Rozwój działalności gospodarczej w gminach z obszarami Natura 2000 natrafia na wiele barier. Istnieje opinia, że objęcie ochroną wartości przyrodniczych wyklucza lokalny rozwój gospodarczy lub wyraźnie go ogranicza. Ograniczenie to może mieć charakter ilościowy (osłabienie tempa rozwoju), jak i jakościowy (redukcja możliwych ścieżek rozwoju). Tymczasem, często nie dostrzega się nowych możliwości, które mogą być – pod pewnymi warunkami – wykorzystane w celu rozwijania działalności gospodarczej. Aby jednak tak się stało, konieczne jest przekroczenie barier kompetencyjnych, blokujących skuteczne planowanie i wspomaganie procesów rozwoju lokalnego. Istotnym wsparciem mogą być metody długookresowego i kompleksowego planowania, zawierające modele rozwoju łączącego wartości przyrodnicze z ekonomicznymi. Celem niniejszej pracy jest przedstawienie metodologii tworzenia modeli rozwoju gospodarczego w gminach z obszarami Natura 2000 oraz przykładowego modelu, opracowanego dla sekcji A Polskiej Klasyfikacji Działalności – rolnictwo, leśnictwo, łowiectwo, rybactwo.

Economic activity in the municipalities with Natura 2000 areas encounters a number of barriers. In many cases, it is claimed, that the presence of Natura 2000 sites restricts local economic development. This limitation can be quantitative (weakening momentum of development) as well as qualitative (reduction of possible pathways). Meanwhile, in many cases, local stakeholders do not see new opportunities, that can be – under certain conditions – used by the economy. However, in order for this to happen it is necessary to exceed the terms of barriers blocking effective planning and support processes of local development. An important contribution can be in this respect, the methods of long-term and comprehensive planning, including the development of models linking the natural values with economic growth. The purpose of this article is to present a methodology for creation of models of economic development in the municipalities with Natura 2000 areas. Furthermore, we would like to provide a sample model developed for section A of the Polish Classification of Activities (PKD) – agriculture, forestry, hunting, fisheries.

Purpose The article is a response to the lack of systemic solutions that should help in preventing/mitigating conflicts between the needs of non-energy mining industry (NEEI) and nature conservation requirements under the NATURA 2000 system. Methods Construction of conceptual models based on the results of surveys carried out in the framework of the research project "Economic activity models" 2013, and on the complementary literature studies. Results The conditions under which both types of activity could together drive the economic development of the municipality and provide its local specialization are highlighted. The barriers to the implementation of such a scenario are described, and an explanation about how to break through these barriers is provided. The necessary directions of the legal and organizational changes are described, relying on the good practices implemented in other European countries. Practical implications The article contains a proposal for a strategic approach that would help Polish decision-makers and local communities in preventing and mitigating the local conflicts between nature protection and the exploitation of mineral resources. The results can be used in the process of elaborating the national policy management of mineral resources. The approach proposed in the article should also be applied to the elaboration of development policies/strategies at a municipality and regional scale, wherever there is a potential conflict between mining and nature conservation needs. Originality/ value The model presented is an original proposal. This is the first attempt, in Poland, to indicate a scenario approach to solving problems concerning the impact mining has on nature. The approach should be applied both at a national and local level.

Opracowanie zawiera syntetyczną prezentację głównych elementów Strategii Rozwoju Kulturalnego Katowic 2020+, opracowanych na potrzeby Miasta Katowice. Prace nad dokumentem Strategii, prowadzone w 2010 r., obejmowały m.in. innymi serię czterech warsztatów z lokalnymi środowiskami kultury. Ich rezultaty pozwoliły na sformułowanie elementów diagnozy strategicznej, założeń Strategii, wizji, celu ogólnego i priorytetów dziedzinowych oraz celów specyfi cznych i przedsięwzięć rozwoju kulturalnego miasta.

Katowice’s Cultural Development Strategy 2020+. Works on the strategy for cultural development of Katowice were initiated by the city’s authorities in January 2010. The paper presents main parts of the final strategy’s document including: assumptions of the strategy for defining the cultural development of Katowice, vision of the cultural development of the city, general goal and domain’s priorities for the cultural development, and specific objectives of the cultural development. The specific objectives formed the basis for identifying courses of measures and undertakings of cultural development of Katowice. In axiology layer the Katowice’s vision of cultural development includes eleven values, i.e.: culture in everyday life, culture as a meeting milieu, education and participation in culture, zones and routs of culture, the city of aesthetic landscape, the city of comfortable public transport system, Katowice as open city, creative Katowice, the city place for young, the city of big events, as well as Katowice and Metropolis in Europe.

W 2010 r. w Bytomiu, z inicjatywy władz miasta przystąpiono do opracowania Strategii rozwoju kulturalnego Bytomia 2020+. W pracach nad dokumentem wzięły udział kluczowe środowiska lokalne decydujące o rozwoju kultury w różnych aspektach; w szczególności, reprezentowane były instytucje kultury, samorząd lokalny, placówki edukacji artystycznej, szkoły, organizacje pozarządowe. Dokument został opracowany w bezpośredniej interakcji podmiotów biorących udział w spotkaniach warsztatowych. W prezentowanym opracowaniu zaprezentowano syntezę najważniejszych części bytomskiej strategii ze szczególnym uwzględnieniem aspektów aksjologicznych oraz kierunków wdrożeniowych.

In 2010 local authorities in Bytom initiated works on cultural development strategy. The article presents main parts of the final document including strategic assumptions, vision and strategic goals. Vision of cultural development consist of five thematic areas: activeness of cultural milieu and institutions, culture’s receivers, investments in cultural infrastructure (real estate, media, information), Bytom’s material and spiritual space of culture and creative capital of culture-making environments. Based on that, four strategic goals of cultural development were formed: (1) the culture of Bytom as a strength, which creates a new economy and promotes local initiatives, (2) cultural environments and institutions as a attractions and magnets of Bytom, (3) Bytom is strong on its multiculturalness and metropolitan cultural offer, (4) education and Bytom’s inhabitants procultural activity. According to the strategic goals, internal and external drivers of cultural development and directions of tasks were created.

Na tle miast Aglomeracji Górnośląskiej, w których zachodziły w ostatnich kilkunastu, a nawet kilkudziesięciu latach największe i najbardziej dynamiczne przemiany społeczno-ekonomiczne Bytom stanowi ośrodek pod wieloma względami wyjątkowy. Niewątpliwie jest to miasto, które podobnie jak miasta sąsiednie musiało zmierzyć się z problemami związanymi z upadkiem tradycyjnej gospodarki opartej na wydobyciu węgla kamiennego oraz z wszelkimi konsekwencjami tego zjawiska. Jednak głębokość przemian oraz ich dynamika spowodowały, że w dużej mierze została utracona kontrola nad tym procesem. Bytom należy do najważniejszych ośrodków historycznych Górnego Śląska; legitymuje się wielokulturowym dziedzictwem i bogactwem zabytkowej substancji architektonicznej, ale stał się skupiskiem negatywnych zjawisk dramatycznie oddziałujących na sferę gospodarczą, integralność społeczności lokalnej oraz ład przestrzenny. Jest to miasto, w którym zerwana została ciągłość rozwoju, a likwidowane lub radykalnie ograniczane działalności gospodarcze nie zostały zastąpione przez nowe podmioty, aktywności i produkty o konkurencyjności na poziomie międzynarodowym. Jedną z opcji przebudowy strukturalnej miasta jest wzmacnianie funkcji kulturalnych, które mogłyby tworzyć nowe impulsy do rozwoju lokalnego.

Postindustrial cities, afflicted or affected or touched with the intense structural crisis, have to face the numerous social, economic and spatial challenges and to facilitate the deep reconstruction of its own image. In each of mentioned aspects the strong support can come from the utilization of the cultural heritage of the city and from the cultural activities undertaken within its territory. One of the cities which choose culture as one of its development priorities is Bytom. Its multi-cultural history, postindustrial monuments, unique spaces, regular cultural events and special institutions of the cultural sector have created the current potential of the city whose utilization can help in the transformation of the city and strengthen its position in the surroundings. A conditions for the successful process in this field is the shift of cultural competences of inhabitants and strengthening of the inter-sectoral relations based on the culture. In this context the special attention have to be payed on the co-operation of cultural and business entities which can contribute to the creation of cultural industries in the city.
