Purpose: The purpose of this paper is to study how the Sars-Cov-19 pandemic has affected the processes and performance management of medium-sized outpatient clinics in Poland. Given the novelty of the studied area and lack of relevant literature, the case study approach has been employed. Design/methodology/approach: The case study was performed at CortenMedic, a medium 17 sized outpatient clinic located in Poland. We analyzed materials obtained from CortenMedic and interviewed its management board. Following an in-depth restructuring of processes, performance management, and business processes management governance, the CortenMedic adjusted to an environment and has taken advantage of opportunities. Findings: As a result, the CortenMedic recognized outstanding results superior to those before the Sars-Cov-19 period. This study shows that the business processes management and performance management should be dynamic and follow the changes identified inside and outside the companies. The changes through Sars-Cov-19 appear very quickly and are of temporary nature. We postulate the threat of the Sars-Cov-19 pandemic can be converted by the healthcare organizations into an opportunity. Research limitations/implications: Several limitations of our research must be acknowledged. Firstly, we shall note we based our study on only one organization located in Poland. Since we do not compare our results with other Polish and European clinics, obtained in this study results might not be generalizable. Practical implications: The increased role of BPM governance in the pandemic period, as compliance with processes, especially with work safety standards, become of utmost importance, posing a thrill of infection otherwise. In this sense, the postulates of this study might be applicable to other healthcare services providers. Additionally, the results of the paper can provide guidance to a decision-maker or management staff through improving the structure of primary and secondary processes depending on the needs and expectations of a dynamic environment. Social implications: The article’s findings may still offer astute insights to researchers and practitioners who wish to consider more information regarding the importance of the BPM and PM in the healthcare sector through the business process restructuring. Originality/value: The added value of the article is the answer to the question study how the Sars-Cov-19 pandemic has affected the BPM and performance management (PM) of medium 6 sized outpatient clinics in Poland.

Purpose: Teleworking under Covid-19 conditions is, for many organizations, a fundamental requirement to ensure continuity of operation. However, it is not a common way of organizing work in public administration entities. In particular, very few studies have examined the effectiveness of teleworking in local administration. The purpose of this paper is to investigate barriers to the effectiveness of teleworking in local administration in Poland. Design/methodology/approach: Literature analysis in the paper was prepared using VOSviewer software. Empirical research allowing us to achieve our objective was conducted using the CAWI method among 136 communes and cities with poviat rights from the Mazowieckie Voivodeship. Findings: We have established that the main obstacle in remote work was technological barriers and lack of appropriate technology in the surveyed entities. As a result of our research, we identified challenges related to insufficient digitalization of services in local administration as the main barrier for teleworking. Research limitations/implications: The paper uses quantitative research, carried out using the CAWI method, on local government entities in the Mazowieckie Voivodeship, on a research sample of 136 entities. Practical implications: The results of this research provide important guidance for practitioners and managers of public administration. The results indicate the most significant barriers to implementing remote working in public administration. The benefits of remote working for both citizens and public administration employees are also presented. Social implications: An analysis of the main challenges of remote working enables adaptation to the ongoing changes. Considering the difficulties of remote administration can help improve the functioning of the administration and, as a result, help to achieve widespread benefits for citizens. Originality/value: The research presented here explores the introduction of remote working to an unprecedented extent in the wake of the COVID19 virus pandemic.

Content available Strategic orientation in e-administration
EN
Purpose: The aim of this article is the identification of strategic orientation in e-administration using the Miles and Snow framework. This framework takes into account that strategy is a way of matching the organization and its environment, while internal structures and processes must, in turn, follow the strategy in order to successfully adapt to the environment and the organization. We are particularly interested in the way e-administration interacts with its environment. By adoption of archetypes of a defender, prospector, analyzer or reactor? Or perhaps strategic orientation in e-administration is a mix of various strategies at the same time? Design/methodology/approach: Data collection was conducted with the use of the CAWI method, in the period from November 2017 to January 2018. 226 Polish organizations took part in the research. Findings: During our empirical investigation we identified, that the hybrid strategic stances within organizations are the most common. E-administration, in particular, is likely to pursue a mix of strategies at the same time, because it is expected to satisfy a range of conflicting and competing goals, which are judged by an array of diverse stakeholders. Originality/value: Strategic management in public administration in recent years has become more and more important. In the Web of Science, we identified around 2708 articles dedicated to strategic management in the Public Administration section, but only a few examine Miles and Snow strategies.

Organizations and decision-makers are increasingly interested and aware of the importance of sustainable development and corporate social responsibility. This has led to the adoption of the European Union’s Directive 2014/95/EU regulating the reporting of non-financial and diversity information. The research problem of this paper concerns the top-down Europeanization of corporate social responsibility disclosure in Polish organizations. Secondly, the actual reaction of the entities affected by the Directive 2014/95/EU has been investigated. The level of Europeanization has been analyzed through qualitative text analysis of legal documents and the reaction and perception by the entities of EU influence has been examined by CATI research. The research has been conducted on a sample of 101 organizations listed on the Warsaw Stock Exchange, subject to the Directive. The findings suggest that although some change in Polish law did occur, and, therefore, transposition has been made, the organizations assessed the impact of the Directive as non-existing. The novelty of the paper lies with the comprehensive analysis of the Europeanization process, from the level of national legislation to the actual perception of affected entities.
