Visual transformations within the space of the city. The Bilbao Effect

The article focuses on the changes to the face of the space of the city that have been initiated towards the end of the twentieth and which have been developing since the start of the twenty-first century in Bilbao, resulting from a broadly understood process of urban regeneration. It refers to the main problems associated with this process, which cover the spatial, economic and social sides of the city. It discusses the use of art in the humanisation of a place, improving its attractiveness and promoting modern solutions in architecture and urban planning. The process of holistic, systemic urban planning-related transformations of a decayed area has covered improving the accessibility of the site and the placement of a structure that crystallised the spatial layout. The success of this programme can constitute an indication for other centres affected by the necessity to introduce functional and spatial changes, as well as an effective municipal policy.

Artykuł koncentruje się na zmianach oblicza przestrzeni miasta zapoczątkowanych pod koniec XX w. i rozwijanych od początku XXI w. w Bilbao, będących wynikiem rozpoczętego szeroko pojętego procesu rewitalizacji. Nawiązuje do głównych, związanych z tym procesem zagadnień obejmujących stronę przestrzenną, gospodarczo-ekonomiczną i społeczną miasta. Odnosi się do wykorzystania sztuki w humanizacji miejsca, podnoszenia jego atrakcyjności i promowania nowoczesnych rozwiązań w architekturze i urbanistyce. Proces systemowych przemian urbanistycznych całościowych zdegradowanego obszaru obejmował zwiększenie dostępności miejsca i lokalizację obiektu-kreacji krystalizującego układ przestrzenny. Sukces tego programu może być wskazaniem dla innych ośrodków dotkniętych koniecznością zmian funkcjonalno-przestrzennych i skutecznej polityki miejskiej.

New developments in the Liverpool Waterfront

In the present article, we focus on the changing face of the revitalised parts of the city of Liverpool. We present the successful, consistent implementation of a comprehensive vision for the renewal of the city’s port area – neglected and dangerous still at the end of the last century. We indicate the importance of determining the elements of the space that crystallise the urban layout of the city, and skilfully applying those in future concepts. We refer to the main issues related to the renewal process, including the economic and social aspects of the city, as well as to the use of art in the humanisation of the place and the importance of social participation in the approval of design solutions.

Artykuł koncentruje się na zmianie oblicza rewitalizowanych części miasta Liverpool. Prezentuje sukces konsekwentnej realizacji całościowej wizji odnowy zaniedbanej i niebezpiecznej, jeszcze pod koniec ubiegłego wieku, strefy portowej miasta. Wskazuje na znaczenie ustalenia elementów przestrzeni krystalizujących układ urbanistyczny miejscowości i umiejętne ich wykorzystanie w koncepcjach przyszłościowych. Nawiązuje do głównych zagadnień związanych z procesem odnowy, obejmujących stronę gospodarczo-ekonomiczną i społeczną miasta, odnosi się do wykorzystania sztuki w humanizacji miejsca oraz znaczenia partycypacji społecznej w akceptacji rozwiązań projektowych.

Przegląd wizji przyszłych miast kreowanych przez twórców ubiegłego wieku zestawiono ze współczesnym rozwojem miast, wymagającym tworzenia „bazy wiedzy” dla inteligentnego i zbalansowanego równoważenia przestrzeni. Dostępne obecnie innowacyjne metody programowania miasta „zaprogramują” nową społeczność. Proces ten wydaje się nieunikniony. Refleksje z nim związane zawarto w artykule.

A review of the visions of future cities created in the twentieth century is juxtaposed with contemporary urban development which requires the formation of a “knowledge base” for the smart balance of spaces. Currently accessible, innovative methods of programming a city will “program” a new community, too. This process seems inevitable. This article includes some reflections related to its issues.

In the paper showed interdependence between environmental conditions, human activities and variable appearance of Poprad Valley. In referring to historical traditions of inter population comunicate and contemporary course of communication (transit) in Poprad Valley there was introduced the following problems: - environmental values and typical landscape and considerably the Poprad Valley for development health-resort and recreations (the values of Poprad Valley), - threaten of environmental conditions of Valley and conflicts of it's functions (the threats and the conflicts), - possibilities the creation of poprad Valley environment in market economy conditions and general privatization (the strategy of activity).
