Nauki o bezpieczeństwie, w warunkach polskich, identyfikują bezpieczeństwo militarne jako jeden z głównych sektorów bezpieczeństwa państwa (narodowego). Jednym z podstawowych pojęć, które występuje w kontekście rozważań o bezpieczeństwie militarnym jest pojęcie przemocy zbrojnej. Na podstawie wybranych publikacji naukowych i słownikowych autor publikacji podjął próbę analizy porównawczej zastosowania pojęcia przemocy zbrojnej z perspektywy problematyki bezpieczeństwa militarnego. W związku z brakiem precyzji co do sposobu interpretacji omawianego pojęcia, niezbędne będzie ponowne określenie granic i ustalania demarkacji znaczeniowych w odniesieniu do rozumienia przemocy zbrojnej. Należy przyjąć, że podobne podejście będzie potrzebne w odniesieniu do innych pojęć stosowanych w obrębie omawianego sektora bezpieczeństwa.

Security sciences in Poland identify military security as one of the most important sectors of a state (national) security. Armed violence is one of the most basic notions that appears in the contexts of the military security discourses. The author of the publication, on the grounds of selected scientific literature and lexicons, made an attempt to apply comparative method to analyse the notion of armed violence from the perspective of military security problems. Due to the precision deficiency of the interpretation method of debated notion, there will be need for armed violence meaning delineation and demarcation. The analysis leads to assumption that similar process will be required with the reference to other definitions that are utilized within confines of the discussed security sector.

Role and importance of national strategies in Poland

The work on the new edition of the national security strategy requires a reflection on its role and importance in Poland. The analysis of the strategic achievements to date indicates the existence of political, organizational, theoretical, and cultural problems related to the development of the strategy as documents regarding national security, national development, and defense. Special attention should be paid to the problem of formulating a strategy as well as thinking and acting strategically in the military dimension. The problem of the shortage of formal-legal and structural framework of the strategy creation process in Poland indicates that one should strive to formulate a national (state) strategy together with its consolidation in the legal system.

Prace nad nową edycją strategii bezpieczeństwa narodowego skłaniają do refleksji nad rolą i znaczeniem strategii w Polsce. Analiza dotychczasowego dorobku strategicznego wskazuje na istnienie politycznych, organizacyjnych, teoretycznych i kulturowych problemów związanych z opracowywaniem strategii jako dokumentów w dziedzinie bezpieczeństwa narodowego, rozwoju kraju i obronności. Na szczególną uwagę zasługuje problem formułowania strategii oraz myślenia i działania strategicznego w wymiarze wojskowym. Problematyka niedoboru formalnoprawnych i strukturalnych ram procesu tworzenia strategii w Polsce wskazuje, że należy dążyć do sformułowania strategii narodowej (państwa) wraz z ugruntowaniem jej w systemie prawnym.

After the accession to NATO, Polish military should have adapted to new realities but the process coincided with the changes in security environment and with NATO strategic reorientation. In order to meet expectations and contribute to Allied requirements, the Polish Armed Forces faced the dilemma of keeping balance between transformation, the forces numerical decrease and modernization of the inventory. Due to the choice of direction with the focus on capability problems, the change has not brought expected effect until now. Applying existing terminology and notions, the article examines discrepancy between perceptions of the NATO accession and the state of the military effectiveness in the face of deepening the Polish-American military strategic partnership.

Po wejściu Polski do NATO należało przystosować Siły Zbrojne RP do nowej rzeczywistości, jednak proces ten zbiegł się w czasie ze zmianami w środowisku bezpieczeństwa oraz strategii NATO. Aby sprostać oczekiwaniom oraz dokonać wkładu na rzecz Sojuszu, polskie wojsko stanęło przed problemem zachowania równowagi między transformacją, zmniejszeniem liczebności wojsk i modernizacją wyposażenia. W wyniku określonych wyborów, które skupiły się głównie na kwestiach „zdolności”, okazało się że do dzisiaj zmiany nie przyniosły oczekiwanego rezultatu. W artykule przeanalizowano, z wykorzystaniem istniejących terminów i pojęć, niezgodność między postrzeganiem członkostwa w NATO a faktycznym stanem efektywności militarnej sił zbrojnych w świetle wyzwań wynikających z pogłębiającej się polsko-amerykańskiej strategicznej współpracy obronnej.
