The paper discusses the issue of eco-modernization of the Polish sector of energy production in the light of new goals of the European Policy included in the ‘2021-2030 Climate and Energy Package’. It focuses on the presentation of challenges in transformation of the Polish sector of energy production resulting from strategic goals of the EU in this area.

Artykuł podejmuje zagadnienie eko-modernizacji polskiego sektora wytwarzania energii w świetle nowych celów polityki europejskiej zawartych w pakiecie energetyczno-klimatycznym na lata 2021-2030. Koncentruje się na ukazaniu wyzwań o charakterze transformacyjnym dla polskiego sektora wytwarzania wynikających ze strategicznych celów wspólnoty w tym obszarze.

The paper discusses the problem of renewable energy sources, with particular focus put on wind energy. Special attention is paid to the development of this sector of production in Poland and selected UE countries in the recent years. Furthermore, selected legal acts and strategic document regulating the wind production market in Poland are pre4sent- ed. At the same time the development potential of this are of energy production in Poland is discussed.

Artykuł podejmuje problematykę odnawialnych źródeł energii ze szczególnym uwzględnieniem energii wiatrowej. Szczególną uwagę kieruje na rozwój tego sektora produkcji w Polsce i wybranych krajach UE w ostatnich latach. Ponadto przedstawia wybrane, najważniejsze akty prawne i dokumenty strategiczne regulujące rynek produkcji wiatrowej w RP. Jednocześnie ukazano w nim potencjał rozwojowy tej sfery produkcji energii w Polsce.

The paper presents the progress of implementation of the Integrated Product Policy in Poland in comparison to other European Union member states. It provides a detailed evaluation of certain IPP instruments, i.e. taxes and green premiums, EMAS scheme, eco-labeling and green public procurements. The paper also provides an assessment of the progress of implementation activities and requests further studies in this respect.

Praca przedstawia stan realizacji wdrażania Zintegrowanej Polityki Produktowej w Polsce na tle działań państw członkowskich Unii Europejskiej. Szczegółowo ocenia niektóre instrumenty ZPP tj. podatki i opłaty ekologiczne, system EMAS, ekoznakowanie oraz zielone zamówienia. Ocenia stan zaawansowania działań wdrożeniowych oraz wnioskuje o pogłębienie badań tych zagadnień.
