RFS as an Unconventional Method of Cargo Shipment by Air Transport

The role of air transport in logistics and supply chains seems difficult to be overestimated. In recent years increasing amounts of cargo have been transported by air. Numerous high-tech devices, valuable equipment, medical products and appliances are transported by air. The main advantage of air transport is speed but also broad transportation geography, high reliability and security of goods supplies and continuous monitoring of cargo flows. Air transport can be organized in a traditional way, however there are also some unconventional methods to handle such transport processes. The RFS model (Road Feeder Service) comes as a response to the demands of the contemporary market of logistics services. Scopes: The subject of the paper is the presentation of an unconventional way of organizing the carriage of goods by air, presenting its attractiveness to all parties involved in the transportation process, as well as directions of its development. Methodology: The methodology of the paper is based on 2 dimensions: analysis and synthesis. The first phase included a thorough thematic literature review, analysis of case studies of Polish air cargo market. It was complemented by interviewing airlines representatives about RFS solutions. In the synthetic phase, the study provided conclusions based on the theoretical analysis and the survey of case study. Results: Results of the research shows RFS solution, involving transportation of cargo (commissioned by airlines) by trucks from regional airports to major cargo airports, referred to as hubs, and then transportation of cargo by air, using is caused by the necessity of increasing cargo transport efficiency by the airlines. It is also important to note the willingness of airports, both hubs and regional, to cooperate with air carriers in the area of air cargo handling in RFS model.

Rola transportu lotniczego w zakresie logistyki i dostaw jest trudna do przecenienia. W ostatnich latach coraz większa ilość towarów przewożona jest drogą powietrzną. Wiele urządzeń high-tech, cennych ładunków, produktów medycznych oraz sprzętów, transportowanych jest drogą powietrzną. Do głównych zalet transportu lotniczego zalicza się szybkość ruchu, szeroką geografię przewozów, wysoką niezawodność i bezpieczeństwo dostawy towarów, a także ciągłe monitorowanie przepływu towarowego. Przewozy przy udziale gałęzi lotniczej mogą odbywać się w tradycyjny sposób, istnieją też niekonwencjonalne metody obsługi takich procesów transportowych. Odpowiedzią na wymagania współczesnego rynku usług logistycznych, stał się model RFS (Road Feeder), polegający na transportowaniu ładunków (na zlecenie linii lotniczych) samochodami ciężarowymi z portów regionalnych do większych lotniczych portów przeładunkowych, tzw. hubów, i dalej przewożeniu tych towarów przy użyciu transportu lotniczego. Nietypowe jest w tym przypadku, że obsługa przesyłki w systemie RFS jest taka sama jak przy cargo przewożonym w sposób konwencjonalny, tj. w systemie „on board”. Z punktu widzenia portu lotniczego i jego źródeł przychodów, istotnym jest prowadzenie odrębnych statystyk dotyczących ruchu cargo w rozróżnieniu na trzy kategorie: on board, RFS oraz poczta w celu uzyskania informacji o tych rynkach.

The role of air transport in logistics or supply chain is difficult to overestimate. In recent years, an increasing number of goods are transported by air. Many high-tech equipment, valuable cargo, medical products and equipment, is transported by air. The main advantages of air transport include the speed of traffic, a wide range of transport, high reliability and security of supply of the goods, as well as continuous monitoring of the flow of them. Transportation processes with the participation of air may take place in the traditional way, there are also unconventional methods of their organization. The answer to the requirements of modern logistics market, has become a model RFS (Road Feeder Service), which consists of transporting cargo (on behalf of airlines) in trucks from regional airports to larger airports, called hubs, and further transporting these goods using air transport. It is unusual in this case, the service delivery system RFS is the same as the cargo transported in the conventional manner, "on board". From the point of view of the airport and its sources of income, it is important to keep separate statistics on cargo traffic in the distinction between three categories: on board, RFS and a post office in order to obtain information about these markets.

Podstawowym składnikiem systemu transportowego jest infrastruktura transportowa obejmująca elementy liniowe i punktowe. Od właściwego rozwiązywania problemów rozwoju infrastruktury transportu zależeć może powodzenie procesów rozwoju innych działów gospodarki oraz rozwój danego regionu. Położenie województwa pomorskiego, rozwinięta gospodarka morska, zróżnicowana sieć osadnicza i walory przyrodnicze sprawiają, że na system transportowy województwa składają się wszystkie występujące w Polsce gałęzie transportu. Poczynione w ostatnich latach inwestycje w infrastrukturę transportową regionu, pozyskane finansowanie na kolejne (S6, PKM, PCL), a poprzez to realizacja zapisanego w Strategii Rozwoju Województwa Pomorskiego 2020 celu dotyczącego stworzenia sprawnie funkcjonującego systemu transportowego, powinna doprowadzić do oczekiwanych efektów w postaci, m.in. rozwoju nowoczesnego, sprawnego transportu zbiorowego (wysokiej jakości jego usług), rozwinięcia powiązań drogowych Trójmiasta z ośrodkami regionalnymi, powstania węzłów multimodalnych dobrze powiązanych z infrastrukturą regionu, mniejszego negatywnego oddziaływana transportu na środowisko oraz wyższego poziomu bezpieczeństwa użytkowników.

Transport infrastructure with its linear and nodal elements is the main component of the transportation system. Appropriate approach to transport-related issues may strongly influence the development of other sectors as well as the region as a whole. Due to location of the province, well-developed maritime economy, diverse settlement network/structure and natural environment all modes of transport present in Poland are also present in Pomerania voivodeship. Investments in the regional transport infrastructure undertaken during recent years and ability to obtain funding for future developments (Expressway S6, Pomeranian Metropolitan Railway, Pomeranian Logistics Centre) allow to fulfill one of the objectives of the Pomeranian Regional Development Strategy until 2020 i.e. efficient transportation system. Implementation of the strategy should lead to anticipated results such as development of modern and efficient public transport (high quality of services), expanding road connections between Tri-City and regional centers, creation of multimodal hubs well connected with the regional infrastructure, reduced negative impact of transport on the environment and increased safety of users.

Zmiany jakie zachodzą na rynku przewozów ładunków i pasażerów w województwie pomorskim powodują już dziś potrzebę sięgnięcia po rozwiązania innowacyjne w pomorskim systemie transportowym. Powinny one dotyczyć nie tylko środków transportu czy nowych rozwiązań organizacji przewozów, ale również nowoczesnej infrastruktury transportowej. Działania podejmowane w zakresie modernizowania istniejącej infrastruktury lotniczej oraz wprowadzania nowych, innowacyjnych rozwiązań w infrastrukturze gdańskiego lotniska przyczyniają się do podniesienia efektywności istniejącego w regionie systemu transportowego.

Changes taking place on the Pomeranian market of cargo and passengers transport are already creating the need to resort to innovative solutions in the Pomeranian transportation system. They should concern not only the means of transport and new solutions for organization of carriage, but also a modern transport infrastructure. Measures undertaken to modernize the existing aviation infrastructure and the introduction of new, innovative solutions at Gdańsk airport infrastructure contribute to raising efficiency of the existing transportation system in the region.
