W artykule omówiono zagadnienia związane z rozwojem międzynarodowych rynków węgla. W 2017 r. produkcja węgla kamiennego wzrosła o 3,1% po dwuletnim spadku. Udział węgla energetycznego w porównaniu z 2010 rokiem nie zmienił się. W globalnym zużyciu pierwotnych nośników energii udział węgla zmniejszył do 28%. W UE ten wskaźnik jest dwukrotnie mniejszy. BP szacuje obecnie wystarczalność światowych zasobów węgla na 118 lat – jest to trzy razy więcej niż wystarczalność ropy i gazu. Produkcja węgla w świecie jest obecnie na poziomie niewiele wyższym od 2010 roku. Średnioroczne tempo wzrostu wynosi dla węgla 0,5%, dla ropy 1,5% i dla gazu 2,2%. Odmienna jest sytuacja w UE. Zarówno w produkcji, jak i w zużyciu mamy wyraźne tendencje spadkowe. Światowe prognozy wzrostu gospodarczego obecnie są oceniane optymistycznie, mimo występujących wielu zagrożeń. Jest to ważny wskaźnik pośrednio mówiący o zapotrzebowaniu na energię. Handel międzynarodowy węglem obejmuje około 15−20% produkcji. Chiny są kluczowe dla międzynarodowego rynku węgla. Jest to największy producent, konsument i importer węgla. Obecnie prognozy znajdują się pod silną presją sytuacji cenowej. Takie poziomy cen były obserwowane ponad siedem lat temu. Ceny te nie powinny się utrzymać w kolejnych latach. Średnia cena w prognozie do 2022 roku jest na poziomie 75 USD/tonę.

The paper presents selected issues related to the development of international coal markets. World consumption of coal dropped for the second year in a row in 2016, primarily due to the lower demand from China and the US. The share of coal in global primary energy consumption decreased to 28%. World coal production accounted to 3.66 billion toe and it was lower by 6.2% when compared to the previous year. More than 60% of this decline took place in China. The decline in global production was more than four times higher than the decrease in consumption. The sufficiency of the world resources of coal are estimated at 153 years – that is three times more than the sufficiency of oil and gas resources. After several years of decline, coal prices increased by 77% in 2016. The current spot prices are at the level of $80/ton and are close to the 2014 prices. In the European market, after the first half of the year, coal prices reached the level of around 66% higher than in the same period of the last year. The average price in the first half amounted to PLN 12.6/GJ, which is close to the 2012 prices. The share of spot trade in the total purchase amount accounted to approx. 20%. Prices in futures contracts can be estimated on the basis of the Japan-Australia contracts prices and prices in supplies to power plants located in Germany. On average, the prices in supplies to these power plants were higher by approximately 9% in the years 2010 – 2016 and prices in Australia – Japan contracts were 12% higher than CIF ARA prices in 2017. Global energy coal trade reached about 1.012 billion tons in 2016. A decline by 4.8% is expected in 2019 primarily due to the expected reduction in demand in major importing countries in Asia.
W artykule przedstawiono funkcjonowanie systemu handlu emisjami w Unii Europejskiej, zwracając uwagę na fakt, że UE jest prekursorem wdrażania tego systemu, który obecnie rozprzestrzenia się również na inne kraje i regiony. Pokazano jak zmieniały się ceny uprawnień w latach 2016-2017, a także przedstawiono prognozy na kolejne lata aż do 2030 roku. Ceny uprawnień podano zarówno jako notowania dzienne, jak i średnie kwartalne. Przedstawiono też ceny w poszczególnych okresach rozliczeniowych, czyli w latach 2006-2008, 2008-2013 oraz 2013-2018. W dalszej części artykułu omówiono ilości poszczególnych substancji, wyemitowanych w roku 2015 przez źródła spalania zaangażowane w produkcję energii elektrycznej oraz energii elektrycznej i ciepła oraz wskaźniki emisyjności obliczone z uwzględnieniem wielkości wyprodukowanej energii elektrycznej, a także wielkości emisji CO2 w latach 2015 i 2016 dla poszczególnych branż. W zestawieniach pokazano wielkość emisji gazów cieplarnianych w UE w latach 1990 – 2015, w tonach ekwiwalentu CO2, ogółem i w przeliczeniu na osobę w wybranych krajach UE.

The article presents the functioning of the emissions trading system in the European Union, noting the fact that the EU is a precursor to the implementation of this system, which is now also spreading to other countries and regions. It was shown how the prices of allowances changed in 2016-2017, and forecasts for subsequent years until 2030 were presented. The prices of allowances are given both as daily and quarterly averages. The prices were also presented in individual settlement periods, i.e. in 2006-2008, 2008-2013 and 2013-2018. The next part of the article discusses the amounts of individual substances, emitted in 2015 by combustion sources involved in the production of electricity and electricity and heat, and emission ratios calculated taking into account the volume of electricity produced, as well as CO2 emissions in 2015 and 2016 for individual industries. The list shows the volume of greenhouse gas emissions in the EU in the years 1990 - 2015, in tonnes of CO2 equivalent, total and per capita in selected EU countries.
A significant part of hard coal production (15–19% in the years 2010–2017, i.e. 1.0–1.3 billion tons per year) is traded on the international market. The majority of coal trade takes place by sea, accounting for 91–94% of the total coal trade. The article discusses the share of coal in international seaborne trade and the largest coal ports. Coal is one the five major bulk commodities (in addition to iron ore, grain, bauxite, alumina, and phosphate rock). In the years 2010–2016, the share of coal in international seaborne trade and major bulk commodities was 36–41% and 11–12%, respectively. Based on the analysis of coal throughput in different ports worldwide, the ports with the largest throughput include the ports of Qinhuangdao (China), Newcastle (Australia), and Richards Bay (South Africa). For 2013–2017, their throughput amounted to a total of 411–476 million tons of coal. The largest coal exporting countries were: Australia, Indonesia, Russia, Colombia, South Africa, and the US (a total of 85% share in global coal exports), while the largest importers are Asian countries: China, India, Japan, South Korea and Taiwan (a 64% share in global imports). In Europe, Germany is the largest importer of coal (54 million tons imported in 2016). The article also discusses the freight costs and the bulk carrier fleet. Taking the price of coal at the recipient’s (i.e. at the importer’s port) into account, the share of freight costs in the CIF price of steam coal (the price of a good delivered at the frontier of the importing country) was at the level of 10–14%. In the years 2010–2016, the share of bulk carriers in the world fleet was in the range of 11–15%. In terms of tonnage, bulk carriers accounted for 31–35% of the total tonnage of all types of ships in the world. The share of new (1–4 years) bulk carriers in the total number of ships on a global scale in the years 2010–2016 was 29–46%.

Międzynarodowy rynek węgla kamiennego stanowi fragment jego światowej produkcji (15–19% w latach 2010–2017, tj. 1,0–1,3 mld ton/rok). Główna część międzynarodowych obrotów węgla realizowana jest drogą morską stanowiąc 91–94% ogólnych obrotów handlowych tym surowcem. W artykule skupiono się na omówieniu udziału węgla w światowych morskich przewozach ładunkowych, jak również głównych węglowych portów morskich. Węgiel stanowi jeden z pięciu głównych ładunków masowych suchych wyszczególnianych w statystykach morskich (obok rudy żelaza, zbóż, boksytów i aluminium oraz fosforytów). W latach 2010–2016 udział węgla w strukturze morskich przewozów ładunków w skali globalnej wynosił 36–41%, a w strukturze pięciu głównych ładunków suchych – 11–12%. Z analizy przeładunków węgla w różnych morskich portach świata wynika, że pod względem tonażowym największe przeładunki realizowane są w portach: Qinhuangdao (Chiny), Newcastle (Australia) i Richards Bay (RPA). W latach 2013–2017 przeładunki te rocznie wynosiły w sumie 411–476 mln ton węgla. Największymi eksporterami węgla na świecie są państwa: Australia, Indonezja, Rosja, Kolumbia, RPA i USA (łącznie 85% udziału w globalnym eksporcie węgla), a największymi importerami są głównie kraje azjatyckie: Chiny, Indie, Japonia, Korea Płd. i Tajwan (64% udziału w światowym imporcie). W przypadku Europy największym importerem węgla są Niemcy (w 2016 r. importowały 54 mln ton). W artykule omówiono także koszty frachtu morskiego oraz flotę masowców. Biorąc pod uwagę cenę węgla u odbiorcy (czyli w porcie importera), udział kosztów frachtów w cenie węgla u odbiorcy w ostatnich latach kształtował się średnio na poziomie 10–14%. W latach 2010–2016 udział masowców w światowej flocie zawierał się w przedziale 11–15%, a pod względem tonażowym masowce stanowiły 31–35% (łącznego tonażu wszystkich rodzajów statków na świecie). Udział masowców najmłodszych (1–4-letnich) w ogólnej liczbie statków w skali globalnej w latach 2010–2016 wynosił 29–46%.

Światowa produkcja węgla w 2016 r. wyniosła 3,66 mld ton i w porównaniu z rokiem poprzednim była mniejsza 6,2%. Ponad 60% tego spadku miało miejsce w Chinach. Spadek globalnej produkcji był ponad 4-krotnie większy niż spadek zużycia. Wystarczalność światowych zasobów węgla szacowana jest na 153 lata – jest to trzy razy więcej niż wystarczalność ropy i gazu. Po kilkuletnich spadkach, ceny węgla w 2016 wzrosły o 77%. Obecne ceny spot są na poziomie 80 USD/tonę i są zbliżone do cen z 2014 r. Na rynku europejskim po pierwszym półroczu ceny węgla są już wyższe około 66% w stosunku do analogicznego okresu ubiegłego roku. Średnia cena w pierwszym półroczu wyniosła 12,6 zł/GJ i jest zbliżona do cen z 2012 roku. udział transakcji spot w całkowitej puli zakupów wynosi około 20%. Ceny w kontraktach terminowych można szacować na podstawie cen z umów Japonia – Australia i cen w dostawach do elektrowni niemieckich. Średnio w latach 2010–2016 ceny do elektrowni niemieckich były wyższe o około 9%, a ceny w kontraktach Australia –Japonia 12% wyższe od cen CIF ArA. w 2017 r. Światowy handel węglem energetycznym osiągnął w 2016 r. około 1,012 mld ton. W perspektywie 2019 roku oczekuje się spadku o 4,8% – przede wszystkim z powodu spodziewanego mniejszego zapotrzebowania na głównych rynkach importowych w Azji.

W artykule omówiono pozycję węgla w zużyciu pierwotnych nośników energii w świecie oraz w Polsce. Mimo spadku zużycia węgla w ostatnich dwóch latach jego udział w skali globalnej kształtuje się na poziomie ok. 28%. Dla porównania w Europie ten udział wynosi 15%, natomiast w Polsce 56%. Światowa produkcja węgla w 2016 r. wyniosła 3,66 mld toe. Spadek światowej produkcji węgla w stosunku do roku 2015 zmniejszył się o 6% i w głównej mierze był spowodowany spadkiem produkcji w Chinach. Największy udział węgla w zużyciu pierwotnych nośników w świecie posiadają: Republika Południowej Afryki (ok. 70%), następnie Chiny (62%) oraz Indie (57%). W 2015 roku światowa produkcja energii elektrycznej wyniosła 24 255 TWh, z czego udział energii wytworzonej z węgla wyniósł 39% (tj. 9538 TWh). Był to najniższy udział energetyki węglowej uzyskany w latach 2010–2015. Udział energii elektrycznej wytworzonej z węgla w krajach Unii Europejskiej w 2015 r. wyniósł 26% (tj. 826 TWh). W Polsce udział paliw stałych w produkcji energii elektrycznej w 2015 r. kształtował się na poziomie 79%, w tym na węglu kamiennym – 47%, a na węglu brunatnym – 32%. Od 2010 r. udział paliw stałych w produkcji energii elektrycznej zmniejszył się o 7,4 punkty procentowe. W Polsce najbardziej dynamicznie rozwija się energetyka wiatrowa. Z tej energetyki produkuje się już około 11 TWh (dane za 2015 r.). Od 2010 roku energetyka ta odnotowała ponad 5-krotny wzrost. W latach 2010–2016 elektrownie i elektrociepłownie zawodowe zużyły od 36,78 do 42,94 mln ton węgla energetycznego. Z tego udział sprzedaży realizowanej przez krajowych producentów węgla stanowił od 81 do 93% (32,45–38,88 mln ton). Niedobór rodzimego surowca uzupełniany był dostawami węgla z importu. W latach 2010–2016 łączny import węgla energetycznego do Polski zmieniał się od 5,61 do 12,72 mln ton. W latach 2010–2014 r. Polska była importerem netto węgla energetycznego. Sprzedaż importowanego węgla energetycznego do energetyki zawodowej w latach 2012–2016 zmieniała się od 0,32 do 1,66 mln ton. Udział sprzedanego węgla importowanego zakupionego przez energetykę zawodową w latach 2012–2016 stanowił: (i) 4,6–17,5% sprzedaży ogólnie zaimportowanego węgla energetycznego; (ii) 0,9–3,7% sprzedaży krajowej do energetyki oraz (iii) 0,8–4,3% zużycia węgla przez elektrownie i elektrociepłownie zawodowe.

The article discusses the position of coal in the consumption of primary energy carriers in the world and in Poland. Despite a decrease in the consumption of coal in the last two years, its share in the global economy is about 28%. For comparison in Europe this share is 15%, while in Poland 56%. Total world coal production in 2016 amounted to 3.66 billion toe. The decline of world coal production in relation to 2015 has decreased by 6% and was mainly due to a decline in production in China. The largest share of coal in the world's primary consumables is South Africa (about 70%), followed by China (62%) and India (57%). In 2015, world electricity production amounted to 24,255 TWh, of which the share of energy generated from coal was 39% (9538 TWh). This was the lowest share of coal energy generated in 2010–2015. The share of electricity produced from coal in the European Union in 2015 was 26% (ie 826 TWh). In Poland, the share of solid fuels in electricity production in 2011 was 79%, including on hard coal – 47%, and on lignite – 32%. Since 2010, the share of solid fuels in electricity production has decreased by 7.4 percentage points. In Poland, wind energy is the most dynamically developing. The power industry is already producing about 11 TWh (data for 2015). Since 2010, the energy sector has recorded more than 5-fold growth. In 2010-2016, power plants and CHPs consumed 36.78 to 42.94 million tonnes of coal. As a result, the share of sales by domestic coal producers accounted for 81 to 93% (32.45–38.88 million tonnes). The share of sold imported coal purchased by the power industry in 2012–2016 was: (i) 4.6–17.5% of sales of generally imported coal; (ii) 0.9–3.7% of domestic sales to power generation and (iii) 0.8–4.3% of coal consumption by power plants and CHPs.

Ropa naftowa ma cenę światową dzięki temu, że jest notowana na wielu giełdach i jej obrót w porównaniu z innymi surowcami jest bardzo transparentny. W skali świata brak jednolitego rynku gazowego. To powoduje, że ceny gazu na rynkach lokalnych są bardzo zróżnicowane. w przypadku węgla energetycznego na rynkach operuje się wskaźnikami odniesionymi do pewnej standaryzowanej jakości i sprecyzowanej formuły dostawy. Najważniejszym indeksem cen dla tego paliwa jest węgiel z Newcastle. wskaźnik cenowy dla tego węgla australijskiego jest tym, czym cena ropy Brent dla światowego rynku handlu tym paliwem.

Crude oil remains a key energy resource for the world’s economies in spite of an increased role played by renewable energy sources and alternative fuels. The fact that this resource has a global price and is listed on many exchanges causes that reactions to world supply-demand volatility are similar on all resource markets. crude oil price is an important indicator of the shape of the world’s economy. The natural gas market is strongly linked to the crude oil market. Although there is not no general coal price benchmark for coal, key price indexes based on the calorific value 6000 kcal/kg have been used since the 1990s. Due to the strong links between the prices of all resources, we are able to forecast future trends of price fluctuations by analysing the relations between their prices. crude oil is the most important resource because it is listed on many exchanges and is the most transparent resource comparing to other energy sources. The lack of a global gas market is the main reason why gas prices vary accordingly with local market regulations. On the coal market, prices are based on the specified standard quality and the delivery formula. The main coal price index is based on the price of the coal that is loaded at the Newcastle coal Terminal in Australia. The Newcastle coal index corresponds to the Brent crude price – the global crude oil price index.
Celem niniejszego artykułu jest oszacowanie kosztów środowiskowych dla średnich obiektów energetycznych spalających węgiel kamienny w Polsce. W związku z projektem nowych przepisów unijnych (the Medium Combustion Plant (MCP) Directive) zaistnieje konieczność dotrzymania krajowych pułapów emisji. By móc im sprostać, istniejące średnie obiekty energetycznego opalane węglem kamiennym spalania (kotły rusztowe) muszą liczyć się z potrzebą ich modernizacji lub odtworzenia w nowych technologiach. Rynek ciepłowniczy w Polsce ma charakter lokalny, spowodowany dużym rozdrobnieniem przedsiębiorstw ciepłowniczych. Najliczniej reprezentowaną grupą wśród wytwórców ciepła są przedsiębiorstwa o mocy do 50 MW a w nich obiekty wyposażone w kotły rusztowe. Ciepło oraz ciepła woda użytkowa w przedsiębiorstwach ciepłowniczych produkowana jest głównie w oparciu o węgiel kamienny. Jego przeciętny udział w strukturze wytwarzanie ciepła w latach 2008-2014 wynosi aż 74-77%. W artykule oszacowano koszty emisji gazów (SO2, NOx, CO, CO2) oraz pyłów i składowania odpadów stałych, wytworzonych w procesie spalania (w kotłach rusztowych). Wzięto pod uwagę ciepłownie z kotłami rusztowymi. Koszty te obliczono w zależności od zmian parametrów jakościowych węgla (Q, A, S) w przeliczeniu na tonę spalonego węgla o danej jakości. Poziom emisji pyłów oraz ilość tworzących się odpadów stałych zależą od dwóch parametrów: wartości opałowej i zawartości popiołu. W przeliczeniu kosztów na jedną tonę węgla ich wielkość zmienia się tylko w zależności od zawartości popiołu. Dla emisji CO, CO2 i NOx zmiany opłat uzależnione są tylko od wartości opałowej, a przypadku emisji SO2 wynikają zarówno ze zmian wartości opałowej, jak i zawartości siarki. Przedsiębiorstwa ciepłownicze w Polsce najczęściej spalają węgiel kamienny o parametrach jakościowych (wartość opałowa – Q, zawartość popiołu – A, zawartość siarki – S) zawierających się w zakresie: wartość opałowa rzędu 21-22 MJ/kg, 19-21% A i 0,6-0,9% S. Obliczona suma opłat środowiskowych dla zużycia 1 tony węgla tej klasy wyniosłaby 18-23 zł/tonę. Spalanie węgla o wspomnianych parametrach będzie się wiązać z koniecznością stosowania urządzeń odpylających o sprawności na poziomie 62-69%. Obecnie nowoczesne kotły rusztowe spełniają te wymagania, gdyż oferują sprawność odpylania na poziomie ok. 70%. W przypadku emisji SO2 tylko dla węgla o wartości opałowej rzędu 21-22 MJ/kg i zawartości siarki 0,6% S – nie będzie wymagana technologia odsiarczania. Natomiast przy spalaniu gorszych gatunków węgli będzie wymagane odsiarczanie o sprawności ok. 6-30%. Przedstawione szacunki dotyczą norm, które będą obowiązywać od początku 2016 r.

The purpose of this article is to estimate the environmental costs for Polish heating plants with thermal power lower than 50 MW, using hard coal. The draft new EU legislation (the Medium Combustion Plant (MCP) Directive) have the need to meet the national emission limits. To address them, the existing heating plants with thermal power lower than 50 MW using hard coal (stoker-fired boilers) must reckon with the need to upgrade or restore them in the new technologies. The heat generation market in Poland is local, due to high fragmentation of heating companies. The most strongly represented group of producers of heat are heat generation plants with capacity lower than 50 MW. These heating plants are equipped mainly stoker-fired boilers. In Poland, the production of heat and hot water in heating plants is mainly based on hard coal. Its average share in the structure of heat generation in the period 2008-2014 is as high as 74-77%. The article estimated costs of emissions of: SO2, NOx, CO, CO2, particulate matter and costs of solid waste disposal, which are produced in the combustion process of hard coal. The calculations focused on heating plants with stoker-fired boilers. These costs were calculated according to changes in hard coal quality parameters (calorific value - Q, Ash content - A, Sulphur content S). These costs were calculated for one tone of hard coal burned for a particular quality. The companies involved in the Polish heating sector are usually using hard coal of quality parameters (Q/A/S) containing in the range of: 1-22 MJ/kg calorific value, 19-21%A and 0.6-0.9%S. Total fees for emissions of SOv, NO2, CO, CO2 and solid waste disposal of 1 t hard coal this class would be 18-23 PLN/t. The combustion of coal for these parameters will require the need for the use of dust collecting equipment with an efficiency of 62-69%. Today, modern stoker-fired boilers meet these demands because they offer efficiency of extraction of approx. 70%. Considering the SO2 emission only in the case of hard coal of Q parameters amounting to 21-22 MJ / kg and 0.6%S - not required for desulfurization technology. In the case of burning low-grade coal is required desulfurization efficiency of the order of 6-30%. These estimates relate to the standards that will apply from the beginning of 2016. The conducted calculations show that the cost of the economic use of the environment depending on the quality parameters of coal burning may increase the cost of coal burned by 9-11%.
Od 2008 roku przychody z prywatyzacji spółek Skarbu Państwa wyniosły 97 mld zł. Znaczną część tych wpływów Skarb Państwa (SP) osiągnął w wyniku prywatyzacji sektora paliwowo-energetycznego. Obecnie na giełdzie notowane są wszystkie grupy energetyczne i dwie spółki z branży surowcowej JSW i LW Bogdanka. Wartość udziałów SP w spółkach na koniec 2015 r. można szacować na 53 mld zł. Spółki z omawianej branży skupione są w trzech indeksach branżowych - WIG Energia, WIG Paliwa i WIG Surowce. W najważniejszym indeksie GPW omawiana branża była reprezentowana przez 2 spółki paliwowe i 4 grupy energetyczne. Polska giełda w 2015 r była jedną z najsłabszych w Europie. WIG spadł o prawie 20%. Przyczyny spadku to zmiany w systemie OFE (zapoczątkowane w 2014 roku), obłożenie podatkiem banków oraz obawy o kondycję sektora energetycznego. Największe spadki wartości dotyczyły sektora surowcowego (tj. 43,8%). W ostatnim roku nastąpił znaczący spadek cen węgla na rynkach międzynarodowych o ok. 22%, ropy naftowej – 47%, gazu ziemnego – 28% (na rynku europejskim).

Revenues from the privatization of the State-owned companies have amounted to 97 billion zł since 2008. A significant part of the revenues was achieved as the result of the privatization of fuel and energy sector companies. Currently, all the energy groups and two resource companies (JSW and LW Bogdanka) are listed in the stock exchange. The value of shares owned by the State in these companies can be estimated at 53 billion zł at the end of 2015. All these companies are included in the three industrial indices: WIG Energia, WIG Paliwa and WIG Surowce. In the main index of the Warsaw Stock Exchange, the analyzed sector was represented by two fuel companies and four energy enterprises. In 2015, the Warsaw Stock Exchange was one of the weakest in Europe. WIG fell by almost 20%. The reasons for the decline are changes in the OFE (started in 2014), introduction of a new tax on banks and concerns about the condition of the energy sector. The highest declines in the value were related to the resource sector (i.e. 43.8%). Over the last year there has been a significant decline in coal prices on the international market – by approx. 22%, 47% in the case of crude oil, and 28% in the case of natural gas (on the European market).
W artykule przeprowadzono obliczenia symulacyjne pozwalające oszacować ceny węgla loco kopalnia Śląsk (katowice) w zł/Gj - konkurencyjne wobec założonych poziomów cen węgla u odbiorców niemieckich. Obliczenia przeprowadzono dla dwóch klas miałów energetycznych 22 i 25 Mj/kg. Określono ceny konkurencyjne węgla loco producent dla ośmiu wybranych elektrowni niemieckich reprezentujących główne regiony produkcji energii elektrycznej z węgla. W 2014 roku Niemcy przy własnym wydobyciu 7,6 mln ton zaimportowali 36 mln ton węgla. ta sytuacja stwarza możliwość ulokowania węgla z Polski na rynku niemieckim. kluczowym elementem tego problemu są stawki za przewóz węgla i w związku tym konieczność wynegocjowana dużych rabatów w transporcie koleją. Głównym konkurentem dla węgla krajowego w eksporcie do Niemiec jest Rosja, Kolumbia i RPA. Obecny poziom cen na rynkach międzynarodowych 55 USD/tonę pozwala na eksport węgla tylko producentom mającym wyjątkowo niskie koszty jego wydobycia.

The paper presents simulations that allow for the assessment of the prices of coal (ex-mine basis) in Silesia (Katowice) in PLN/GJ - competitive with respect to the assumed levels of coal prices for German consumers. Calculations were carried out for the two grades of fine coals: 22 and 25 MJ/kg. The competitive ex-mine coal prices for eight selected German power plants (representing the main regions of production of electricity from coal) were determined. In 2014, Germany produced 7.6 million tons of their own in addition to importing 36 million tons of coal. This situation creates the possibility of exporting hard coal from Silesia to the German market. The key element of this issue is the rate at which coal can be shipped and therefore the need of large discounts in rail transport. The main competitors for Polish coal exported to Germany are Russia, Colombia, and South Africa. The current level of international coal prices at $55/ton allow the export of coal by producers having only very low costs of exploitation.
An important factor that will affect the price of electricity will be the cost associated with CO2 emissions. The costs of CO2 emission allowances will increase their share in the total cost of electricity production. Poland is a country in which the share of fossil fuels in electricity generation mix is very high. It dropped to the level of 83% in 2013. The largest share of coal (data for 2012) in the electricity generation mix in the world was in South Africa (94%). The global CO2 emissions continues to grow, even though there has been economic slowdown over the last 5 years. In 2012, the CO2 emissions reached a level of 34.5 billion tones. Since 1990, CO2 emissions increased by 52%. Until 2000, the growth was at the level of 1.1% per year, and since 2000 it was 2.6% per year. Coal combustion is responsible for 43% of CO2 emissions. In order to investigate the impact of the price of CO2 emission allowances on the cost of electricity generation, an analysis of the theoretical margin that generators may achieve (CDS spread) was carried out. This paper presents results of simulations that show how the theoretical margin (CDS) changes under assumed coal prices and electricity prices based on the assumed prices of CO2 emission allowances. The results also show what could be the maximum price of coal under given market conditions.
W artykule przedstawiono metodykę określania poziomu konkurencyjnej ceny węgla w stosunku do węgla importowanego oraz do innych paliw na rynku energii elektrycznej. O poziomie konkurencyjności węgla w stosunku do innych paliw świadczą także relacje cenowe pomiędzy nimi. Ceny węgla brunatnego są około 40% niższe od cen węgla energetycznego, natomiast gaz ziemny jest około trzykrotnie droższy od węgla przeznaczonego do wytwarzania energii elektrycznej. W związku z coraz większym importem węgla, ceny w dostawach do dużych odbiorców są stymulowane zmianami cen z rynków międzynarodowych. W wyniku obliczeń przedstawiono symulacje maksymalnych cen węgla u producenta (loco kopalnia), które są konkurencyjne (równe cenom węgla z importu) u użytkownika (elektrowni). Biorąc pod uwagę, że w przyszłości głównym konkurentem węgla przeznaczonego do produkcji energii elektrycznej będzie prawdopodobnie gaz ziemny, omówiono zagadnienie tzw. „parytetu gazowego". Otrzymane wyniki pokazują, jakie mogą być maksymalne ceny węgla w stosunku do cen gazu ziemnego, aby cena energii elektrycznej z tych dwóch paliw była identyczna.

This paper presents the methodology of determining the level of competitive price of coal in relation to the import coal and other fuels on energy markets. The level of competitiveness of coal in relation to other fuels is also determined by their price relationships. Lignite prices, for instance, are 40% lower than those of energy coal. Alternatively, the natural gas price is about three times higher than of coal for electricity production. Along with the increasing level of import of coal, the prices of supplies for the major buyers are stimulated by price changes on the international markets. The performed calculations allowed to present a simulation of maximum prices of coal from the producer (loco mine) which are competitive for (equal to import prices) the user (power station). Taking that the natural gas is the future major competitor for energy coal, the paper discusses the issue of "gas parity". The obtained results show the possible maximum coal prices in relation to the natural gas prices to ensure that both of the prices are equal in terms of supplying electricity.
W artykule zwrócono uwagę na zagadnienie związane z wahaniami cen węgla energetycznego na rynkach międzynarodowych. Analizie poddano ceny węgla importowanego na rynek Polski, którego poziom można traktować jako parytet importowy. Głównymi czynnikami, które oddziałują na poziom cen na rynku krajowym i na tryb zawierania umów są wielkość importu węgla oraz brak barier prawnych i logistycznych w imporcie węgla. Dla rynku europejskiego najważniejszym indeksem cen w imporcie jest indeks CIF ARA, ściśle skorelowany z innymi cenami z rynków międzynarodowych. Obecnie już obserwowana jest zbieżność na rynku polskim z rynkiem międzynarodowym i w przyszłości należy oczekiwać jeszcze silniejszych związków w wyniku zwiększającego się importu węgla. Dodatkowo odbiorcy węgla (elektrownie) coraz więcej energii elektrycznej sprzedają na giełdzie w transakcjach spot i w związku z tym będą chcieli w ten sam sposób realizować zakupy węgla. Realizacja takich kontraktów wymaga jednak dużej wiedzy o funkcjonowaniu tych rynków (wielkość umów, termin realizacji, pośrednicy, koszty dostawy, ubezpieczenia itp).

This article focuses on the issue of the volatility of coal prices in the international markets. It analyses the prices of imported coal in the Polish market, the levels of which can be treated as import parity. The main factors that affect the level of prices in the domestic market and the terms of contracting are the level of imports and the lack of legal and logistical barriers. For the European coal market, the most important aspect is the CIF ARA index, which is closely correlated with the prices observed in other international markets. Only now can a convergence with the international market be observed, and in the future an even stronger relationship should be expected as a result of increases in coal imports. In addition, energy producers are selling increasingly more electricity in the power exchange in the spot market, and will therefore be willing to contract coal purchases in the same way. The execution of such contracts, however, requires extensive knowledge about the functioning of these markets (the quantities stated in contracts, delivery date, brokers, shipping costs, insurance, etc.).
W artykule omówiono pozycję węgla kamiennego w bilansie paliw i energii w latach 2007–2012. Węgiel odgrywa podstawową rolę w zaspokojeniu potrzeb energetycznych przez krajową gospodarkę. Udział paliw stałych w pozyskaniu energii pierwotnej w omawianych latach zmniejszył się o około 2% i wyniósł w 2012 roku 87%. Natomiast w zużyciu obniżył się o 7% i był to efekt związany ze spadkiem wykorzystania węgla koksowego o 13% i węgla energetycznego o 11%. W zużyciu węgla kamiennego w Polsce dominują jednostki energetyki, które zużywają ponad 60% węgla. W ostatnich latach obserwowany jest wzrost zużycia węgla przez sektor drobnych odbiorców. Z węgla kamiennego produkuje się prawie 50% energii elektrycznej i jest to spadek o 9% w stosunku do 2007 roku. Z porównania pozyskania i zużycia energii pierwotnej wynika, że Polska jest per saldo importerem energii. Nadwyżka zużycia nad pozyskaniem paliw pierwotnych w omawianych latach kształtowała się na poziomie około 1000–1400 PJ, tj. około 25–33%. W przypadku tylko paliw stałych sytuację mamy odwrotną – podaż paliw jest wyższa o około 10–12% od zużycia.

This article describes the role of hard coal in the fuel and energy balance of Poland from 2007–2012. Coal plays a fundamental role in meeting the energy needs of the Polish economy. The share of solid fuels in primary energy production during these years decreased by approximately 2%, amounting to an 87% share in 2012. The consumption decreased by 7%, which can be attributed to the decline in the use of hard coal by 13% and steam coal by 11%. Coal consumption in Poland is dominated by the power sector, which uses more than 60% of the coal consumed. In recent years, there has been an increase in coal consumption by domestic customers. Hard coal is responsible for nearly 50% of the generation of electricity, though this decreased by 9% when compared to 2007. A comparison of acquisition and primary energy consumption shows that Poland is a net importer of primary energy. The surplus level of consumption exceeded production of primary fuels in the years in question by approximately 1000–1400 PJ, or by about 25–33%. In the case of solid fuels, the situation is reversed; the supply of fuels is higher by about 10–12% when compared to consumption.
Poland is a country in which the share of fossil fuels is very high. This share is now 86% and it decreased by 6% when compared to previous year. Taking into account the high share of coal in the power sector, this article addresses the issue of emissivity of coal and its impact on the cost of power generation. Coal combustion involves incurring environmental charges, which level depends, in part, on coal quality. Such compounds as SO2, NOx, CO, CO2, PM and waste disposal are of key importance. Coal products coming into the market may vary significantly in terms of qualitative parameters, what has an impact on the costs of use of the environment. Coal producers may indirectly affect part of the costs due to coal preparation. This applies mainly to emissions of SO2, PM and waste disposal. However, in the case of such gases as NOx, CO and C2 the reduction is mainly achieved by applying relevant technologies on the coal users’ side. Calculations presented in this article show how costs of coal combustion, resulting from the use of the environment, can change depending on coal quality. Calculations were carried out on a wide range of parameters: Q: 18–26 MJ/kg, S: 0.3–1.4%, and A: 11–30%. The results of the calculations may be used for the estimation of the environmental costs as well as for the evaluation of grades of coal supplied to the power sector. The coal purchase contracts include, inter alia, the price of coal of specific quality parameters (Q, A, S). The calculated environmental costs of coal in a wide range of parameters can be also used to adjust the price of delivered coal when there is a difference between contractual agreements and the delivered coal quality.

Przychody budżetu z prywatyzacji od 2008 roku wyniosły 54 mld zł, a sektor paliwowo-energetyczny był jednym z głównych filarów tych przychodów. Obecnie na giełdzie w sektorze paliwo-energetycznej notowane są trzy indeksy sektorowe: WIG-Paliwa, WIG-Energia i WIG Surowce. W najważniejszym indeksie na GPW w WIG20 branża jest reprezentowana przez 2 spółki surowcowe – węglowe (JSW, LW Bogdanka), dwie grupy energetyczne (PGE, Tauron PE) oraz trzy spółki paliwowe (PKN Orlen, Lotos, PGNiG). Wyniki tych firm mają więc duży wpływ na poziom notowań tego indeksu. Zmiany notowań akcji spółek i indeksów pokazano na tle zmian indeksów z rynków międzynarodowych (S&P500 oraz DAX). Porównanie notowań z rynkiem zagranicznym wypada niekorzystnie dla polskiej giełdy. Tendencje i poziomy notowań spółek i indeksów są od 2012 roku bardzo rozbieżne z rynkiem międzynarodowym. Wpływ na te wyniki mają zmiany w zasadach funkcjonowania OFE, a także spowolnienie gospodarcze i spadki cen surowców energetycznych.

One of the most important ways of privatizing the fuel-energy sector is the sale of companies shares on public markets. Since 2008, the revenue in the budget after privatization has amounted to 54 bn zl, whereof most was generated in the fuel-energy sector. Currently, the Polish Stock Exchange for fuel-energy sector includes three indexes: WIG-Paliwa, WIG-Energia and WIG-Surowce. The most important index in Poland, WIG20, represents 2 raw-materials and coal companies (JSW, LW Bogdanka), two energy groups (PGE, Tauron PE) and three fuel companies (PKN Orlen, Lotos, PGNiG). Performance of these companies have considerable impact on the level of index quotations. Changes in share quotation of the companies and indexes were presented against the background of changes on the international market (S&P500 and DAX). Comparison of the quotations with the international market makes the Polish Stock Exchange look poor. Since 2012, the tendencies and quotation levels of Polish companies and indexes have shown many discrepancies as compared to the international market. Such an outcome is determined by changes in the rules of OFE insurance fund as well as economic slowdown and drop of prices on fuels.
Z węgla kamiennego i brunatnego w Polsce wytwarza się 86% energii elektrycznej (2012 rok). Udział ten spadł w ostatnich latach o 4%. Wpływ na zmianę struktury ma zwiększający się udział energii z OZE i spadający eksport energii. O poziomie konkurencyjności węgla w stosunku do innych paliw świadczą relacje pomiędzy nimi. Ceny węgla brunatnego są około 40% niższe od cen węgla energetycznego, natomiast gaz ziemny jest około trzykrotnie droższy od węgla. Najwyższe wzrosty cen w ostatnich latach dotyczyły ciężkiego oleju opałowego (125%) i gazu ziemnego (110%). Ceny węgla wzrosły o około 70%. Węgiel kamienny konkuruje z węglem brunatnym poprzez cenę energii, obecnie na rynku krajowym jest to konkurencja bezpośrednia w wyniku wprowadzonych rygorów zmuszających grupy energetyczne do sprzedawania energii poprzez giełdę (tzw. obligo giełdowe). Dlatego też głównie relacje cen między tymi paliwami decydują o popycie na dany surowiec. W artykule przeprowadzone obliczenia pokazują, jak zmienia się wartość Clean Dark Spread przy zmianach cen węgla i cen energii elektrycznej w zależności od przyjętej ceny uprawnień do emisji CO2. Obliczenia te pozwalają określić, jaka może być maksymalna cena węgla przy określonych uwarunkowaniach rynkowych wynikających z rynkowych cen energii i uprawnień emisji. Biorąc pod uwagę, że w przyszłości głównym konkurentem węgla przeznaczonego do produkcji energii elektrycznej będzie prawdopodobnie gaz ziemny, omówiono zagadnienie tzw. „parytetu gazowego". Otrzymane wyniki pokazują, jakie mogą być maksymalne ceny węgla w stosunku do cen gazu ziemnego, aby przy danych uwarunkowaniach węgiel zachował konkurencyjność cenową.

Almost 86% of electricity generation in Poland is based on coal and lignite combustion. This share has fallen by 4% in recent years, resulting from a change in the power generation fuel-mix due to an increasing share of renewables, as well as a drop in the export of electricity. The competitiveness of coal in relation to other fuels can be analysed through a comparison of their pricing. Brown coal prices are about 40% lower than steam coal prices, while natural gas is three times more expensive than coal. The greatest increases in prices in recent years have been seen for heavy fuel oil (125%) and natural gas (110%), while coal prices increased by only about 70%. Steam coal competes with brown coal through the price of energy. Currently in the domestic market, this is direct competition due to the obligation imposed on power companies which are now forced to trade electricity through the stock exchange. Therefore, price relationships between fuels are the main driver of demand for individual fuels. This paper provides an analysis of the change in the value of the Clean Dark Spread with changes in coal and electricity prices depending on the assumed CO2 permit price. These calculations allow one to determine the theoretical maximum price of coal under certain market conditions resulting from the prices of electricity and CO2 emissions allowances. Taking into account that in the future the main competitor of coal for power generation could be natural gas, the issue of so called 'gas parity' is explained. The results of the analysis demonstrate the maximal potential level of coal prices in relation to natural gas prices so that under certain conditions, coal could remain competitive.
Produkcja węgla kamiennego na świecie w 2011 roku wyniosła 6,65 mld ton i była wyższa niż w roku 1990 o około 3,2mld ton (o 93%).W ciągu 21 lat średnie tempo wzrostu wyniosło 3,2%. Od roku wzrost produkcji węgla uległ przyspieszeniu do 6,2%. Węgiel energetyczny miał w tym czasie około 85% udział w wydobyciu. Od 1990 roku zapotrzebowanie na energię wzrosło o 45%, w tym czasie zapotrzebowanie na energię z węgla wzrosło o 56%. Natomiast od roku 2000 wzrost zużycia energii z węgla jest największy spośród innych nośników energii. Średnioroczny wzrost dla węgla był na poziomie 3,9%. Obecnie około 15% wydobywanego węgla podlega wymianie handlowej. Dwa podstawowe rynki węgla kamiennego to region Pacyfiku i Atlantyku, które swoim udziałem obejmują około 80–85% całości wymiany handlowej tym surowcem. W wymianie węglem przeważa handel morski, a tylko 8% transportu węgla obywa się drogą lądową. Poziom obrotów węglem energetycznym w 2010 roku przekroczył 1 mld ton i w stosunku do roku 1990 wzrósł o 124%. Import węgla na rynki Azji i Pacyfiku wzrósł od roku 1990 prawie siedmiokrotnie, natomiast import regionu Europy wzrósł nieco ponad dwukrotnie. Transport morski odbywa się głównie statkami klasy panamax. Na świecie jest ponad 100 portów, przez które eksportuje się węgiel. Natomiast w krajach importerów węgiel rozładowywany jest w około 220 portach. Najważniejsze firmy produkujące najwięcej węgla na świecie to kompanie, do których należy zaliczyć: Coal India, dwie firmy z USA – Peabody i Arch oraz dwie firmy z Chin: Shenhua oraz China Coal.

Within 21 years, the average growth rate was at the level of 3.2%. Since the last year, coal production increased by 6.2%. The share of steam coal was about 85% at that time. Since 1990, demand for energy has increased by 45%, while demand for energy from coal increased by 56%. However, since 2000, an increase in energy consumption from coal is the largest of all the other energy sources. The average annual growth in the case of coal was at the level of 3.9%. Currently, about 15% of the extracted coal is traded. The two main coal markets are the Pacific one and the Atlantic one, which share together about 80-85% of the total coal trade. The maritime trading prevails and only 8% of coal is transported overland. Steam coal trade exceeded 1 billion tonnes in 2010 and, when compared to 1990, it increased by 124%. Import of coal to markets in Asia and the Pacific regions grew nearly 7 times since 1990, while imports of the European region approximately doubled. Maritime transport takes place mainly with the employment if panama vessels. There are more than 100 ports through which coal is exported in the world. However, in the importing countries coal is discharged in about 220 ports. The most important companies that produce most of coal (globally) are the following companies: Coal India, two US companies: Peabody and Arch, and two companies from China: Shenhua and China Coal.
Zniszczenie japońskiej elektrowni jądrowej Fukushima spowodowało powrót dyskusji o przyszłości energetyki jądrowej na świecie. Rozważano, jaki wpływ miałoby zamknięcie elektrowni jądrowych na zapotrzebowanie na węgiel i inne nośniki energii. W artykule omówiono kilka prognoz, jakie ukazały się po katastrofie i uwzględniały tzw. efekt Fukushimy w odniesieniu do węgla energetycznego. Pierwsze analizy rynkowe wskazywały na możliwość znaczącego wzrostu zapotrzebowania na węgiel energetyczny. Z czasem okazało się, że tylko trzy kraje (Niemcy, Belgia i Szwajcaria) zdecydowały o całkowitym odstąpieniu od energetyki jądrowej. Liczący się (w skali handlu światowego) wzrost zużycia węgla mógłby nastąpić jedynie w Niemczech i w Japonii. Niemcy jednak bardzo intensywnie rozwijają energetykę odnawialną i na źródłach odnawialnych zamierzają bazować w przyszłości. Wzrost importu węgla do Niemiec będzie raczej konsekwencją likwidacji własnego górnictwa węgla kamiennego, a w mniejszym stopniu - skutkiem zamykania elektrowni jądrowych. Japonia praktycznie nie posiada własnych surowców energetycznych i musi opierać się na ich imporcie. Bez energetyki jądrowej zaspokojenie potrzeb energetycznych w horyzoncie średnioterminowym nie jest możliwe. Zapotrzebowanie na węgiel energetyczny na świecie będzie przede wszystkim uzależnione od stanu światowej gospodarki. Najwięksi producenci planują wzrost eksportu, co może powiększyć stan nadpodaży węgla na rynkach. Od kilku lat kluczowym czynnikiem wpływającym na popyt i ceny węgla na świecie był poziom zapotrzebowania na węgiel importowany w Chinach i Indiach. Spodziewane spowolnienie wzrostu gospodarczego w Chinach pociągnie za sobą mniejsze zapotrzebowanie na surowce i towary, co może odbić się również na rynkach węglowych. Zużycie węgla w krajach Unii Europejskiej ma tendencję malejącą, a polityka unijna nie jest przychylnie nastawiona do węgla.

The damage to the Japanese nuclear power plant in Fukushima has caused a return to the discussion on the future of nuclear power generation around the world. The impact of shutting down nuclear power plant on the demand for steam coal and other energy carriers has been considerable. This paper describes several energy forecasts, published after the disaster, which took into account the so-called Fukushima effect - in relation to steam coal. The first market analyses indicated the possibility of a significant increase in steam coal demand. However, it appeared that only three countries (Germany, Belgium and Switzerland) decided for a total withdrawal from nuclear power. A significant increase in the global demand for coal would only come from Germany and Japan. Germany is intensively developing renewable sources of energy as a basis for future power generation. An increase in coal imports into Germany will be a consequence of domestic coal mining liquidation, and - to a lesser extent - the result of nuclear power plant closures. Japan possesses practically no domestic fossil fuel resources and must rely on imports. Without nuclear power, it is impossible to cover its energy needs in the middle term. Steam coal demand in the world will depend first of all on the condition of the global economy. Big coal producers plan to intensify coal exports, which could increase the oversupply of coal on the international markets. For several years, the level of imported coal demand in China and India has been the key factor influencing world coal demand and prices. An expected slowdown in the Chinese economy will lead to lower demand for goods and raw materials and also have an influence on the coal market. Coal consumption in EU countries shows a downward trend, and EU policy is not friendly to coal.
W artykule przedstawiono znaczenie węgla i gazu ziemnego w sektorze wytwarzania energii elektrycznej w Polsce i UE. Przeanalizowano zmiany w strukturze mocy zainstalowanej UE w latach 2000-2011 oraz zmiany jakie zaszły w krajowej strukturze w ostatnich latach. Przybliżono stan zasobów węgla i gazu w UE, podkreślając przy tym wysoki poziom zasobów węgla w Polsce. Przybliżono tendencje w zakresie wydobycia węgla i gazu ziemnego w UE, ze wskazaniem europejskich liderów w tym zakresie. Porównano zmiany poziomu uzależnienia od importu nośników energii wybranych krajów UE w ciągu ostatnich lat. Dokonano porównania struktury sprzedaży gazu ziemnego w Polsce i UE ze szczególnym uwzględnieniem udziału gazu, który jest zagospodarowany w sektorze wytwarzania energii elektrycznej. W dalszej części artykułu przeanalizowano zmiany w zakresie kosztów wytwarzania energii elektrycznej w Polsce z uwzględnieniem zmian pierwotnych nośników energii (przybliżono także doświadczenia z USA w zakresie wpływu zagospodarowania niekonwencjonalnych złóż gazu ziemnego na wzrost wykorzystania gazu w energetyce). Porównano ceny energii elektrycznej w Polsce ze średnimi cenami w UE (w grupie gospodarstw domowych i średnich przedsiębiorstw).

This paper examines the important role of coal and natural gas in the electricity generation industries of Poland and the European Union. It summarizes changes in the structure of the installed capacity of the EU countries from 2000–2011. The data provided includes approximate quantities of coal and natural gas reserves in the EU, highlighting the large coal reserves in Poland. The paper shows trends in coal and natural gas production in the EU, with particular attention paid to European leaders. Furthermore, it highlights the dependence on energy imports of selected EU countries in recent years. A comparison is made of the structure of natural gas sales in Poland and the EU, noting the share of gas consumed by the power generation sector. Consequently, the examination reviews the changes in the costs of power generation in Poland, taking into account changes in primary energy carriers (outlining the United States’ experiences with the impact of unconventional natural gas development on the increased use of gas as a fuel for power generation). Electricity prices in Poland were compared with the average prices in the EU (for households and medium-sized enterprises).
Mimo trwającego spowolnienia gospodarczego emisja CO2 cały czas rośnie. Od 1990 roku wzrosła o 38%. Ponad 50% emisji pochodzi z USA, Unii Europejskiej i Japonii. W Polsce w stosunku do roku 1990 emisja spadła o 16,4%, podczas gdy w panstwach OECD spadła o 6,2%. W tym czasie w Chinach nast1pi3 prawie trzykrotny wzrost emisji do poziomu 5,1 ton CO2 na osobe. Sektor energetyczny jest odpowiedzialny za 41,0% emisji (2009 rok). W Polsce w 2010 roku nast1pi3 wzrost emisji o 4,5%. Jednak krajowe emisje CO2 nie przekroczyły puli bezpłatnych pozwoleń. W roku 2011 Komisja Europejska ustaliła warunki przyznawania darmowych uprawnien do emisji CO2 europejskim przedsiębiorstwom. Natomiast w 2012 r. Komisja przyjeła scieżkę obniżania unijnych emisji CO2 o 80% do 2050 r. Handel uprawnieniami do emisji CO2 w Europie (EUA) obecnie funkcjonuje w tzw. drugim okresie rozliczeniowym. Najwiekszym rynkiem giełdowym jest Europejska Giełda Klimatyczna oraz giełda BlueNext. Około 70% transakcji w danym roku na giełdach odnosi sie do kontraktów na grudzien danego roku. Ceny uprawnień do emisji EUA (notowanych na giełdach) od I pierwszego okresu rozliczeniowego charakteryzowały sie dużą zmienność. Ceny w notowaniach dziennych wahały sie w szerokich granicach od 0,1 do 29,5 EUR/tone CO2. Głównymi czynnikami wpływającymi na kształtowanie sie cen (wzrost bądź spadek) uprawnień są: brak decyzji o zwiekszeniu celów redukcyjnych, możliwością wycofania do 1,2 mld jednostek w latach 2012–2020, zmniejszenie ryzyka związanego z problemami strefy euro.

CO2 emissions continue to grow despite the ongoing economic slowdown. Emissions have increased by 40% since 2000. Over 50% of total, global CO2 emissions are emitted in the U.S., Japan, and the European Union. In Poland, CO2 emissions dropped by 16% when comparing 2009 emissions with 1990 statistics, while in the OECD countries they decreased by only 6.2%. In the same period, China’s CO2 emissions tripled, reaching 5.1 tons per capita. The energy sector accounts for approximately 41% of the emissions in 2009. As far as Poland is concerned, CO2 emissions increased by 4.5% in 2010. However, total domestic CO2 emissions did not exceed allocated allowances. The European Commission worked out the conditions for grandfathering of CO2 emissions allowances for European companies in 2011, and in the next year adopted a path for reducing the EU’s CO2 emissions 80% by 2050. Currently, the EU CO2 emissions trading scheme is in the second phase. There are two important CO2 emissions trading exchanges: the European Climate Exchange and BlueNext. Approximately 70% of transactions in a given year refer to the contracts for December. Prices of CO2 emissions allowances (EUA) (quoted in the exchanges) have already proved to be volatile since the first phase of the EU Emissions Trading Scheme. Prices in the daily quotations ranged from 0.1 €/tCO2 to 29.5 €/tCO2. The main factors determining price fluctuations are as follows: the lack of a definite decision to increase the emissions reduction targets, the possibility of withdrawal of up to 1.2 billion units in 2012–2020, and a reduction in the risks related to the ongoing problems of the Euro zone.
