This article focuses on issues related to risk assessment when maneuvering a loaded bulk carrier in close proximity to a vessel performing underwater work at the time. It is based on a detailed analysis of an incident that took place in the Gulf of Gdansk. The write-up explains real turns of events, conditions and factors that contributed to the incident, but also its consequences are explained. Some other aspects of this article focuses on, are the processes of examination of the direct causes of the incident and identification not compliance with regulations, requirements, or procedures that help to find out the human, technical, and organizational errors. The authors of this text indicate the safety guards that have failed, give the reasons for their failure and, where it was possible, point out the safety guards that should or must be established. The article does not take into account theoretical models for the described accidents, but only practical aspects, human errors and applicable local and international laws and regulations. Particular attention was devoted to the analysis of human errors made by officers maneuvering the surface vessel in the close vicinity of divers performing underwater works.
The present paper provides an overview of the current state and future trends of the offshore sector worldwide, as well as the relationship between the oil and gas (O&G) and the wind power industry offshore. Study on the offshore energy transition basis on review of literature, reports, and outlooks of main energy agencies, classification societies, and main offshore companies - their pathways and ambitions. A comparative analysis of the oil prices to their extraction at sea. Analysis of new build and scrapped drilling units, and their utilization. This is followed by correlation analysis between the emergence of new projects in O&G and wind farms offshore. The new and cheaper technology, and ambitions to reduce greenhouse (GHG) emission to zero levels, favor renewable. The results disclose that the main O&G companies start investing in renewable technologies. The offshore energy transition has already begun and accelerating. Nevertheless, full transition will take a while, as the global power demand is still too high to be covered only by a renewable source of energy. The number of annual O&G assets decommissioning is double in size compared to the new projects, and Mobile Offshore Drilling Unit (MODU) utilization average of 60%. Offshore wind develops dynamically, and the forecasts show that this trend stands at the same high level to cross a number 100 GW produced from offshore wind globally in 2025, but there is a visible lack of Mobile Offshore Wind Power Service Operations Units (MOWU). If well planned there is room for mutual benefits between O&G and wind within the offshore sector due to re-orientation measures.
The purpose and scope of this paper is to present the demand of Polish waters for the boat MoB MEDS the Mobile Base of the Marine Emergency Diving Service, which would enable necessary underwater works (repairs and inspections) for ships requiring immediate assistance. The MoB MEDS boat could also protect sensitive sea areas against potential oil and / or chemical spills from the ship, which could seriously threaten the safety of human life, the safety of navigation and the protection of the natural environment with its unique ecological values. Mentioned demand is supported by the analysis of selected statistical data on maritime accidents in Polish waters and planned maritime investments.
The purpose and scope of this paper is to describe the characteristics of and make comparisons between DP Offshore loading operation on Submerged Turret Loading system STL, Single Anchor Loading system SAL and Offshore Loading System OLS considering the hydro meteorological condition limits enabling safe ship’s operation offshore. These systems (STL, SAL & OLS) are designated to operate with specialized DP shuttle tankers, which are equipped with bow loading system (BLS) and optionally also with bottom submerged loading system STL. All above systems are typically used for short term mooring applications offshore associated with the offloading and/or loading of bulk liquid fuel tankers transporting refined and unrefined products of crude oil or liquefied natural gas LNG.
The purpose and scope of this paper is to describe the characteristics and make comparisons between: Conventional Buoy Mooring (CBM), also referred to as Multi-Buoy Moorings (MBM), Single Point Mooring (SPM) and conventional Single Anchor Loading (SAL) systems considering the hydro meteorological condition limits enabling safe ship’s cargo and manoeuvring operation offshore. These systems (CBM, SPM and SAL) are typically used for short term mooring applications offshore associated with the offloading and loading of bulk liquid fuel tankers transporting refined and unrefined products of crude oil. The permanently moored vessels FSO/FPSO are excluded from this scope.
The purpose and scope of this paper is to describe the factors to consider when determining Electronic Chart Display and Information System (ECDIS) limitation, data reliability, alarm management and ship’s safety parameter settings. For the optimum situational awareness, navigators must always recognize the level of display for objects presented when using ECDIS. The values for the safety depth and safety contour must be understood and entered to achieve a sensible and considered meaning and alarm settings. The navigators must remember that the display of underwater obstructions or isolated danger symbols can change according to the settings of this safety contour which also marks the division between navigable (safe) and non-navigable (unsafe) water. Improper management of the system may result in the anti-grounding alarms and other indications failing to activate as required for the safe conduct of the navigation. Consequently, it could give a false impression of safe waters around the vessel where some dangers may not be shown due to the limitations imposed by original chart scale. This paper recognizes the limitations of ECDIS display, the significance of appropriate safety settings as well as the alarm management recommended for passage planning & route monitoring on VLCC tankers.

The purpose and scope of this paper is to describe selected problems relating to the proper selection of vessel speed and planning the safe trajectory of its circular arc motion in a restricted area (e.g. on sharp and narrow curves of a fairway) taking into account the practical method of maintaining the steady return radius of the ship Rc by proper adjustment of ROT (Rate of Turn) angular velocity values relative to Vs longitudinal speed values.
In this paper author presents the methods that can be used for estimating the safety of shipping (navigational risk) in the restricted sea areas of the Gulf of Gdansk by means of a three-dimensional model of ship’s domain specified for the PS Class container vessels “Emma Maersk”. The essence of the method suggested in the thesis is the systematic approach to a sea vessel operation in the aspect of estimating its safety while approaching DCT terminal in Gdańsk Port Północny in the divergent exterior conditions.
The purpose and scope of this paper is to describe factors to consider when determining the ship’s safe speed as well as the best speed for the sea voyage legs including directions related to vessel speed that are given in ColRegs, voyage orders and charter parties. Author also tried to describe the definition for the following notions: ship maneuvering, ship handling, safe speed, best possible speed for sea voyage legs.

In this paper author describes the characteristics of a Hiload Technology installed on board „Hiload DP1” unit, known as the next-generation offshore loading solution (i.e. transferred buoy) for crude oil. The core technology was built up around the patented Remora Attachment System, which is similar to the Remora fish and equipped with a „suction cup”, known as „a based attachment system”, capable of transferring several thousand tons between the „Hiload DP1” unit and the connected object i.e. the bottom of a conventional tanker. In this paper author depicts the basic characteristics of a „Hiload DP1” prototype attachment system with the operational tests and the numerical analysis of a contact forces generated on such system at calm sea.

W niniejszym artykule przedstawiono krótką charakterystykę nowatorskiej technologii Hiload zastosowanej na prototypie statku nowej generacji „Hiload DP1”. Technologia ta opiera się na opatentowanym przez firmę Remora SA systemie „przyssawek dennych” (Remora Attachment System), który umożliwia sprawne dokowanie statku do burty (dna) innych jednostek morskich, umożliwiając jednostkom konwencjonalnym ich odholowanie do punktów zbornych i/lub dynamiczne ich pozycjonowanie w wyznaczonym obszarze operacyjnym, wspomagając ich operacje ładunkowe w sektorze off-shore. Istota działania systemu jest przy tym tożsama z systemem przyssawek skórnych stosowanym przez ryby remora. W artykule skupiono się na analizie numerycznej sił kontaktowych statycznych, wygenerowanych w systemie „przyssawek dennych” statku „Hiload DP1” na wodzie spokojnej.
In this paper author depicts the results of the sea trials of the operational test of a Hiload technology at sea waves with the numerical analysis for the dynamic forces and operational risk. The research was carried out on board MT “Navion Anglia” which was engaged in a towing operation through the Atlantic Ocean with a “Hiload DP1” prototype unit docked on her portside alongside, with different ship’s draft and in different weather conditions. Additionally in this paper author presents the methods that can be used for estimating the safety factor SF against sliding and/or operational risk for the towing and/or manoeuvring operation with a “Hiload DP1” unit docked alongside at the open sea.
W nowoczesnych systemach medycznych w dziedzinie elektroencefalografii coraz bardziej zwiększa się nacisk na udoskonalanie aparatury pomiarowej. Nieustannie poszukuje się rozwiązań poprawiających niedoskonałości sprzętowe, a trudności dotyczą zarówno sfery konstrukcyjnej, jak i zaimplementowanych algorytmów. Problemy dotyczą eliminacji artefaktów i samej charakterystyki sygnałów EEG. Proponowane rozwiązania począwszy od metod klasycznych, a skończywszy na metodach opartych na sztucznej inteligencji ciągle ewoluują i pozwalają na wdrażanie coraz to nowszych rozwiązań na potrzeby kliniczne. Techniki oparte na analizie widmowej pozwalają wspomóc pracę lekarzy specjalistów w procesie diagnostycznym dla poszczególnych dysfunkcji o podłożu neurologicznym. Jednym ze stosowanych rozwiązań jest dynamicznie rozwijająca się metodologia oparta na zaawansowanych narzędziach analizy widmowej. Transformata S pozwala na wprowadzenie i zastosowanie funkcji okna o zmiennej szerokości zależnej od częstotliwości. Uzyskane informacje pozwalają zarówno określić rozdzielczość zależną od częstotliwości, jak i wyznaczyć widmo. W artykule opisano eksperyment na próbkach rzeczywistych pomiarów EEG zgromadzonych przy ścisłej współpracy z Oddziałem Neurologii i Udarów Szpitala Wojewódzkiego w Zielonej Górze. Zaprezentowano wyniki przy użyciu transformaty S w ekstrakcji cech i klasyfikacji zaburzeń neurologicznych dla przypadków napadów epileptycznych.

In modern medical systems more and more emphasis is put on improvement of the measuring equipment. We are constantly looking for solutions to improve both hardware and software. The main problems relate to the elimination of artifacts and the analysis of EEG signal characteristics. To date elaborated solutions still evolve and allow for the implementation of still newer and newer solutions for clinical needs. One of possible solutions is to use a dynamically developing methodology based on advanced spectral analysis tools. First, the Fourier Transform was used, but it turned out to be effective only for stationary signals. The Fourier Transform allows extracting information about the signal spectrum components, without providing the information about the component occurrence time of the component. Unfortunately, EEG signals are non-stationary in nature. The solution may be S Transform, which can be viewed as an extension of the popular Short-Time Fourier Transform and wavelet transform. S Transform allows for the introduction and application of window functions with a variable width frequency dependent. The resulting information helps us to determine attributes of EEG signals needed for classification. The paper deals with experiments carried out using EEG samples collected in close collaboration with the Ward of Neurology and Strokes of Provincial Hospital of Zielona Góra. EEG signals were recorded using 16-channel equipment under the supervision of experts in neurology practices. In result, 1154 sequences were acquired including both dysfunctions (586 epileptic seizures) and normal records (568). EEG sequences were analyzed using S-transform to extract signal features. The last step was classification of EEG signals performed using a nearest neighbor classifier. The presented results are very promising and may have an impact on the improvement and refinement of medical diagnostic tools.

This paper considers analysis of maximum draught of a merchant vessel, which can maintain safety of navigation in different exterior condition (average and extreme) on shallow water on the northern fairway to port of Świnoujście from the position of NORD STREAM pipeline to LNG Terminal and keep required under keel clearance, i.e. navigational reserve of depth. To depict maximum draught of a vessel we use practical method which incorporates the risk of navigational and three-dimensional model of ship’s domain. Results are compared with the guidelines published by the Decree of Minister of Transport and Maritime Economy from 01.06.1998 about technical conditions, which should be met by hydro mechanical sea structures, which operate vessels with the given particulars.
W artykule zaproponowano sposób oceny bezpieczeństwa żeglugi (ryzyka nawigacyjnego) kontenerowców klasy PS, takich jak „Emma Maersk”, w akwenie ograniczonym Zatoki Gdańskiej z wykorzystaniem przestrzennego modelu domeny statku. Oceny bezpieczeństwa dokonano przy działaniu różnych zakłóceń zewnętrznych pochodzących od prądu, wiatru i fali, bazując na ogólnie przyjętych metodach praktycznych, w tym zaleceniach Polskiej Administracji Morskiej oraz doświadczeniu morskim autora.

The present article contains a review and analysis of legal regulations regarding the DP (dynamic positioning) training programme, edited by the Nautical Institute, including DP marine practice and specialized DPO training conducted with the use of the DP simulators in the accredited training centres.
Analiza i interpretacja sygnałów elektroencefalograficznych znalazła szerokie spektrum zastosowań w diagnostyce klinicznej. Pomimo licznych doświadczeń specjalistów, ciągle napotyka się wiele trudności. Powstające problemy związane są m.in. z aspektami technicznymi co spowodowane jest charakterem niestacjonarności w przypadku sygnałów takich jak sygnały EEG. Rozwiązania sprzętowe i programowe w tej dziedzinie są poddawane ciągłej poprawie ze względu na rozwój technologiczny. Bardzo obiecującym narzędziem w analizie i interpretacji sygnałów EEG są sztuczne sieci neuronowe. W pracy przedstawiono eksperymenty oparte o analizę i klasyfikację danych biomedycznych za pomocą różnych technik, w tym metod klasycznych takich jak naiwny klasyfikator Bayesa, k najbliższych sąsiadów z zastosowaniem metod sztucznej inteligencji takich jak klasyfikatory SVM czy perceptron wielowarstwowy.

Analysis and interpretation methods of electroencephalogram signals have found a broad spectrum of applications in clinical diagnosis. Despite the experience of professionals, biomedical data analysis encounters many difficulties. Measurement problems are associated with both the technical ground that determines the character of non-stationarity of EEG signals and the individual nature of a neurological dysfunction. The existing hardware and software have been continuously improved due to the rapid progress of technological development. Very promising tool in the analysis and interpretation of the EEG signals are artificial neural networks. An electroencephalogram (EEG) is a noninvasive technique for measurement of processes occurring in the human brain. This technique allows direct measurement of electrical potentials of neuronal activity. EEG is thus recording of electrical activity of nerve cells on the surface of the cerebral cortex. Seizures are very important element in clinical diagnosis due to the ongoing search for causal link in generating sudden discharges of electricity. The interpretation of such signals may allow for appropriate treatment and selection of relevant therapy for individual cases. There have been many works in the area of electroencephalography which used artificial neural networks involving among the others in the process of recognizing specific graphoelements, which in turn indicate a definite neurological dysfunction. Neural networks are also able to extract the relevant information contained in the EEG signals and support the process of solving problems, such as the identification of characteristic EEG [1, 5, 6] patterns or determine patterns based on spectral EEG topography [3]. Neural networks are also used to identify artifacts, where inputs to the classifier are implemented in the form of selected parameters of a specific wave length [10]. The paper presents experiments based on the analysis and classification of biomedical data using various techniques, including classical methods such as naive Bayes classifiers, and nearest neighbor using artificial intelligence methods including SVM classifiers and multilayer perceptron.

Autor podjął również próbę odpowiedzi na pytania: Czy i w jakim stopniu rozwój nowych technologii przyczynił się do wzrostu bezpieczeństwa żeglugi w przemyśle off-shore? Czy w rzeczywistości wszelkie operacje związane z wydobyciem, transportem oraz przeróbką ropy naftowej na otwartym morzu są w pełni bezpieczne i nie niosą już żadnych zagrożeń dla ludzi i środowiska?

This paper considers the analysis of safety aspects in the off-shore industry. The text focuses on the hazard which can result from the research and exploration of the natural resources on the open sea, including underwater oil and gas fields, during the off-shore reloading operation with cargo and other energetic resources and subsequently their transportation to a shore base. Most of all, the article depicts the characteristics of the different types of hazard as well as the methods and new technologies, that can be used for estimating the risk in the context of safety of shipping, environment protection, ship handling and off-shore research and exploration.
