The man is supposed to gain knowledge in various spheres in order not to make errors and think logically and act consequently. Therefore educating civil servants seem necessary as they create a highly opinion and decision-creating environment. The quality of public tasks depends on their performance and they have to be driven by general not individual welfare. General welfare means also security that is a very broad category. In general it contains fulfilling the needs of existence and survival. It also refers to identity, independence, peace, possessing and development security. Security is the prime human and social groups’ need and at the same time the elementary need of states and international systems. Taking this need into consideration, the author carried out research in a group of 122 Polish civil servants in order to learn their opinions on state security education. The article presents their opinions and answers to a question if gaining knowledge on state security, defence including, is worthwhile.

There is a conviction that the press, radio, television influence substantially the perception of various public institutions, armed forces including. According to the research, mainly television provided the knowledge concerning national security and it became the main source of information, shaping our society defence awareness, the attitude towards the armed forces and security in broadly understood. The press was on the second position, radio and book on the third. It is worth noticing a general lack of interest in defence education problems which may mean a common distrust towards the presented contents. In general, an average Pole avoids being engaged in endeavours concerning the protection and defence of the state. Thus there is a need to correct an existing model to inform society in the area of defence. This duty should not be carried out merely by the armed forces but by professionals who deal with these problems in civilian environments.

A broad social base is an essential condition to create an effective state defence system, apart from scientific-technical and economic potential, effective government and local government structures of the state and modem army. It is in agreement with assumptions of war doctrine of defence character. Currently, after numerous re-organisations of different state structures, re-organisation of Civil Defence including, only social associations and schools remained out of non military elements of the state defence system. Although schools take into consideration in their syllabuses apart from educational tasks (state favouring and defence favouring) many elements of preparation to the military service, but they equip the youth in appropriate defence knowledge only in a limited scope. Social associations, which in their activities programmes and statutes consider the problems of citizen and patriotic education, and military training understood in a broad sense, constitute an important element of the defence preparation of the society. All social organisations which deal with defence education of the society have been presented in the article. Also the research results showing how these activities are evaluated by various social environments have been mentioned.
