Od wielu lat w województwie dolnośląskim podejmuje się wiele inicjatyw służących przestrzennemu rozpoznaniu jakości gleb i zagrożeń procesami degradacji. Racjonalne prowadzenie gospodarki gruntami oraz zarządzanie obszarami wiejskimi wymagało podjęcia działań na rzecz wdrażania nowoczesnych systemów analiz, modelowania i monitorowania przestrzeni rolniczej. Wojewódzka Baza Ochrony Gruntów Rolnych, która prowadzona jest w Wydziale Geodezji i Kartografii Urzędu Marszałkowskiego Województwa Dolnośląskiego w ramach Dolnośląskiego Systemu Informacji Przestrzennej jest tego typu rozwiązaniem, a swoim zakresem odpowiada trzeciej grupie tematycznej danych przestrzennych sklasyfikowanych w załączniku do ustawy z dnia 4 marca 2010 r. o infrastrukturze informacji przestrzennej. Opracowania cyfrowe dotyczące charakterystyki przestrzeni rolniczej, a w szczególności stanu jakości gleb i procesów ich degradacji związanych z erozja wodną i rzeczną, pozwalają zoptymalizować pracę urzędników, dzięki możliwości szybkiego dostępu do aktualnych informacji i ich kompleksowej analizy. Realizowana konsekwentnie od kilku lat integracja danych w ramach Wojewódzkiej Bazy Ochrony Gruntów Rolnych spowodowała, że stała się ona narzędziem, które pozwala planować zadania i wspierać podejmowanie decyzji w dziedzinie ochrony gleb w województwie dolnośląskim.

In the Lower Silesia Voivodeship, several initiatives were undertaken serving spatial identification of soil quality and risks of degradation processes. Rational land and rural areas management required taking actions aimed at implementation of modern systems for analysis, modeling and monitoring rural space. The Voivodeship Agricultural Land Protection Database carried out in the Geodesy and Cartography Section at the Marshal Office of the Lower Silesia Voivodeship within the framework of the Lower Silesian Spatial Information System is a solution of this type and it corresponds to the third thematic group of spatial data classified in the Annex to the Act on spatial information infrastructure of 4March 2010. In the paper, two stages of the works performed are presented. The first stage included setting up a database of changes in designation of agricultural land for non-agricultural purposes and a database of lands excluded from agricultural production. In the second stage, a forecast of changes in the land use in the perspective of the year 2030 is made, based on the results of mode ling taking into consideration different scenarios of land protection. The experience connected with collecting data and establishing the database related to the changes in the use of high quality soils were utilized in the works on the project" Urban Soil Management Strategy" realized within the framework of Central Europe programme aimed at creating common strategy and tools for balanced management of urban soils in the countries of Central Europe.

Zgodnie z ustawą o Samorządzie Województwa, wykonanie zadań związanych z rozwojem regionalnym, w tym rozwojem obszarów wiejskich na terenie województwa, należy do Samorządu Województwa. Planowanie i koordynacja prac urządzeniowo-rolnych oraz prowadzenie, przez Geodetę Województwa - Wydział Geodezji i Kartografii, analizy zmian w strukturze agrarnej, pozwoliło na poznanie specyfiki stosunków społeczno-gospodarczych obszarów wiejskich Dolnego Śląska oraz określenie zapotrzebowania na prace urządzeniowo-rolne, związane z kształtowaniem struktury obszarowej gospodarstw rolnych na obszarze wsi. W artykule przedstawiono modelowe rozwiązanie planowania prac urządzeniowo-rolnych, w zakresie scaleń gruntów, wynikających z konieczności poprawy rolniczej przestrzeni produkcyjnej wsi. Wojewódzki Program Scalania Gruntów jest opracowaniem nowatorskim, wskazującym możliwości realizacji celów szczegółowych dokumentów programowych - Strategii Rozwoju Województwa Dolnośląskiego, Strategii Rozwoju Obszarów Wiejskich oraz programów rolnych, związanych z rozwojem obszarów wiejskich oraz aktywizacją ludności w kształtowaniu rolniczej przestrzeni produkcyjnej. Określa zapotrzebowanie na zabiegi scaleniowe i umożliwia podjęcie działań zmierzających do wstępnego przygotowania obiektów do realizacji scaleń oraz do pozyskani środków finansowych, jak również obejmuje w swej treści całościową problematykę scaleń gruntów rolnych. Realizacja Wojewódzkiego Programu Scalania Gruntów umożliwi właściwe zaplanowanie prac scaleniowych na terenie województwa dolnośląskiego i sprawne wykonanie stawianych celów.

In accordance with the Regional Authority Act, it is the Regional Authority that is responsible for the development of rural areas in the region. The planning and coordinating rural area development activities as well as performing, by the Regional Land Surveyor's Department of Geodesy and Cartography, analyses of changes in the agrarian structure has allowed to determine specific socio-economic relationships in Lower Silesia rural areas, as well as identify the demand for rural area development activities in order to provide most effective - in terms of size - rural holdings. The paper presents some model rural area development planning solutions in the domain of land consolidations that arise from the need for improving the rural production space. The Regional Land Consolidation Programme is an innovatory document that shows haw to implement the goals of detailed programmes - Lower Silesia Regional Development Strategy, Rural Areas Development Strategy and farming programmes focused on the development of rural areas and encouraging rural population to shape their rural production space. The programme identifies the extent of land consolidation actions and provides for the preparation of plots consolidation, fun raising possibilities, as well as focuses on the following topics: agricultural land consolidations in a part of, entire or a number of villages, intended to improve the rural production space, agricultural land consolidations in relation to infrastructural consolidations in areas situated adjacent to road investment projects. Implementation of the Regional Land Consolidation Programme in Lower Silesia will allow properly planning land consolidation activities and achieving the set goals efficiently.

Autorzy przedstawili istotne zadania wojewódzkiego i lokalnego systemu informacji przestrzennej oraz aktualne trendy w świecie, Europie i w kraju w zakresie SIP. Wśród tych trendów wyróżnili następujące: ochronę danych, bezpieczeństwo danych, oraz przetwarzanie transakcyjne. W rozdziale dotyczącym struktury zintegrowanego systemu dolnośląskiego SIP przedstawili: podstawowe założenia DSIP, koncepcję systemun informatycznego realizującego DSIP, wielopoziomową hierarchię systemu, aktualizację zasobów, zapewnienie bezpieczeństwa i integralności danych, otwartość systemu, uzupełnienie danych map o trzeci wymiar, możliwość stopniowej rozbudowy' systemu, niskie koszty wdrożenia oraz propozycje realizacji bazy danych. W ostatnich rozdziałach pracy opisano rolę administracji samorządowej i rządowej w tworzeniu i integracji baz danych oraz stan prac nad DSIP.

Authors presented the essential tasks of voivodship and local spatial information system, as well as present w'orld's, Europe's and national trends in this field. The following trends were emphasized: data protection, data security and transaction processing. In the chapter describing structure of the integrated SIS for Lower Silesia the authors presented: basic foundations of SIS for Lower Silesia, concept of information system for its implementation, multilevel hierarchy of the system, revision of data resources, safety and integrity of data, open access of system, supplementing of planimetrie data with height information, possibilities of gradual system extension, low costs of implementation and proposals for database creation. Role of self- governmental and governmental administration in creating and integration of databases,as well as state of the works on the spatial information system for Lower Silesia were described in the last chapter.
