Zarządzanie przez kontrolę zarządczą w jednostkach sektora finansów publicznych

W artykule podjęto problematykę z zakresu funkcjonowania kontroli zarządczej w jednostkach sektora finansów publicznych, przedstawiono genezę i istotę kontroli zarządczej. Zaprezentowano także poziomy i zakres odpowiedzialności za jej funkcjonowanie w sektorze finansów publicznych. W dalszej części artykułu omówiono standardy kontroli zarządczej oraz narzędzia kontroli zarządczej stosowane w sektorze finansów publicznych. Następnie przedstawiono istotę budżetu zadaniowego, będącego istotnym elementem systemu kontroli zarządczej. Zwrócono też uwagę na istotę i rolę audytu wewnętrznego w procesie kontroli zarządczej. Podjęto próbę wskazania głównych źródeł słabości funkcjonowania kontroli zarządczej. W końcowej części artykułu sformułowano wnioski i uwagi odnośnie doskonalenia sytemu kontroli zarządczej w aspekcie poszukiwania skutecznych i efektywnych rozwiązań w zarządzaniu jednostkami.

The article discusses the problems of management control in the units of public finances sector, its genesis and the essence of the control. The author describes the levels and the scope of responsibility for its functioning in the public sector. The next part of the article presents the standards of management control and the tools used in public finances sector. The author presents the idea of task budget being the crucial element of management control. The attention is paid to the idea and the role of internal audit in the process of management control. The author tries to describe the sources of weakness in the management control functioning. The last part of the article presents some conclusions concerning the improvement of management control system while searching for the most effective solutions in units management .

Polskie uczelnie wyższe, pomimo posiadania dużego potencjału innowacyjnego, zajmują ostatnie miejsca w Europie pod względem współpracy z biznesem czy przemysłem. Najczęściej jako przyczynę takiego stanu wymienia się zbyt małe nakłady na badania i rozwój oraz brak zainteresowania innowacjami ze strony przedsiębiorców. Z drugiej strony natomiast zauważa się, że wiele uczelni wyższych w Polsce nie wdrożyło jeszcze systemowego rozwiązania w zakresie komercjalizacji wyników badań i transferu technologii oraz nie dysponuje kompleksowym podejściem do tego zagadnienia. Często występuje również przekonanie, że przedstawiciele środowiska naukowo-badawczego mają jeszcze zbyt słaby kontakt z praktyką gospodarczą, co powoduje, że ich pomysły są niemożliwe do zastosowania w praktyce. Jako jedną z przyczyn słabej współpracy nauki z biznesem wymienia się również niechęć do wprowadzania zmian wśród przedstawicieli kadry kierowniczej. W niniejszym artykule podjęto problematykę związaną z procesem komercjalizacji wiedzy tworzonej w uczelniach wyższych, w warunkach postępującej globalizacji, narastających zmian gospodarczych oraz wzrastającej konkurencji na rynku. W opracowaniu omówiono podstawowe pojęcia z zakresu współpracy pomiędzy sektorem nauki i badań a sferą działalności gospodarczej. Następnie przedstawiono podstawowe formy prawne komercjalizacji wiedzy oraz podano najważniejsze przepisy z zakresu ochrony praw własności intelektualnej. Szczególną uwagę zwrócono na bariery oraz korzyści wynikające ze współpracy nauki z biznesem.

Polish Universities ,despite a very big innovative potential, are placed at the end of the European ranking list considering their cooperation with business or industry. The most common ,mentioned cause, is too small investments on R&D and the businessmen lack of interest in innovations. On the other hand many Polish Universities have not implemented any solution systems in commercialization of research results as well as transfer of technology. They also do not have any complex approach concerning that problem. It is believed that the representatives of research and scientific community have a very little experience with economic practice. This is the cause, their ideas are nearly impossible to use in practice. One of the causes of weak cooperation between science and business is the reluctance of managers to implement any changes. The article deals with the problems concerning the process of university knowledge commercialization in case of progressive globalization, growing economic changes and increasing competition. The paper discusses the basic notions of cooperation between the scientific and research sector and business. The fundamental legal aspects of knowledge commercialization has been presented, as well as the most important regulations concerning the security of the intellectual property rights. The special attention has been focused on the barriers and advantages following the cooperation between the science and business.

W artykule zostały omówione podstawowe zagadnienia zawiązane z zarządzaniem ryzykiem w jednostkach sektora finansów publicznych wraz z podaniem najważniejszych aktów prawnych i innych dokumentów dotyczących zarządzania ryzykiem. W pracy przedstawiono również ogólne zasady funkcjonowania procesu zarządzania ryzykiem w Szkole Głównej Służby Pożarniczej oraz zamieszczono podsumowanie wyników przeprowadzonych badań ankietowych dotyczących zarządzania ryzykiem w Uczelni.

The article deals with the problems of risk management in the units of public finances sector on the example of the Main School of Fire Service being the university of public services. The article presents the basic notions of risk and risk management. The legal basis regulating the risk management in the units of public finances sector have been showed. In the next part of the paper, the author presents the general description of the Main School of Fire Service, discusses the way the risk management system is implemented as well as the general principles of its working at School. In order to show it, the legal acts being in force in the Main School of Fire Service, dealing with the risk management, have been presented. In the last part of the article , the author discusses the results of conducted survey which deal with the risk management at School. In that part of the paper the author concentrates mainly on those risk factors which ,according to the respondents, have considerable influence on the fulfillment of the statutory aims of the School defined in the strategy as well as on the preserving the financial liquidity and gaining the competitive position on the market. Constantly changing conditions in which the units are working, influence the fulfillment of assumed aims and targets. State universities activity as well as the activity of other units of public finances sector are at higher and higher risk. It causes the necessity of both, the implementation of the risk management system as well as the term updating of the system assumptions.

W niniejszym artykule podjęto problematykę funkcjonowania szkół wyższych w obliczu trwającego ogólnoświatowego kryzysu finansowego i gospodarczego, w warunkach postępującej globalizacji oraz wzrastającej konkurencji na rynku. Szczególną uwagę zwrócono na najważniejsze zmiany związane z reformą szkolnictwa wyższego, sytuację uczelni wyższych w Polsce, sposób ich finansowania oraz osiągane przez uczelnie wyniki finansowe.

The article discusses the problems related to the functioning of universities facing the worldwide financial and economic crisis, in developing globalization and market competition. The special attention has been focused on the most important changes in higher education reform as well as on the situation of universities in Poland, their way of financing and the financial results gained by them.
