, cadastral datasets will constitute a convenient source for creating INSPIRE data sets for the themes cadastral parcels and buildings after their adjustment in compliance with the conceptual model presented in the Regulation on the land and building register. Furthermore, the authors express opinion that INSPIRE data sets in Poland concerning the above mentioned themes should be created on the basis of the central repository of data sets copies of the land and building register, which will be established while developing Integrated Real Estate Information System.

Celem artykułu jest przedstawienie modelu polskiego systemu katastralnego na tle rozwiązań ujętych w projekcie międzynarodowej normy ISO 19152. Projekt rozporządzenia, w którym zdefiniowany został model pojęciowy polskiego katastru podlega właśnie procedowaniu, a wzorzec Land Administration Domain Model (LADM) powinien zostać wkrótce opublikowany jako norma międzynarodowa ISO 19152, a potem jako Polska Norma "Katastralny model administrowania terenem". W artykule dokonano próby przyporządkowania wybranym klasom modelu pojęciowego polskiego katastru odpowiadających im klas Land Administration Domain Model. Prace te stanowią podstawę dalszych badań w kierunku sprawdzenia poziomu zgodności modelu polskiego katastru z ISO 19152.

The objective of this paper is to present the cadastral system model in Poland in comparison with International Standard ISO 19152. The ordinance that inter alia defines the conceptual model of Polish cadastre has status of final draft. Land Administration Domain Model should be published soon as the International Standard ISO 19152, and then as the Polish Standard "Katastralny model administrowania terenem". The trial of assigning Land Administration Domain Model classes to classes of conceptual polish cadastral model were performed in this research. They were carried out as the preliminary work for further studies leading to Polish model conformance level tests against ISO 19152.

In the paper, a concept of a cadastre model is discussed. This concept was developed within the framework of the project .Working out and implementing innovative methods of integration of cadastre data, base map and Topographical Database (TBD) and modernisation of services provided by Geodetic and Cartographic Service.. The project is implemented by the Self-Government of the Mazowieckie Voivodeship in the cooperation with the Surveyor General of Poland and co-financed by the European Economic Area Financial Mechanism. In the paper, a comparative analysis of the abovementioned concept and the concept of the cadastre model prepared by FIG is carried out. Furthermore, some elements of the ISO 19152 preliminary version, which concerns cadaster, is taken into consideration. The results of the integration and harmonization of the cadastre model with the international standards of the ISO 19100 series and data models of other public registers kept by the bodies of geodetic and cartographic administration are evaluated. Harmonization and integration issues are considered from the point of view of currently binding law assuming minimization of possible proposals to amend law.
