The current state of the art and dedicated applications in Early Warning Systems (EWS) of hydrological and meteorological threats are presented herein. Special emphasis is placed on systems based on the post-processing of deterministic numerical weather forecasts in the real-time mode. The importance of climate and weather forecasting models in providing warnings against slow and rapid onset rates e.g. drought and dispersion of atmospheric pollutants respectively, is discussed. It is strongly suggested that there is a need for systems, corresponding to crisis situations in the field of environmental hazards and/or human activities in general, that would be able to provide support and information about further possible scenarios with a projected state of both the environment and the possibility of the negative impact of various factors on the population (human communities). Since there are highly developed plans for the construction of a nuclear power plant in Poland, there is an urgent need to prepare adequate tools that will help avoid crisis situations, or at least to minimize their negative effects. The Early Warning System should be considered one such tool, to be used not only for its economic benefits, but also for pro-social areas of services responsible for the appropriate reaction to crisis events.

W opracowaniu poruszono zagadnienia dotyczące wpływu meteorologicznej osłony lotnictwa cywilnego na bezpieczeństwo lotów w polskiej przestrzeni powietrznej. Analizie poddano aspekty prawne i ekonomiczne oraz strukturę organizacyjną meteorologicznej osłony lotnictwa cywilnego. Przedstawiono poszczególne komórki organizacyjne świadczące usługi meteorologiczne dla lotnictwa wraz z najważniejszymi produktami meteorologicznymi niezbędnymi dla zapewnienia bezpieczeństwa żeglugi powietrznej. W końcowej części opracowania zwrócono uwagę na potrzebę i zasady funkcjonowania współpracy międzynarodowej w obszarze meteorologicznej osłony lotnictwa cywilnego.

The study covers issues about the impact of meteorological services for civil aviation on the flights security in the Polish airspace. Legal and economic aspects were analyzed as well as organizational structure of meteorological support for civil aviation. Particular organizational units providing meteorological services for aviation were presented along with the most important meteorological products necessary for the safety of air navigation. The final part of the study highlighted the need for international cooperation in the domain of meteorological services for civil aviation and its governing principles.

This paper analysis the criteria used to determine the occurrence of clear air turbulences (CAT) as phenomena connected with the location of jet streams. Next, using data from aerological measurements taken in the decade 1992-2001 at 67 stations over Europe and its margins the zones of strong streams in upper and middle troposphere are determined. The next step includes determinations of the areas of similar characteristics of jet stream occurrence, as phenomena, which influence development of CAT zones.
