Because of the possible harmful effects of construction equipment on the environment, evaluation of them can be considered as a helpful activity to move toward the sustainability in construction. This evaluation process could involve some alternatives and some criteria in a discrete decision space. In this study, a new hybrid multi-criteria decision-making (MCDM) approach is proposed to deal with this evaluation process in the fuzzy environment. We present fuzzy extensions of the SWARA (Step-wise Weight Assessment Ratio Analysis) and CRITIC (CRiteria Importance Through Intercriteria Correlation) methods for determining subjective and objective weights of criteria. Based on these extended methods and the fuzzy EDAS (Evaluation based on Distance from Average Solution) method, a new hybrid approach is proposed. In this approach, the subjective and objective criteria weights are combined to determine more justified weights for criteria. The proposed approach is applied to a case study of construction equipment evaluation with sustainability considerations. To examine the result of evaluation, a sensitivity analysis is performed based on varying criteria weights. A comparison is also made between the results of the proposed approach and some existing MCDM methods. These analyses show the stability and validity of the results and efficiency of the proposed approach.

The majority of present-day dwelling houses were constructed in the previous century, when energy efficiency was not as important as now. Therefore, there is a necessity to assess existing dwelling houses and refurbish them to satisfy energy efficient requirement and humans’ needs. To cover the first part, authors of this paper continue their discussion on optimal leaving place started previously. In this paper based on concepts “passive house” and “active house”, standards of European Union (EU) and Lithuania, the concept “optimal environment” is refined and defined. According to the presented concept of optimal environment, the MADM-opt method, which is based on the concept of optimal alternative, is refined in the paper also. It is applied for the WASPAS method to assess an indoor environment of six apartments in similar brick houses. The results show that MADM-opt can be used for the assessment of alternatives and their evaluation according to the optimal alternative. Moreover, it allows determining deviation of the assessed alternatives from the optimal alternative.

The paper presents a new multi-criteria decision-making technique to select criteria for building sustainability assessment. The methodology of building certification system is integrated with the multi-criteria decision-making (MCDM) methods. The criteria set for assessment is determined based on Swedish certification system Miljöbyggnad. Criteria weights are determined by applying Analytic Hierarchic Process (AHP) method. Weights of criteria are calculated based on Saaty's judgement scale and new original scale, presented by the authors. ARAS (Additive Ratio Assessment) method (MCDM method) is applied to solve problem under investigation. The developed assessment method involves LEED system's criteria.

The presented study analyses the development and performance measures of research journals in the field of civil engineering. As the paper was prepared on the occasion of the 20th anniversary since the Journal of Civil Engineering and Management (JCEM) was founded, it presents detailed description of its evolution. This journal is currently ranked in the 12th position worldwide, based on the values of Impact Factors (IF) published by the Thomson Reuter's Institute for Scientific Information (ISI) Web of Knowledge Journal Citation Reports. JCEM entered the first quartile (Q1) of its peer journals based on its worldwide impact in “Engineering, Civil” category of the ISI Web of Science. However, it has been argued that the IF value is not the sole and possibly not the best measure of journal quality. A number of metrics as well as bibliometric indicators have been developed to measure the impact of scholarly journals. The paper proposes an integrated multiple criteria approach for ranking journals. The essence of the approach lies in the ability to rank journals considering several criteria simultaneously and applying Multiple Criteria Decision Making (MCDM) methods to derive the rankings. Journals from the Q1 quartile of the “Engineering, Civil” category of the Web of Science were analyzed based on seven indicators derived from Journal Citation Reports while applying Weighted Aggregated Sum Product Assessment (WASPAS) method. Integrated rankings with the use of this method were then compared with journal rankings based on their ISI Impact Factor values.

Construction companies usually perform several construction projects at the same time. Projects differ by complexity, duration, budget, variety of works, and number of implementers. Also vary the results of the projects: some of them have been implemented successfully, other terminated with losses or accidents. To determine the causes of one or another result the analysis of project work flow indicators should be performed. The evaluation of project indicators during implementation is not easy task due to the lack of up to date data and indicators measuring problem. The purpose of the research was to analyze common project management problems, the success factors of construction projects and to illustrate how to assess a projects' execution efficiency by mean of the aggregated indicator in particular company. In case study the problem of project performance indicators selection was analyzed, the aggregated project's performance criterion was determined by applying the methods of multi-criteria analysis and logarithmic normalization method was applied. Results show that by using the aggregated indicators it is easy to compare the projects, the received impartial information is useful for strategic planning, quality management, for solving the tasks of resource allocation, motivational project evaluation.

Numerous countries are trying to find the best method for suitable management of real estate objects that encompass both material value and cultural property. Cultural property can be defined as historical heritage in the form of volumetric and planned spaces of buildings. Yet another problem lurks in utilization and maintenance of such buildings, which are usually regulated by national legislation thus aggravating certain decision-making processes related to their adjustment to the needs of the public or investors. This article addresses the status of some buildings located in the historic city centre of Vilnius and analyses indicators, on the basis of which such buildings could be assessed in order to identify their need for reconstruction, considering archaeological, historical, architectural, economic, social and other arguments. As experience in reconstruction suggests, such decisions demand for well-reasoned and precise concepts as each hasty conclusion usually results in mistakes that demand for additional work and funds. AHP and ARAS methods, which are well-known in decision-making, have been chosen to design the algorithm for priority setting.

Nowadays modernization of multi-dwelling houses appeals greatly to those from landlords to politicians. The key problem that drives the issue is maintenance price, which mainly consists of two elements: (1) huge energy consumption during heating season, and (2) simultaneously rising greenhouse gas emissions from fuel combustion. Currently, most of the studies highlight particularly an economical aspect although on a global scale an ecological element becomes even more important. Hence the present paper combines both parts but mainly investigates an ecological compound, i.e. greenhouse gas emissions. Although it has been revealed that the binding targets of the Kyoto Protocol were very easily achievable for Lithuania, it is obvious that in the context of climate change a constant decline of emissions is necessary. Therefore, the paper seeks to establish an unconventional treatment of the Kyoto Protocol and its practical application on multi-dwelling modernization. The method aims at decreasing emissions significantly. The two scenarios have been investigated according to which modernization could help cut emissions by 8% or 20% of 1990 levels. Modernization scenarios were evaluated using multi-criteria decision making methods, i.e., COPRAS, WASPAS and TOPSIS according to which optimal option was revealed. The final results have revealed that a complete replacement of windows would help decline total emissions approximately by 30% and thus greatly fulfilled initial expectations.

Tunneling industry has seen great advancements in underground construction projects. Now, it has significant difference with the last two decades. In many times, tunneling projects find themselves involved in the situation where unexpected conditions threaten the continuation of project. Managers always look for a reliable technique to overcome limitations of finance and time. TOPSIS method is widely used to solve multi criteria decision making (MADM) problems. This technique assigns the best alternative among a pool of feasible alternatives. Furthermore, due to inherent uncertainties in tunneling, using fuzzy logic in order to take into account these uncertainties can be useful. In addition, new factors are introduced to promote the accuracy of risk analysis. Finally, a real world case study is presented to show the effectiveness and the accuracy of the new risk evaluation model. The results demonstrated that collapse is the riskiest parameter in Ghomroud water conveyance tunneling project.

One of the major principles of crisis management, aimed at converting the emergency situations into the normal state by considering sustainable development and all safety regulations, is based on the reconstruction of the damaged areas. To achieve this, the use of cold-formed steel structures, allowing for cost saving in materials and flexibility in the implementation method, seems to be highly suitable for reconstructing the damaged areas. These structures may be implemented by using three types of construction, including panelized, modular construction and, finally, construction of stick-built buildings. For this purpose, a conference meeting for identifying important criteria was held and twelve experts in four scientific areas, including civil engineering, economy and architecture, as well as top managers, participated in this conference. Then, the experts took part in assigning weights to important criteria and evaluating the alternatives. In the present research, the AHP method for weighing the important criteria, as well as a novel multi-criteria decision-making method called ‘Complex Proportional Assessment of alternatives with Gray relations’ (COPRAS-G) for evaluating the alternatives, were applied. The COPRAS-G deals with criteria determined by the gray relational grade. The criterion values are expressed in intervals. The results show that the construction quality is the most important criterion, while panelized construction is the best way of reconstructing the damaged areas. The research results presented in this paper can be useful for crisis management in any country of the world.

This paper presents a multi-attribute assessment of an indoor environment of dwelling-houses, since it depends on a number of criteria, like temperature, humidity, noise, etc. There are a number of works, where a comparison of indoor environment of different dwelling-houses are analysed and the best alternative is determined. Only a few works compare a present state of an indoor environment of dwelling-houses with standards, like the Lithuanian hygienic norm or ISO EN 7730. In this paper, a multi-attribute assessment of indoor environment of dwelling-houses based on the concept of the ideal indoor environment is presented. This concept defines an optimal indoor environment of a dwelling-house according to the Lithuanian hygienic norm and some other regulations presented in the paper and is introduced to determine the deviation of each alternative (an indoor environment of a dwelling-house) from the optimal values. In the case study the TOPSIS method is used for the MADM of an indoor environment of dwelling-houses in Naujoji Vilnia, Vilnius, Lithuania.

Artykuł ten prezentuje wieloatrybutową ocenę środowisk wewnętrznych zamieszkałych domów. Zależy ona od wielu kryteriów, takich jak temperatura, wilgotność, hałas itp. Istnieje wiele prac, które porównują wewnętrzne środowiska różnych zamieszkałych domów i wybierają najlepszą możliwość. Tylko kilka z nich porównuje stan faktyczny środowisk wewnętrznych zamieszkałych domów z normami, takimi jak litewska norma "higieny" lub ISO 7730. W niniejszej pracy pokazano wieloatrybutową ocenę środowisk wewnętrznych domów zamieszkałych, opartą na koncepcji idealnego środowiska wewnętrznego. Koncepcja ta definiuje optymalne środowisko wewnętrzne domów zamieszkałych zgodnie litewską normą "higieny" i innymi regulacjami prezentowanymi w pracy i jest wprowadzona, aby wyznaczyć odchylenia każdej możliwości (środowiska wewnętrznego domów zamieszkałych) od wartości optymalnych. W analizowanym przypadku wykorzystano metodę TOPSIS do wieloatrybutowej oceny środowiska wewnętrznego domów zamieszkałych w Naujoji Vilnia w Wilnie na Litwie.

The paper proposes a methodology for determining management strategies in construction enterprises. For this purpose, the SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis as an instrument for formulating management strategies is recommended. The best practices for this reason are also analysed. The algorithm helps to select the most preferable strategies based on the AHP, expert judgment and permutation method of feasible alternatives. A perspective of construction enterprises management regarding the SWOT is carried out on a basis of selected description of the current state and the feasible future alternatives. Finally, the selected alternatives are ranked according to the permutation method of feasible alternatives. The case study shows the applicability of the proposed model to the real management problems solution.

W pracy zaproponowano metodologie określania strategii zarządzania dla przedsiębiorstw budowlanych. W tym celu wykorzystywana jest analiza SWOT (mocnych stron, słabych stron, szans, zagrożeń) jako narzędzie służące do formułowania odpowiedniej strategii zarządzania. Algorytm pomaga wybrać najbardziej korzystną strategie opartą na AHP, ekspertyzie i metodzie permutacyjnej dla prawdopodobnych scenariuszy. Perspektywa zarządzania przedsiębiorstwem budowlanym w ujęciu SWOT jest przeprowadzana na podstawie wybranych opisów stanu aktualnego oraz przyszłych możliwych scenariuszy. Finalnie wybrane scenariusze są oceniane w oparciu o metodę permutacyjną. Studium przypadku pokazuje możliwości zastosowania proponowanego modelu do rozwiązywania rzeczywisty problemów zarządzania.

The paper describes model of dwelling selection, using fuzzy games theory. Two types of buildings are under consideration: traditional singe flat dwelling house and loft flat dwelling house. Four alternatives of heating system are taking into account: coal based, gas based, biomass based, and combined biomass and gas based systems. Alternatives are described by a criteria set. Values of the criteria are determined by simulation and according to the statistic. Fuzzy games are applied for decision aiding. The problem solution result shows that fuzzy matrix games theory is appropriate for such purposes.

W artykule przedstawiono model służący do oceny mieszkania. Do badań przyjęto dwa typy budynków: tradycyjny budynek mieszkalny z kawalerkami oraz budynek mieszkalny z "loftami". Pod uwagę wzięto cztery alternatywne systemy ogrzewania budynków: węglem, gazem, biomasą oraz system mieszanym, tj. biomasą i gazem. Alternatywne systemy są opisane przez zbiór kryteriów. Wartości kryteriów zostały wyznaczone metodą symulacji oraz przy zastosowaniu metod statystycznych. Do wspomagania procesu decyzyjnego zastosowano rozmytą teorię gier. Wynik rozwiązania postawionego w artykule problemu wskazuje, że rozmyta macierz teorii gier jest odpowiednia do takich celów.

The paper presents the process of selection the foundation instalment alternative, which have to be the most appropriate and safe for building which stands on the aquiferous soil. The selection is based on a set of criteria: costs of instalment, instalment duration, the complexity of decisions, advantages and disadvantages of decisions, transferability and maintainability of installed foundation system, past experience implementing the approved decisions, etc. The criteria for evaluation and their importance are selected by taking into consideration the interests and goals of the client as well as factors that influence the efficiency of construction process and safety of future building. The solution of problem was made by applying Additive Ratio ASsessment (ARAS) method. The proposed technique could further be applied to substantiate the selection of effective alternative of structures, technologies, investments and etc.

Artykuł prezentuje proces wyboru alternatywnego usadowienia fundamentu najbardziej odpowiedniego i bezpiecznego dla budynku stojącego na gruncie wodonośnym. Wybór bazuje na zestawie kryteriów: koszt usadowienia, okres usadowienia, stopień skomplikowania decyzji, zalety i wady decyzji, możliwość przenoszenia i konserwacji usadowionego systemu fundamentu, doświadczenie z wdrożenie przyjętych decyzji, itd. Kryteria oceny i ich znaczenie są wybierane z uwzględnieniem interesów i celów klienta oraz czynników wpływających na efektywność procesu budowlanego i bezpieczeństwa budynku. Rozwiązania problemu dokonano przy zastosowaniu metody ARAS. Proponowana metoda może w przyszłości być zastosowana do uzasadnienia wyboru struktury, technologii, inwestycji itd.

The paper considers major principles of methods based on quantitative measurements. The problem of construction investments is of paramount importance because they determine the potential of construction and the structure of expenses. The calculation of investments is an expensive tool of enterprise management used in planning the investments. It can be perceived as the harmonization and evaluation of the models for investment decision-making. Methods based on a single criterion can hardly be used in solving the problems associated with sophisticated technological or marketing systems. It is a multiple attribute decision method, taking into consideration major efficiency criteria, that enables the effective methods of solving complicated problems. When the quantitative criteria are precisely defined, the developed quantitative multiple criteria decision making (MCDM-1) method can be successfully applied. The present paper is devoted to the analysis of the algorithm and methods of application of the suggested technique.

Content available remote The MOORA method and its application to privatization in a transition economy

A new method is proposed for multi-objective optimization with discrete alternatives: MOORA (Multi-Objective Optimization on the basis of Ratio Analysis). This method refers to a matrix of responses of alternatives to objectives, to which ratios are applied. A well established other method for multi-objective optimization is used for comparison, namely the reference point method. Later on, it is demonstrated that this is the best choice among the different competing methods. In MOORA the set of ratios has the square roots of the sum of squared responses as denominators. These ratios, as dimensionless. seem to be the best choice among different ratios. These dimensionless ratios, situated between zero and one, are added in the case of maximization or subtracted in case of minimization. Finally, all alternatives are ranked, according to the obtained ratios. Eventually, to give more importance to an objective, an objective can be replaced by different sub-objectives or a coefficient of importance can be specified. An example on privatization in a transition economy illustrates the application of the method. If application is situated originally in a "welfare" economy, centered on production, MOORA becomes even more significant in a 'wellbeing economy", where consumer sovereignty is assumed.

The analysis of information, expert and decision support systems used in sustainable urban development that were developed by researchers from various countries assisted the authors in the creation of their own Sustainable Urban Development Decision Support System (SUD-DSS). SUD-DSS differs from other systems in the use of new multiple criteria analysis methods as were developed by the authors. The database of a sustainable urban development was developed providing a comprehensive assessment of alternative versions from the economic, political, legal, social, management, technical, technological and other points of view. Based on the above complex databases, the developed SUD-DSS enables the user to analyse alternatives quantitatively (i.e. a system and subsystems of criteria, units of measure, values and weights) and conceptually (i.e. the text, formula, schemes, graphs, diagrams and videotapes).

Strategia harmonijnego rozwoju konkretnego miasta nie może być ślepo naśladowana. Może ona jedynie być dostosowywana do warunków ekonomicznych, społecznych, politycznych, prawny i innych. Nie istnieje jakaś uniwersalna strategia harmonijnego rozwoju miasta pasująca dla jakiegokolwiek społeczeństwa lub kraju. Analiza systemów wspierania decyzji informacyjnych, ekspertowych utworzonych przez naukowców z różnych krajów pobudziła autorów do stworzenia swojego systemu wspierania decyzji harmonijnego rozwoju miasta (SWDHRM). System ten od innych systemów różni się tym, że są w nim stosowane nowe, stworzone przez autorów metody analizy wielowymiarowej. Także została stworzona ba/a danych mogąca służyć do szczegółowej oceny perspektyw ekonomicznych, politycznych, prawnych, społecznych, zarządczych, technologicznych oraz ich wersji. Przy użyciu wspomnianej bazy danych w utworzonym SWDHRM można przeprowadzać ilościową i jakościową analizę kolejnych wersji.

Within the frame of E-Business and Internet literature, Web-based decision support systems have drawn the attention of researchers from a wide spectrum of disciplines. Web-Based Decision Support Systems can play a critical role, in ethical and trust decision situations. A variety of questions have been analyzed to determine which ethical and trust problems can be supported online. The results of this study provide useful insight for creating one's own Ethical Web-Based Decision Support System (EDSS). Application of EDSS allows to determine the strengths and weaknesses of trust and ethical alternatives. Calculations were made to find out by what degree one alternative is better than another and the reasons disclosed why it is namely so. Landmarks are set for an increase in the efficiency of ethical and trust alternative. In order to demonstrate the application of the EDSS a practical example is considered below.

Większość sytuacji etycznych w życiu powtarza się tysiące razy. Dlatego jest rozsądne stworzenie bazy danych typowych sytuacji, ich rozwiązywania (warianty, system kryteriów określających je, znaczenie i wartość) oraz typowych zasad podejmowania decyzji. W razie potrzeby taka baza danych może być wykorzystywana do rozwiązywania problemów praktycznych. Na podstawie analizy modeli i metod oraz metod analizy wielowymiarowej opracowanych przez autorów powstał internatowy system wspierania decyzji etycznych (WDE). System WDE składa się z bazy danych oraz systemu zarządzania bazą danych, bazy modeli oraz systemu zarządzania bazą modeli, interfejsu użytkownika. Z wykorzystaniem teorii etyki, przepisów prawa (konstytucja, standardy prawne), kodeksów etyki zawodowej, moralnych standardów indywidualnych i społecznych, dokumentów i zasad wewnętrznych organizacji, przygotowywanych raportów, metod eksperymentalnych i innych jest tworzona baza danych WDE. W bazie danych WDE warianty decyzji etycznych są opisywane za pomocą form ilościowych (system kryteriów, jednostki miary, znaczenia i pierwotne wartości) oraz koncepcyjnych (tekst, schematy, grafiki, diagramy, wykresy i wideokasety). Ponieważ warianty decyzji etycznych często są oceniane z różnych pozycji, wśród modeli systemu WDE istnieją modele (oparte na metodach opracowanych przez autorów) pomagające w kompleksowej analizie tych wariantów i w podjęciu decyzji.

The note presents development and trends of international cooperation between three academic centers from Germany, Lithuania and Poland. The review of results of nine conferences has been presented. Exchange of experiences, integration of the academic community, support for promotional works constitute goals of these meetings. Decision making methods and multi-criterion optimization have been important subjects of the cooperation.

Internet has become the environment of information and business in which there are millions of electronic sites and systems designed for the e-commerce and e-business. It gives new and great opportunities in different fields. In order to improve the process of selection of construction products, the possibilities to apply constantly improving computer technologies carry a significant weight. It is very important, because the proper selection of construction products has a significant impact on construction effectiveness. Therefore, in this article special attention is paid to the organization of construction products commerce when applying innovative computer technologies. To achive this effect, the analysis of electronic systems for construction products commerce was carried out and possible decisions as well as support methods were analyzed. Additionally, following the research results, the model of construction of an e-business system was made as well.

W ostatnim okresie na świecie powstało wiele systemów elektronicznego handlu materiałami i wyrobami budowlanymi. Jednak systemy te mają pewne braki: efektywność wariantów najczęściej jest określana za pomocą jednego kryterium (cena) bez uwzględnienia innych charakterystyk (stosowane zniżki, przewodnictwo cieplne, przeni-kainość dźwięku, szkodliwość dla zdrowia, ocena wyglądu estetycznego, ciężar, dane techniczne, wytrzymałość fizyczna i moralna itp.) materiałów i wyrobów budowlanych (MWB). Autorzy artykułu, chcąc wyeliminować te i inne braki, stworzyli system elektronicznego biznesu budowlanego, który obecnie ma następujące funkcje: wyszukiwanie MWB, znalezienie wariantów oraz tworzenie tabeli lub tabel porównawczych, wielowymiarowa analiza wariantów i określanie najskuteczniejszych itd. Obecnie system elektronicznego biznesu budowlanego składa się z pierwotnej bazy danych, baz danych dostawców, producentów, wyrobów budowlanych, użytkowników systemu, informacji wizualnej oraz informacji pomocniczej. W każdej bazie danych jest gromadzona informacja odpowiadająca pewnych cechom. Następnie na podstawie takiej informacji są podejmowane decyzje. System elektronicznego biznesu budowlanego składa się z modeli grupowania towarów, wyszukiwania towarów, określania wartości kryteriów, analizy wielowymiarowej, określania stopnia użyteczności i przedstawiania zaleceń.
