The author of the article describes and evaluates the role of the key elements constituting the European security architecture at the beginning of the second decade of the 21st century. The author focuses mainly on three crucial international cooperation structures that affect security on the Old Continent. The main role has been played by OSCE, EU and NATO for many years. Within these most important international organizations the countries of Europe look for strengthening their security and effective ways to counteract European historical war doom. The author concludes that there is no leading security model in Europe, although NATO has a fundamental role to play particularly from the perspective of countries in our region. CSCE and OSCE were leading twenty years ago. However, the NATO variant contains an essential drawback. Some Europe an entities, Russia in particular, are not within North Atlantic treaty. The Part nership for Peace and the NATO - Russia Council do not solve the security dilemma existing in this scope.

The author presents formal and legal bases of fighting against air terrorism in Poland. Aviation becomes very vulnerable in the context of terrorist threats in Poland. In many cases these are foreigners who are the passengers of commercial flights which makes the checking procedure difficult. The terrorist attack in September 2001 showed that the plane enables terrorist to perform a spectacular and far-reaching action. The author stressed international aspects of the issue. The circumstances resulting from the fact that Poland has signed international conventions have been pointed out. Moreover Poland has also signed many bilateral agreements concerning common fight against terrorism with European and non-European countries. Discussing Polish legal bills related to fighting against terrorism, the author focuses mainly on the aviation law passed in 2002 and the penal code provisions. The reader is reminded that many countries in the world, especially after September 11, introduced strict laws in their penal code to fight against terrorism. Nevertheless, it is estimated that there is no need in Poland to introduce separate penalties for crimes defined or qualified solely as terrorist crimes into the penal code. It is believed that the binding laws in this area may be applied to terrorist cases and our penal code is a sufficient basis to chase and counteract potential terrorist threats in air transport.

After 1989 Poland entered the stage of political system transformation. Its political system underwent complete revaluation. The Sejm’s position, as one of the third components of state power took an entirely different shape. The basic changes occurred also in the defence area. As one of the most important state power bodies, the parliament plays a definite role in the process of national security shaping, in military aspects including. The Sejm, despite restricting its previous mainly normative role, maintained the crucial position to perform legal functions. It co-ordinated and even, in some periods of time, clearly influenced government defence policy. Its role to co-operate in defence policy of the state was also perceived by military studies. It is difficult to answer the question concerning the results of ten-year activities of selective state power bodies in the defence area and cannot be evaluated in an univocal and positive way. It appears that for many years there was not a model of vision for Poland to aspire to guarantee its security in a military dimension. The article touches on only a fragment of issues concerning the parliament actions in the state defence system, the considerations have been limited exclusively to the command problems of the national defence and the shape of the armed forces, hoping that the material presented will arise the readers’ interest.
