The intellectual information system for student knowledge assessment designed for owners of mobile devices based on Android operating system. The main purpose of the system is to make the process of student knowledge assessment faster and easier through automation of passing the test. The system also provides an additional opportunity for students to test their knowledge by themselves and receive explanations to the questions.

When analyzing the reasons of the previous programs`failure, we usually focus on the following questions: timeliness of the program results obtaining, keeping to the budget frames, and the results compliance with the quality parameters specified. In other cases, the analysis confirms that the program and the team’s activity have been successfully finished, the payments to suppliers completed and the interested persons and users quite satisfied. It is much less frequently when the question of selecting the most pertinent area of changes is raised, as well as thequestion of readiness of the organization for the changes to occur due to the implementation of the program. The process of introducing a program, that assure changes, into organization activities is the subject of this article. The objectives: development of an instrument for analyzing the possibility of implementation of changes into the work of an organization and for evaluating the intensity of resistance to changes. The task is to analyze factors having an impact on the results and possibility of introducing changes within an organization, to consider and to ground the main problems and the sources of resistance to the changes. In our research, we used such methods as logical summarizing, analysis and synthesis, structural analysis. The results: a model of calculating the resistance to changes has been developed. This model takes account of the program implementation intensity and allows determining the total level of resistance to changes after successful completion of the program. The research showed that the total level can be both high and low, as the organization personnel, especially its top management, may not recognize the need for changes, or may strive for achieving stability of the company situation. In the course of the research, the basic features of the changes introducing programs have been defined and the basic problems appearing at an organization presented, particularly, those relating to its personnel. The problems have been classified as relating to the organization top management and directly relating to the team working on the program. Conclusions: the instruments foranalyzing the implementation of the program of changes or transformations within an organization have been obtained. The results achieved in the research bring the statement that if the resistance to changes is stronger than the organizational potential of a company, any benefits from the implementation of the program are leveled down. Therefore, the reduction of the general resistance to changes within an organization isneeded first, and only after this, any programs and projects can be implemented.

The article is devoted to the analysis of different methods of irrigation water purification from suspended particles. There have been considered the problems of irrigation water purification by using the low-frequency vibration technology and the effects arising from the influence of vibration on the water with different floating impurities. Vibration parameters that allow obtaining the effect of standing wave was substantiated. Also in the article have been disclosed the influence of low-frequency vibration on the quality of water purification depending on the types of pollution and their granulometric composition. Obtained the hydraulic characteristics of the mesh such as the effect of vibration on the pressure loss.

The role of branch information retrieval thesaurus for improving and increasing the effectiveness of information support of scientific research, carried out using the technology of selective dissemination of information, is analyzed in the paper. The selective dissemination system provides both individual and group information needs, as subscribers can be individual users as well as a group of users, namely scientific teams and virtual scientific teams whose members can be geographically distributed. Within the scientific team, subgroups can be formed engaged in research of different directions of their subject area. The information retrieval thesaurus is considered as a language model of a particular subject area. The development of information technologies creates the possibility of information modeling of a narrowly specialized subject area and data presentation in the form of thesaurus, which is a hypertext that reflects the hierarchically organized semantic structure of a specific subject area.

For determining ways of company development, ensuring the growth of profit in manufacture and sales of certain products, it has been proposed to use an algorithm of constructing a problem being inverse to primal-dual one, for minimization of the project costs. The primal and the inverse problems contribute to improving the efficiency of calculation when determining approaches for minimization of costs. This pair of problems is mutually conjugate. The proposed rigorous approach to obtaining the algorithm of constructing a dual problem is based on the following statement: a problem being inverse to a dual one is a primal (original) problem. The authors have proposed and rigorously proven the algorithm of a general approach to the construction of conjugate problem pairs. Formalization of the algorithm developed allows obtaining easily correct pairs of known dual problems. This permitted proposing and proving the truth of the algorithm of constructing a dual problem for the arbitrary form of a primal problem representation.

The paper presents a modern approach to the construction of collaboration platforms in virtual scientific communities, which is based on the ideas of decentralization and crypto security. The risks and disadvantages of existing collaboration solutions are considered, as well as possible ways of their elimination. Research highlights cornerstone technologies of the platform, in particular, peer-to-peer network, the blockchain, distributed hosting, self-sovereign identity and interconnections between them.

A complex system of social and educational inclusion needs competent analysis to make it possible proper management and comprehensive improvement. To analyze one of the actual facets of such a system, namely, its ICT support, it is necessary to take into account the various needs of socially vulnerable people. A set of guidance to web accessibility is a convenient instrument, that provides various approaches in designing goods and technologies. Among other, such guidance helps to design websites with no access barriers, which is extremely important for people with special needs. To analyze the websites and different online resources, which might be of interest to a person with special needs during the social and educational inclusion, a list of characteristics was developed. It must be taken into account the classification and the structure of information materials, website`s structure, design, etc. The unification of the ICT for people, involved in educational and social inclusion, will improve informational and technological support of such process.

The results of the investigation of geoinformational technologies application and their component in “Smart City” projects for planning and effective operation control of the city engineering communications by urban infrastructure and geospatial data flow are analyzed. The usefulness of information-technology appliances creation for complex information support of the local engineering communication network function control using the possibilities of geoinformational components is explained.

The paper examines modern ways to improve the efficiency of information perception using multimedia technology, thus ensuring the use of a powerful new tool for understanding of information by persons with various forms of nosology. The use of assistive computer technologies for people with disabilities is investigated. The peculiarities of formation of multimedia information content for users with special needs were analyzed. The digital library as a set of information technology services is proposed making multimedia information content accessible to users with various forms of nosology. It was investigated that in spite of rapid development of modern communication means and assistive technologies their use is limited for people with disabilities, in particular for hearing impaired people. Most of available technologies for hearing impaired people translate speech into text. As was shown this approach is not fairly efficient because Sign language turned out to be the most convenient way of communication for the respondents.

The importance of consolidated information resources development for social data institutions at the level of towns and establishments with a view to their further integration into national information resource is substantiated. “Smart city” projects portfolio is a new innovative model of the city, region and country development. A considerable part of the world cities and towns use the current innovation for project implementation providing their development with application of intellectual digital information – telecommunication networks and technologies. “Smart city” project implementation is encouraged by the world developed countries in order to rise living standards and economic growth of regions and cities. “Smart city” consolidated information recourse development is based on the application of modern information and communication technologies, tools design and operation algorithms and ways of polymodal information presentation and processing.

The innovation of application of cloud managers is described in the article. The authors emphasize that the innovative direction of development of information activities is the integration of Web platforms (social networks and cloud storages) for creating a unified communication space and storage for large amount of information. Tool that provides this development are cloud managers. For library institutions using such technologies will create the favorable and flexible serviceoriented system for providing users with information resources. For determination of free cloud managers and selected among them a benchmark, the methods of benchmarking and expert evaluation were used in the research. The algorithm for operation with every service is given. The following technological capabilities: “integration with cloud storage”, “cloud disk space manager”, “multimedia playback,” “presence of workspace” for collaboration were taken into account. The result of the study is to determine the cloud manager that can serve as a benchmark for providing free cloud services with a wide range of technological capabilities.
