Niektóre firmy sektora papierniczego borykają się z ograniczeniami finansowymi, które są efektem złego komunikowania z bankiem. Jako ewentualne narzędzie służące do efektywniejszego porozumiewania się między firmą a bankiem można wykorzystać postanowienia Nowej Bazylejskiej Umowy Kapitalowej (Basel II). Artykuł, koncentrując się na zagadnieniach operacyjnych typowych dla przemysIu papierniczego, pokazuje jak firma może poprawić swoją zdolność kredytową, przybliżając bankowi problemy związane z zarządzaniem procesem produkcyjnym. Banki interesują się strategiami rozwojowymi firm. Jeśli firma jest w stanie wykazać, że wykonała swoje zadania strategiczne i posiada wysoką zdolność operacyjną, Basel lI jest szansą na poprawę stosunków z bankiem i polepszenie warunków zadłużenia.

Some companies in the paper industry are facing financial constraints that originate from a bad communication with the bank. The new Basel lI accord can be used as possibility to improve the communications between company and bank. Focusing on operational issues typical for the paper industry, this article shows how a company could improve its rating by communicating industrial management matters better. Banks are interested in the strategies of companies. If a company can show that it has done its strategie homework and has an operational excellence, the Basel II rating is a chance to improve the relations to the bank and the conditions of debt.

The idea of feedback presents for many the embodiment of Cybernetics, though it only represents one important aspect of this science, which can be traced back more than half a century to ROSENBLEUTH et al. [21], when it was shown how this concept could be used to posit purpose for machines. In the years since all these theoretical concepts have been published, there has been many developments in the technical concepts of cybernetics and in the realm of applications. One area of application, however, where these insights have been quite neglected, is represented by the models required by and used in economic steering systems of industrial enterprises, which are still based on the central ideas of Managament or Cost Accounting, where the updating of the information embedded in the resource model, which represents the core of this system, has received only slight emphasis. This paper deals with the recent findings in the area of updating resource or cost models in the Paper Industry, which basically incorporates the discoveries of the Activity-Based Costing, which has been developed since the 1980's, but where almost all applications have been in the Assembly Industries.

Podstawowe korzyści ze stosowania dowolnego oprogramowania służącego do sterowania całym zakładem, a zwłaszcza zakładem papierniczym, zależą od stopnia dokładności oraz zakresu wymiany informacji, na której bazują kierownicy różnych szczebli przy podejmowaniu codziennych decyzji w zakładzie. W praktyce oznacza to, że informacje o niejednakowym zużyciu zasobów przy realizacji poszczególnych zleceń produkcyjnych, zarówno wielkości prognozowane jak i rzeczywiste, mogą być zestawiane na wiele sposobów stosownie do potrzeb, a otrzymane wyniki będą wyrażone w wielkościach pieniężnych.

The basic advantages from using any software in order to control the whole enterprise, especially the paper mill, depend on the degree of accuracy and on a range of an exchange of information used by the managers of the different grades at making their everyday decisions in the mill. In practice this means that the information about different consumption of the resources at an execution of the individual production orders, both the programmed amounts and the real ones may be put together one way or another according to the requirements, and the received results will be expressed in amounts of money.
