Defence diplomatic relations between Poland and China and how they can be improved

The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

Współczesne badania nad dyplomacją obejmują szerokie pole analityczne i cechują się złożonością ujęć definicyjnych. Zdaniem Beaty Surmacz pojęcie dyplomacji […] w dyskursie publicznym jest na ogół rozumiane w sposób intuicyjny, natomiast próba analitycznej konceptualizacji pokazuje jego złożoność. Problem dodatkowo komplikują współczesne debaty paradygmatyczne w nauce o stosunkach międzynarodowych. Najogólniej, dotyczą one poszerzonego kręgu tychże stosunków i zakresu ich podmiotowości, postrzeganej przede wszystkim jako świadomość własnych interesów, zdolność do działania na rzecz ich zespołowości oraz jako skutki tego działania określone skalą w relacjach z innymi podmiotami międzynarodowymi. W procesie tym wspomniane zmiany muszą oddziaływać na dyplomację jako narzędzie polityki (zagranicznej) państw oraz pokrewne jej instrumenty, rozwijane - z określonymi rezultatami - przez innych graczy międzynarodowych. Jednym z głównych wyspecjalizowanych instrumentów polityki zagranicznej państwa jest dyplomacja obronna. Dotyczy ona międzynarodowych stosunków wojskowych, ma więc trwałe miejsce w systemie bezpieczeństwa narodowego oraz współpracy międzynarodowej.

Contemporary surveys on diplomacy are characterized by the complexity of the definitional approaches and the width of the analytical field. Polish researcher Beata Surmacz aptly notices that the concept of "diplomacy" in public di course is generally understood in an intuitive way, while the attempt to analytical conceptualization shows its complexity. The matter i further complicated by the modern so-called paradigmatic debate in the science of international relation . Generally speaking, they relate to an extended circle of the e relations and the cope of their subjectivity, understood primarily a awareness of their own interests , the ability to act on behalf of their collectivity and the effect of this action on scale in relation with other international entities . Within this process, these changes must also affect diplomacy as a tool of (foreign) policy of states and related its instruments developed - with specific consequence - by other "international players." One of the main specialized instruments of foreign state policy (concerning international military relations) is defense diplomacy, which has a permanent place in the system of national security and international cooperation.
