W artykule przedstawiono autorskie ujęcie ratownictwa powodziowego w Polsce. Wskazano jego miejsce w aktualnych strukturach ratownictwa, traktując o nich zdecydowanie szerzej niż jedynie przez pryzmat wypadkowej krajowego systemu ratowniczo-gaśniczego, systemu Państwowe Ratownictwo Medyczne oraz łączącego je systemu powiadamiania ratunkowego. Ratownictwo powodziowe przeanalizowano w sposób całościowy, ukazując jego systemowy charakter. Zidentyfikowano elementy systemu ratownictwa powodziowego w Polsce. Zaprezentowano wykaz zadań właściwych podmiotów, z których wynikają relacje zachodzące między nimi. Opisano także syntetyczny cel wyodrębnienia analizowanego systemu z jego nadrzędnych, krajowych odpowiedników (Polskiego Systemu Ratownictwa, systemu ochrony ludności, systemu bezpieczeństwa powszechnego oraz systemu bezpieczeństwa narodowego RP). Artykuł wzbogacono o informacje na temat umiejscowienia systemu ratownictwa powodziowego w polskich strukturach bezpieczeństwa.

The flood rescue is dealt with, as a branch of the common security and meant as an operational activity at all state security management levels in all states of the state performance. It is directed to protect people, as well as properties and environment in order to meet people’s existence needs. It is conducted in or in the context of circumstances related to direct and immediate response to the flood threat. The analysis results concerning the flood rescue aspects allow us to understand them in the systematic approach. Flood rescue entities constitute the system elements. They are connected by relations which are formalized in relevant normative documents. The relations create a hybrid structure of the flood rescue system. The hybridization relies on connecting hierarchical substructures (dedicated to management entities) with network substructures (dedicated to executory ones). The main system objective is to protect people as well as properties and environment (to extend people’s existence needs in biological and survival-cultural dimensions) in or in the context of circumstances related to direct and immediate response to the flood threat. It is important that such kind of operational activity is executed at all levels of state security management and in all levels of its performance. Owning to close correspondence between the flood rescue and the rescue in synthetic meaning, the flood rescue system is also closely functionally connected with the national and international security systems and structures. The strongest relations are observed in case of state rescue system, people protection system, common security system, national security system as well as such international equivalents as INSARAG, UNDAC, People Protection Mechanism of European Union and NATO Crisis Management System.

Chcąc zminimalizować skutki klęsk żywiołowych, do których niewątpliwie zalicza się powódź należy utrzymywać w gotowości do działania wyspecjalizowane siły i środki które będą w stanie w jak najkrótszym czasie nieść pomoc poszkodowanym obywatelom naszego kraju. By tak się stało, musi być zorganizowany system ochrony przeciwpowodziowej, który oprócz monitorowania sytuacji na rzekach będzie w stanie uprzedzić obywateli przed rażącymi skutkami żywiołu, jak również uruchomić siły i środki które swoim działaniem zminimalizują straty jakie może ponieść nasz kraj. Treścią niniejszego opracowania jest przedstawienie systemu ochrony przeciwpowodziowej, który funkcjonuje w ramach szeroko rozumianego systemu bezpieczeństwa narodowego. Analiza przytoczonych dokumentów normatywnych pozwala na wyciągnięcie wniosku, że podsystem ochrony przeciwpowodziowej w naszym kraju funkcjonuje wspólnie z innymi podsystemami, zapewniając bezpieczeństwo wszystkim obywatelom.

The article presents an author approach for flood protection in Poland. The essence of the Flood Protection System is described and explained. The system exceeds a classical understanding that bases only on technical and non-technical protection as well as rescue and supporting entities. An attempt of holistic object analysis allows to identify elements of the Flood Protection System, with highlighting its particular components. Thus, synthetic, conceptual system entity is created – the entity determined by elements of other particular subsystems of the national security system (e.g. people protection system, fire protection system, the National Firefighting Rescue System). Additionally, many-sided meaning of the system is explained with parallel location it in the Polish area of security.

W artykule przedstawiono problematykę działań Państwowej Straży Pożarnej podczas powodzi, która nawiedziła terytorium Polski w 2010 r. Wyniki przedmiotowej analizy posłużyły za punkt wyjścia w rozważaniach na temat podnoszenia sprawności systemu ochrony przeciwpowodziowej w Polsce, jako jednego z podsystemów szczegółowych systemu bezpieczeństwa narodowego Rzeczypospolitej Polskiej. Część pierwsza traktuje o roli i zadaniach Państwowej Straży Pożarnej podczas powodzi w ogóle. Została wzbogacona o wyniki analizy działań powodziowych w 2010 r., w tym informacje dotyczące właściwej współpracy podmiotów reagujących zarządczo i wykonawczo.

The State Fire Service (PSP) is an active element of the flood protection system in Poland. It plays a crucial role in the National Rescue Firefighting System (KSRG) as well. The tasks and responsibilities are determined by the normative documents dealing with the appointment and functioning of the State Fire Service. Some of them concern directly flooding aspects. During the flooding action in 2010, multi-cooperation of rescue took place. State Fire Service cooperated with other KSRG subjects as well as with the crisis management system representatives, state services, inspections and guards including the foreign rescue teams . The multi-cooperation allowed to rise the total effectiveness of flooding protection activities related with the huge threat that caused 29 fatalities and 12.790.000.000,00 PLN material loss.
