Rezultatami zarządzania w jednostkach samorządu terytorialnego powinny być: wysoki standard realizacji zadań publicznych i jednocześnie umacnianie zasad demokracji obywatelskiej. Z perspektywy zarządzania publicznego w warunkach społecznej partycypacji w realizacji zadań publicznych istotnego znaczenia nabiera zasada kreowania zaufania publicznego, nie tylko po-przez zapewnienie dostępności i rzetelności, ale także zrozumiałości informacji. Budowaniu zaufania służy także wspieranie kontroli społecznej przez jednostki samorządu terytorialnego.

Nowadays public tasks are implemented not only by public organizations but also by non-governmental actors, including public-private partnerships. Under such conditions, the proper execution of tasks by local public organizations, which includes among other things gathering resources, requires cooperation and coordination of different activities with other stakeholders. It should enable the achievement of organizational needs at the right time and the better achievement of objectives. The result of the management of local public organizations should ensure a high standard of public tasks performed in the public interest and at the same time enhance the principles of democracy. Based on literature studies and research work, this article is to determine the principles of public management in the conditions of social participation in the implementation of public tasks. The author claims that creating public trust is crucial from the perspective of participatory governance. It can be achieved not only by ensuring the availability and reliability, but also the clarity of information. Supporting the development of social control, public organizations also create public trust. Trust should be included in both the sine qua non condition of action, as well as the results of operations. The level of stakeholder confidence to the local public organization should be considered as an assessment of organizational reputation, which becomes its value, and strengthens the position of the organization in its changing environment.

Sposób realizacji zadań przez wspólnoty samorządowe wymaga kontroli organizacyjnej, by w odpowiednim czasie dokonać niezbędnych korekt i w lepszym stopniu osiągnąć zakładane cele. Problematyka nadzoru i kontroli działalności samorządowych organizacji publicznych stanowi interesujący i pożądany społecznie przedmiot badań.

The performance of public tasks by local communities should be evaluated by an audit institution and appropriate supervisors. It helps to achieve goals in a better way through proper adjustments made at the right time. Therefore the organization of a supervision and audit system has become a socially desirable and interesting subject of research work.

Potrzeby nowego słownictwa, które pomoże nam zrozumieć nowe cyfrowe środowisko informacyjne. Słownictwo, którego używamy teraz reprezentuje inne czasy i jest mało przydatne. Przede wszystkim potrzebujemy nowych terminów do opisu i analizy serwisów sieciowych, takich jak World Wide Web. Powinniśmy zacząć od słowa, które prawdopodobnie jest kluczowe, a zatem od terminu użytkownik. Niestety słowo to utraciło wiele ze swojego pierwotnego znaczenia. Jest używane do opisu osoby, która korzysta z serwisu informacyjnego lub też może z niego korzystać potancjalnie. Jest zbyt pasywne i mechaniczne, aby opisać dzisiejsze interaktywne środowisko informacyjne. Nie ułatwia rozpoznania faktu, iż cyfrowe systemy informacyjne powodują znacznie większe zróżnicowanie informacji niż systemy oparte na druku. Potrzebujemy, zatem bardziej adekwatnego terminu, którym stać się może słowo gracz (informacyjny). Jest to słowo bogate w znaczenia które dobrze opisuje dzisiejszy sposób wyszukiwania informacji, a zatem wyszukiwanie interaktywne, rekreacyjne, socjalne i podatne na konkurencję. Termin gracz jest bliski słowom opisującym Internet. Ma on własny, bogaty i obrazowy język, którego nie możemy ignorować.

We need a new vocabulary to help us understand what is going on in the new digital information environment in which we find ourselves. The vocabulary we currently employ represents another age and is proving an impediment to understand in this one. Most of all we need a new vocabulary for evaluating networked services like we Web. We need to start with what is probably the most central (key) word of them all - user. The word user (and users) has lost much of its meaning. It is used to describe both someone who uses an information service and someone who may use an information service. It is too passive and too mechanical for today's interactive information environment. It does not recognize the fact that digital information systems create much greater information diversity than print-based systems. What we really need is a more active and accurate word. Information player could be that term. It is a term much richer in meaning. It is a term that recognizes that today's information seeking can be interactive, recreational, and competitive. The term player is veray much an Internet-type word. The Internet has its own rich and picturesque language for describing itself. We cannot ignore this.

Density, biomass, and distribution of benthic invertebrates in the mid-lake zone of the coastal Lake Gardno

The mean density (4.2 × 103 ind. m-2) and mean biomass (10.8 g wet weight m-2) of the mid-lake zoobenthos in the mixo-oligohaline Lake Gardno were consistent with the respective ranges typical of freshwater, polymictic, and strongly poly-trophic lakes of northern Poland. The major components of the Lake Gardno macrozoobenthos were tubificid oligochaetes and chironomid larvae, the latter dominating in terms of abundance and biomass. Neomysis integer (Leach) was the sole and numerically scant marine invertebrate in the Gardno mid-lake macro-zoobenthos. Biodiversity, taxonomic composition, dominance structure as well as densities and biomass of the macrozoobenthos studied showed considerable spatial variation. The lake-river contact zone exhibited the presence of the ecotone effect. Dynamics of the abundance and biomass of the benthic invertebrates inhabiting that zone were markedly different from those found in other mid-lake habitats of the Gardno.
