Rozwój ekosystemów mobilności jest konsekwencją rozwoju inteligentnych systemów transportowych (IST), które są jednym z narzędzi wykorzystywanych do osiągnięcia długookresowych celów wspólnej polityki transportowej UE. Rozwój technologii związanych z urządzeniami mobilnymi i powszechnym dostępem do Internetu tworzy podstawę do oferowania nowych usług w sektorze transportu. Ich rozwój i upowszechnienie wymagają integracji systemowej na trzech płaszczyznach: instytucjonalnej, technologicznej i operacyjnej. Przykładem działań w tym kierunku jest unijna inicjatywa C-ITS Platform oraz ekosystemy mobilności funkcjonujące na zasadzie usług typu Mobility as a Service (MaaS). Przesłanki i efekty tych innowacyjnych rozwiązań są głównym przedmiotem rozważań w niniejszym artykule.

The development of mobility ecosystems is a consequence of the development of intelligent transport systems (ITS), which are one of the tools used to achieve the long-term goals of the EU’s common transport policy. The development of technologies related to mobile devices and universal access to the Internet creates a basis for offering new services in the transport sector. Their development and dissemination requires system integration on three levels: institutional, technological and operational. Example of activities in this direction is the EU initiative C-ITS Platform and mobility ecosystems operating on the basis of Mobility as a service (MaaS) services. The rationale and effects of these innovative solutions are the main focus of this article.

W artykule zostały przedstawione teoretyczne i praktyczne uwarunkowania kształtowania inteligentnych systemów transportowych (IST). Przedstawiono w nim kierunki budowy i optymalizacji elementów składowych tego systemu w transporcie kolejowym i drogowym w powiązaniu z infrastrukturą transportu. W opracowaniu ukazano najważniejsze moduły składowe zaproponowane przez UE do wdrożenia przez operatorów tych systemów.

In this article authors were presented the theoretical and practical aspects of innovating services and shown determinants of efficient management problems of TSL sector bodies. The potential scope of ITS implementation include: Optimal Use of Road, Traffic and Travel Data, Continuity of Traffic and Freight Management, Road Safety and Security, Integration of Vehicle and Transport Infrastructure, Data Protection and Liability with European ITS Coordination. Such systems will allow to get a lot of direct and indirect effects.

W artykule przedstawiono aspekty teoretyczne i praktyczne związane z czasem w transporcie oraz wskazano znaczenie nowoczesnych technologii dla procesów logistycznych i transportowych. Czas odgrywa istotną wartość ekonomiczną i społeczną. Racjonalne gospodarowanie czasem jest przedmiotem wielu opracowań i badań. Traktowany jest jako dobro i coraz częściej jest postrzegane jako dobro nieodnawialne. Jak wykazują badania, coraz bardziej odczuwalne są skutki kongestii dróg w kontekście utraty czasu, a przez to utratę wymiernych korzyści. Ważne jest więc propagowanie działań mających na celu ograniczanie sytuacji powodujących „marnowanie” czasu. Rozwój technologii teleinformatycznych pozwala na racjonalne zarządzanie czasem podróży jednocześnie skracając czas przepływu informacji koniecznych do organizacji procesu transportowego. Dzięki nowoczesnym technologiom łatwiejsze stało się łączenie procesów zarządzania łańcuchem dostaw, zarządzanie relacjami z klientem oraz zarządzanie procesem transportowym, co prowadzi do osiągnięcia wysokiej pozycji rynkowej przedsiębiorstw.

In this article authors were presented the theoretical and practical aspects of time in transport as well as pointed out the meaning of modern technologies for logistics and transport processes. The time has a crucial economic and social value. Rational time management is a subject of many studies and researches. The time is treated as a good and more and more frequently it is perceived as the non-renewable good. How the studies show more and more noticeable are effects of the road congestion in the context of time loss, and because of that loss of notable benefits. Hence, it is important to propagate action being with the object of limitation of situation causing ‘wasting’ of time. Teleinformatic technologies development lets for rational time managing during a trip at the same time shortening the time of the necessary information flow for the organization of the transport process. Thanks to modern technologies it becomes simpler joining processes of supply chain management, customer relationship management as well as the transport process management what leads to companies to achieve the high market position.

Wzorując się na zachodnioeuropejskich inwestycjach infrastrukturalnych można zauważyć, że rozwój wyłącznie samej infrastruktury dróg, bez odpowiedniego zaplecza techniczno-technologicznego związanego z Inteligentnymi Systemami Transportowymi (IST), może okazać się niewystarczającym. Przeprowadzone w krajach wysokorozwiniętych badania nad zastosowaniem IST dostarczają bogatej literatury dającej szczegółowe dane dotyczące kosztów i korzyści ich stosowania. Należy je brać pod uwagę na etapie projektowania sieci infrastruktury drogowej, tak aby była ona jak najbardziej wydajna i bezpieczna.

Following the example of West-European infrastructure investments it is possible to notice, that development of only infrastructure of roads, without the appropriate technical-technological background with Intelligent Transportation Systems the development can turn out insufficient. Carried out the research in high-developed countries on countries on ITS delivering rich literature giving the particular data concerning costs and the benefit of applying them. One should take them into consideration at the stage of designing the net of the road infrastructure, in order to be the most efficient and safe.
