The article presents results of a survey concerning Information Security Management Systems (ISMS), which was conducted in municipal offices between December 2014 and June 2015. The aim of the research was identifying in which municipal offices information security management systems are implemented, according to which standards ISMS are developed and certified and gathering information about: factors facilitate the implementation, problems encountered in the implementation process and offices’ documentation concerning information security.

The article presents results of a survey concerning Information Security Management Systems (ISMS), which was conducted in Marshal Offices between December 2012 and April 2013. Survey questionnaires were sent to all sixteen Marshal Offices in Poland. The aim of the research was identifying in which government offices information security management systems are implemented, according to which standards are developed and certified and gathering information about factors facilitate the implementation of the ISMS, problems encountered in the implementation of this system and documentation concerning information security.

W artykule przedstawione zostały wybrane zagadnienia dotyczące: terminologii związanej z bezpieczeństwem, systemów zarządzania bezpieczeństwem informacji, działań administracji państwowej w zakresie bezpieczeństwa „cyberprzestrzeni” oraz prac nad Rządowym Programem Ochrony Cyberprzestrzeni Rzeczypospolitej Polskiej. Zaprezentowano również harmonogram ataków na serwisy rządowe po podpisaniu porozumienia ACTA (ang. Anti-Counterfeiting Trade Agreement) oraz zwrócono uwagę na przykłady nieprofesjonalnych zachowań urzędników administracji państwowej po wystąpieniu ataków hakerskich.

Artykuł przedstawia zestawienia dotyczące liczby projektów i wydatków na przedsięwzięcia informatyczne. Dane te zostały zebrane na podstawie analizy budżetów administracji samorządowej oraz badań własnych. Przeanalizowane zostały również przedsięwzięcia informatyczne realizowane w ramach Regionalnych Programów Operacyjnych. W artykule omówiono również stopień informatyzacji urzędów w Polsce i pokazano podstawowe problemy w rozwoju elektronicznej administracji.

The article presents information about number and cost of IT projects which were realized by local government units. Information is based on budget analyze and own research. Information of IT projects implemented in framework of the Regional Operational Programs were also analyzed. The article presents the degree of informatization of offices in Poland and shows basic problems in the development of e-Administration.
