The adaptation of urbanised areas to climate change is currently one of the key challenges in the domain of urban policy. The diversity of environmental determinants requires the formulation of individual plans dedicated to the most significant local issues. This article serves as a methodic proposition for the stage of retrieving data (with the PESTEL and the Delphi method), systemic diagnosis (evaluation of risk and susceptibility), prognosis (goal trees, goal intensity map) and the formulation of urban adaptation plans. The suggested solution complies with the Polish guidelines for establishing adaptation plans. The proposed methodological approach guarantees the participation of various groups of stakeholders in the process of working on urban adaptation plans, which is in accordance with the current tendencies to strengthen the role of public participation in spatial management.
Land use and the landscape of the suburban area are strongly affected by the impact of a large city, which is an important factor determining their development. The paper presents the results of analyses of the functional and spatial transformations depending on the distance from city limits and main access roads. The analyses were based on CORINE data for the years: 1990, 2000 and 2006. The spatial transformations in the specified distance buffers were described with use of the indicator of the share of specific land use areas in the total surface area and the indicator of the average landscape patch surface area. The conducted analyses confirm that the spatial patterns characteristic for suburbanisation exist in the vicinity of large cities and along access roads. The phenomena noticed in the suburban zone of Wrocław include, among others, an increased share of surface area used for residential purposes, a decreased area of arable lands, and an increased concentration of commercial and industrial areas in the direct proximity of the city and access roads.
Tematem podjętym w niniejszym artykule jest delimitacja jednostek krajobrazowych oraz wstępne określenie cech charakterystycznych poszczególnych krajobrazów na przykładzie strefy podmiejskiej Wrocławia. W ramach badań stworzono trzystopniową strukturę, w której wyodrębniono 4 typy krajobrazu, 9 podtypów krajobrazu oraz 36 jednostek krajobrazowych. Każda z jednostek krajobrazowych została scharakteryzowana pod kątem jej elementów swoistych. Wyniki badań stanowią wkład w tematykę zarządzania krajobrazem oraz przybliżają problematykę aplikacji tych rozwiązań w skali lokalnej.

The theme undertaken in this article is the delimitation of landscape units and pre-determine of characteristics of the different landscapes on the example of the Wroclaw suburban zone. The study created three-level structure in which 4 types of landscape, 9 subtypes of landscape and 36 landscape units were distinguished. Each of the landscape unit has been characterized in terms of its specific components. The results are a contribution to the topic of landscape management and discuss the problem of application of these solutions on a local scale.
Polityka energetyczna Unii Europejskiej obliguje Polskę do podjęcia działań w zakresie wzrostu znaczenia energii ze źródeł odnawialnych. W niniejszym artykule przeprowadzono szczegółową analizę szesnastu Regionalnych Pro-gramów Operacyjnych na lata 2014-2020 pod kątem możliwości finansowania inwestycji w odnawialne źródła energii, a także inwestycji w przedsiębiorstwach wykorzystujących ten rodzaj energii.

In this paper was conducted a detailed study of sixteen Regional Operational Programmes for 2014-2020 period in the context of possibilities for financing investments in renewable sources of energy, as well as investments in companies that use this type of energy.
The uncontrolled sprawl of urban development exerts environmental impact in rural areas. The aim of this study is to identify areas vulnerable to climate change in the context of implementation of policies adapting to climate change at the local level. Such areas can be defined as those where the negative implication of flesh flood over-lapping with soil sealing is observed. The study areas composed of municipalities which are influenced by the urban sprawl process of the city of Wroclaw, Poland. The analyses were performed using publicly available spatial data from aerial orthophoto-maps from 2004–2012, the satellite images; archival and current land use maps. The database CORINE 1990, 2000, 2006; Urban Atlas and geodatabase of the European Environment Agency were also of an important usage for this study.
Rozwój przestrzenny dużych polskich miast odbywa się często na terenach poza jego granicami, na terenach wiejskich w tzw. strefie podmiejskiej. Istnieją determinanty, które przyciągają nową zabudowę na tereny wiejskie, a na wiele z nich mamy realny wpływ kształtując politykę przestrzenną. Pojawia się natomiast pytanie czy dążąc do rozwoju przestrzennego władze lokalne odpowiednio chronią swoje zasoby przyrodnicze. W niniejszym artykule przeanalizowano tę sytuację na przykładzie podwrocławskiej gminy Długołęka. Analizy dowodzą, że gmina skupiła się na wykorzystaniu czynników rozwojowych do rozwoju ilościowego zabudowy, niedostatecznie zabezpieczając przy tym występujące obszary chronione i zasoby glebowe.

The spatial development of large Polish cities is often in areas outside its borders, in rural areas in the so-called. suburban area. There are determinants that attract new development to rural areas, and many of them we have real influence shaping the spatial policy. Meanwhile there is the question of whether a view to the development of spatial local authorities adequately protect its natural resources. In this article we analyzed this situation for example of Długołęka municipality near Wroclaw. Analyses show that the municipality has focused on the use of development factors for the expansion of quantitative extension, inadequately protecting at the present protected areas and soil resources.
The aim of the paper is to contrast existing protected areas which are environmentally valuable according to traditional preservation rules with the areas where provision of the selected ecosystem services is the greatest according to the current research standards on ecosystem service hotspot mapping. In order to achieve that we developed the comprehensive method for mapping ecosystem services which could be applied in the national ecosystem assessment process. We selected four ecosystem services, each of which is spatially presented and evaluated using appropriate indicators. The services we consider are global climate regulation, moderation of extreme events, erosion control, and fresh water provision. According to the Common International Classification of Ecosystem Services vol. 4.3 these ES could be divided into two section: provisioning and regulating.

Niezbędna jest poprawa wiedzy na temat ekosystemów i oferowanych przez nie usług w krajach należących do Unii Europejskiej, aby osiągnąć główne cele zapisane w Strategii ochrony różnorodności biologicznej do 2020 roku. Z tego powodu państwa członkowskie, we współpracy z Komisją Europejską, są zobowiązane zidentyfikować i ocenić stan ekosystemów i ich usług. Istnieją różne podejścia do mapowania usług ekosystemów, z których jednym jest analiza hot spot. Jest ona dobrym narzędziem do identyfikacji obszarów, które nie są chronione, lecz są ekologicznie cenne i dostarczają wielu usług ekosystemów. W badaniu przeprowadzono analizę czterech potencjałów usług ekosystemów: globalnej regulacji klimatu, kontroli erozji, moderacji ekstremalnych zjawisk i dostarczania wody pitnej. Większość z punktów hot spot dla wybranych usług ekosystemów województwa dolnośląskiego była zlokalizowana w obrębie obszarów chronionych, zwłaszcza tych objętych ochroną w formie Natura 2000.
The increasing importance of public participation in government has brought about new methods for managing spatial planning. One of these is participatory budgeting, where citizens have an opportunity to submit proposals for development initiatives that would benefit the local community. The use of this method offers new research opportunities to provide direct data on the needs in the community for the use of urban space. Incorporating this new data into existing research methods makes it possible to analyze residents’ needs relative to public places. An analysis was made of the data from the Wrocław Participatory Budgeting process in 2013. Field surveys were conducted using Gehl’s method [2009], which assesses public places based on multi-functionality. The winning projects were mapped to identify the concentration of areas which received support. This study reveals the usefulness of the new source of data and provides for further research that would be helpful in designing new proposals for public places.

Wzrostowi znaczenia partycypacji publicznej towarzyszy powstawanie nowych instrumentów gospodarowania przestrzenią. Jednym z nich jest budżet obywatelski, gdzie mieszkańcy mają możliwość zgłaszania oddolnych propozycji działań na rzecz dobra wspólnego społeczności miasta. Wdrożenie takiego narzędzia daje nowe możliwości na polu badawczym, dostarczając bezpośrednie dane dotyczące potrzeb mieszkańców w zakresie użytkowanej przez nich przestrzeni. Integracja nowych danych z istniejącymi metodami badawczymi daje możliwości analiz potrzeb mieszkańców w zakresie przestrzeni publicznych. W pracy przeprowadzono analizę danych dotyczących Wrocławskiego Budżetu Obywatelskiego z roku 2013. Wykonano badania terenowe zgodnie z metodą Gehla [2009] waloryzujące przestrzenie publiczne pod kątem ich wielofunkcyjności oraz dokonano mapowania zwycięskich projektów w celu identyfikacji koncentracji obszarów objętych wsparciem. Badania dowiodły przydatności nowego źródła danych oraz umożliwiły przeprowadzenie analiz przydatnych w projektowaniu nowych rozwiązań przestrzeni publicznych.
