The rapid development of information and communication technologies (ICTs) impacts modern society and leads to emergence of Smart City conception. The societal structure in its turn influences the ICT projects. This paper considers evolution of teams, society, Smart Cities (SC), and Information Systems based on Patterns of Primary, Adaptable, Information, and Post-Information Society. The evolution is described in 16 levels according to the Simple Learning Motivations Hierarchy Model (SLMHM). The accordance of societal development stages and structure of the ICT projects is considered as a success factor. The described model can also be served as a framework to design and develop successful ICT solutions and define a strategy for SC development.

Nowadays Information Systems (IS) become more and more distributed, complex, and heterogeneous. Such nature of IS make them or their components a Black Box. Although classical software operates according understandable logic, modern complex software often shows non-determinism in its operation. Artificial Intelligence (AI) based on Artificial Neural Networks (ANN) is an example of such systems. This paper considers IS architecture consisting of 4 components, one of which represents non-determinism as an "Machine Intuition". The architecture is derived from 3-tier computer architecture and based on psychological findings. This approach allowed building a simple and user/developer friendly model. Practical value of the architecture is concluded in ability to better understand, design, and develop the IS containing units with non-deterministic behavior, deal with AI overfitting, underfitting, and threat problems. Architecture and principles represented in this paper can be applied not only to AI/ANN but different IS types.

Implementation of Smart City conception is direction of developing many modern cities. Rapid urbanization leaded to constant increasing urban population. At the same time technological growth is cause of increasing of density and complexity of urban infrastructure. Street Addressing system is an essential component of city management, quality of citizens' life, and other spheres of city's economy. This paper considers peculiarities of Street Addressing system from human and technologies perspectives to be an essential part of the Smart Cities concept implementation.
