In the Building Act, terms such as "building renovation" and "building modernisation" are not present. The legislature has considered, in a sufficient and full manner, that those terms may be replaced with "reconstruction" or "renovation", since the legal norm should be comprehensive and unambiguous. Use of these terms is intended to eliminate the present terminological chaos. The aim of both renovation and modernisation is to improve an extant building, therefore improvement of a building is one of "building works", therefore it is just another form of building works, such as construction, reconstruction, rebuilding and superstructure. It has been accepted that the terms "modernisation" and "renovation" are in common use, despite the fact that they are present in other legal acts. When using these terms, authors of professional literature re-define them for their own use. Prior to renovation and modernisation works, an investor has to establish if their planned investment projects are subject to the obtaining of compulsory building permissions and notifications, or if they are exempt from such. If the investor conducts an inaccurate evaluation of building works, or violates third party interests, and then carries on through to completion, he runs the risk of building supervision authorities' interference, who will freeze the execution of the building works.
