The process of developing the programmes of measures in accordance with the Water Framework Directive's requirements will be complicated due to the necessity of reaching (he consensus between all the water users and of engaging groups of experts of many branches of industry. Within the Polish-French Twinning Project PL2003/IB/EN/02 carried out in the years 2004-2006, on the area of the „Upper Vistula" pilot basin, the works leading to practice the planning process in water management in accordance with the WFD were performed. These activities which included the development of the planning and diagnostic documents, gave the possibility to create the systems approach. The prepared procedure of the programmes of measure development presented in the methodical guidelines will allow the effective, sequence approach to the problem and application of appropriate iteration where it is required. This will make possible to reach all the requirements regarding the systems planning of water management.
