The article addresses the overall body of problems pertaining to economic factors conditioning the construction and operation of integrated logistics centres (ILCs). These problems are among the most fundamental decision-making dilemmas related to such investments. The authors of the article have discussed the methodology of assessment and selection of economic factors for the cost-effective construction and operation of ILCs by taking the perspective of entities involved in the construction and functioning of these centres into consideration. Model ILCs are understood as facilities of a specific spatial and functional nature, along with all the infrastructure and organization, where logistics services are rendered in the scope of receipt, storage, distribution and release of goods, supported by auxiliary services provided by businesses independent of forwarders or recipients [3]. From the perspective assumed in the article, logistics centres are considered as projects implemented by both privately owned and public entities, which are open to participation with different economic entities representing the ILC sector, as well as other industries performing their logistics operations on the centre’s premises and using its infrastructure. The article draws from the authors’ own experience, research and insights.

W artykule analizie poddano rynek transportu intermodalnego w Polsce w okresie największego wzrostu tego rodzaju przewozów, tj. w latach 2010–2017. Scharakteryzowano głównych uczestników polskiego rynku transportu intermodalnego. Analizie zostały poddane wielkości przewozów pod względem pracy przewozowej, masy przewiezionych towarów, liczby TEU oraz udziału poszczególnych jednostek transportowych. Na podstawie wyników przeprowadzonych badań można stwierdzić, że w Polsce istnieją zarówno korzystne uwarunkowania zewnętrzne, jak i perspektywy rozwoju transportu intermodalnego. O tym, czy nastąpi wykorzystanie tego potencjału, zadecyduje podjęcie zaproponowanych przez autorów działań ukierunkowanych na eliminowanie istniejących barier oraz tzw. działań wspierających.

The article features an analysis of intermodal transport market in Poland in the period of the highest growth of operations, i.e. in 2010–2017. The main players of the Polish intermodal transport market have bee characterized. The number of services regarding transport performance, freight volume, number of TEU and the share of particular participating entities have been analysed. Basing on the results of conducted research it can be concluded that there are both favourable external conditions and prospects for the intermodal transport development in Poland. The development of this potential depends on taking measures proposed by the authors focused on eliminating existing barriers and so called support measures.

Artykuł stanowi próbę wskazania kierunków wspierania w Europie i Polsce alternatywnych gałęzi transportu w celu ograniczenia dynamicznego wzrostu przewozów drogowych. Omówiono rekomendacje Komisji Europejskiej w stosunku do rozwoju transportu intermodalnego. Przedstawiono strukturę i wielkość przewozów intermodalnych w Europie. Dokonano próby określenia prognozy przewozów intermodalnych w Polsce Wskazano podstawowe przedsięwzięcia warunkujące rozwój transportu intermodalnego w Polsce. Na podstawie doświadczeń wybranych państw Europy Zachodniej sformułowano generalne wnioski dotyczące rozwoju transportu intermodalnego w naszym kraju.

The article is an attempt to indicate directions to promote alternative modes of transport in Europe and Poland in order to reduce a dynamic growth of road transport. The European Commission’s recommendations regarding intermodal transport development have been described. The structure and volume of intermodal services have been presented. The basic measures affecting the development of intermodal transport in Poland have been indicated. Basing on experiences of selected West European countries, general conclusions have been drawn relating to the intermodal transport development in Poland.

The analysis of the motor-car transport development after the transformation of the political system and economy in Poland in 1989 was made in this article. The development of domestic roads in this country with taking into account the constructed highways was also presented. Also the leading role for load carriages in the motor-car transportation was indicated. Some law provisions obligatory for transport agents on the territory of the European Union and the quantities of the transported loads and passengers in the international motor-car transport in 2003-2013 were also taken into consideration in this article. Moreover, the problems of Polish transport agents operating on the territory of the European Union were indicated.

In the systemic approach, each enterprise, (production, transport, commercial) is a complex system of objects and relations between these objects, as well as between the system and its surrounding. As a result of the multitude of variables and indicators of the company's performance assessment, the methods of formalizing the existing relationships are still being sought. Logistics engineering is the field of knowledge which, through the integration of many processes, enables finding practical solutions. It is a rarely used term in Poland, meanwhile, for example in the USA, logistics engineering, using mathematical methods, learning achievements is a commonly used tool, supporting business operations. The article presents primary tasks and possibilities of logistics engineering.

The mandatory management systems implemented since 2008 in rail transport resulting from legal requirements [1-8], very often (especially in the first years of implementing the requirements) functioned independently of the optional procedural approach - ISO standard [9-10]. Currently, the integration of requirements in both the mandatory and voluntary areas has become common practice. Legal requirements and recommendations do not define or suggest any specific form of extending the existing management systems. Regulation EC 402/2013 in Article 3 point 7 [8] defines only the obligation of interaction between systems (interfaces mean all interaction points during the system or subsystem life cycle). The publication describes the relationship between the requirements in the field of management systems currently used in the railway system resulting from legal requirements (Safety Management System - SMS) and voluntary implementations (Quality Management and Environmental Management System).

The article presents the development of urban car-sharing systems. In recent years we have observed substantial increase in the number of such systems implemented all over the world. The number of users has also been rapidly growing which translates into the impact car-sharing services have on transportation behaviour. Additionally, the process contributes to changes of the modal split. The analysis presented covers systems in operation in Europe, Asia and North America. The article is divided into two parts. The first one presents historical development of car-sharing systems, whereas the second, prospects for their development in 2020-2025.

The article discusses the development of the Italian railways between 2002 and 2015, taking into account the investment expenditure allocated to the growth of this transport mode in the period under investigation, as well as within a time horizon extending until 2026. The research has been complemented by an analysis of economic conditions. The paper describes the organizational structure of the Italian national railways, namely, the FS Group and its subsidiary companies, which manage the different sectors of the supply chain, rendering various services and supporting the activities undertaken across the group. Specific trends observed in passenger and cargo transport are analysed, with highspeed railway services given special consideration.

Webster’s delay model was published for the first time almost 60 years ago (exactly in 1958). Next year will be a round anniversary. It became an occasion to verify the model. The method described in the paper discusses thesis of general shifted distribution of service times. Proposes delay model allows to use variance of service time as one of the parameters of a traffic flow at signalized intersection.

In comparison, railways are the safest mode of land transport, not only regarding pure safety performance indicators but also considering external costs to society and to a member state. As for Polish railways, the year 2016 was the safest since 2008 even despite the growth of the railway market. There are still elements that need to be taken care of, such as continuous improvement of safety culture so that there can be a consistency in safety statistics, and improvement of total safety performance. The other key aspect is the analysis of human factor with the involvement of professionals in the area of human performance since it seems that current activities are insufficient. Authors would like to summarise this short article regarding railway safety performance by saying that undoubtedly, railways are constantly the mass transport mode to choose regarding the safety of travel.

Omówiono regulacje prawne obowiązujące przewoźników na terytorium Unii Europejskiej, a także wielkości przewiezionych ładunków i pasażerów w międzynarodowym transporcie samochodowym w latach 2003-2013. Wskazano również problemy polskich przewoźników operujących na terytorium UE.

Artykuł poświęcono analizie i ocenie zasadniczych regulacji w Polsce dotyczących promowania rozwoju inteligentnych, zrównoważonych i efektywnych systemów transportowych. Szczegółowa analiza zapisów w dokumentach wskazała, że większość z nich ma charakter ogólny i nie określa źródeł, sposobów i terminów finansowania. Brak jest na przykład programu rozwoju transportu kombinowanego/ intermodalnego w Polsce. Takie regulacje nie sprzyjają rozwojowi transportu kombinowanego/intermodalnego w naszym kraju. Udział przewozów w nowoczesnych technologiach w stosunku do ogólnych przewozów kolejowych oscyluje w granicach zaledwie 5%. Podkreślono, że w krajach europejskich, w których istnieją precyzyjne regulacje prawne i rządowe, programy wspierania rozwoju transportu kombinowanego/intermodalnego przewozy intermodalne z wykorzystaniem kolei przekraczają 30%.

This article was intended to make an analysis and estimation of a basic regulation existing in Poland and relating to promotion of the development for intelligent, balanced and effective transportation systems. The detailed analysis of records in the documents has shown that the majority of them is of the general character and they do not set out the sources, methods and time-limits for their financing. There is visible there, for example, the lack of a program for the development of the combined/intermodal transport in Poland. Such the regulation do not promote the development of the combined/intermodal transport in our country. The participation of transport in the modern technologies in relation to the total railways conveyances is ranging hardly 5%. It was underlined there that in the European countries in which there are existing the precise legal and governmental regulations, the programs for promoting the development of combined/intermodal transport, the intermodal conveyances applying railways systems are exceeding 30%.

W artykule omówiono działania operatorów transportu kombinowanego/intermodalnego kolej - droga, zmierzające do wzrostu przewozów i udziału przedsiębiorstw kolejowych na europejskim rynku transportowym w badanym okresie. Przeprowadzone badania wskazują na rosnącą dynamikę przewozów w technologii intermodalnej. Przedstawiono wielkość i strukturę przewozów kombinowanych wykonanych przez operatorów zrzeszonych w UIRR. Dokonano analizy działalności handlowej największych przedsiębiorstw odnoszących sukcesy na rynku transportu kombinowanego/intermodalnego w Europie, a także wskazano najnowsze struktury organizacyjne na tym rynku, zwracając szczególną uwagę na czynniki decydujące o tendencjach wzrostowych.

The article discusses the actions of combined/intermodal road-rail transport operators aimed at increasing freight and share of railway undertakings and on the European transport market in the period considered. The study indicates a growing dynamics in the intermodal freight technology. The size and structure of combined transport, carried out by operators associated in the UIRR were presented. The analysis of commercial activities of the biggest companies successful in the combined/intermodal transport market in Europe was made, and also the latest organizational structures on this market were outlined, with particular attention paid to the factors determining upward tendencies.

The current model of organization of supply chains results in inefficient use of transport resources, high transport costs, increasing congestions and CO2 emission. This effect has been demonstrated by research conducted by the authors, as well as by the European Environmental Agency. This situation can be changed by development of alternative business model for collaboration in organization of the transport processes within the supply chains. The aim of this paper is to present practical implementation of the T-Scale platform that enables collaboration among independent transport users and transport service providers. Moreover, an overview of existing communication platform with its major functionalities are presented. The work is summarized by the major benefits of collaboration achieved by the group of companies operating in the FMCG sector in Poland.

Gospodarka Stanów Zjednoczonych, mimo doprowadzenia do poważnej recesji w latach 2007–2009, jest największą i najważniejszą gospodarką na świecie. Obecnie, dzięki ogromnemu finansowemu wsparciu rządu, gospodarka amerykańska powoli odzyskuje równowagę zachwianą wskutek recesji, która dotknęła ją w latach 2007–2009. W artykule przeprowadzono badania tempa zmian PKB w porównaniu z miernikami przedstawiającymi przewozy w latach 1995-2015. Omówiono funkcjonowanie kolejowego transportu pasażerskiego, który funkcjonuje tylko dzięki dotacjom rządowym, a także stanowiący własność prywatnych korporacji system kolejowego transportu towarowego, który jest powszechnie uważany za jeden z najbardziej dynamicznych na świecie. Zaprezentowano strukturę przewozów ładunków transportem kolejowym wykonywanym na głównych liniach według grup ładunków (w tonach) w 2014 roku oraz dokonano badania wielkości kolejowych przewozów towarowych w latach 2002–2014 (w mld tkm). Ponadto wskazano najnowsze wymagania dotyczące zwiększenia bezpieczeństwa wagonów cystern, stosowane nowoczesne technologie w zarządzaniu ruchu pociągów, a także planowane dotacje rządowe na poprawę bezpieczeństwa na kolei.

The economy of the United States, despite eventuating in serious recession in 2007-2009, is still the biggest and the most important economy in the world. Nowadays, owing to enormous financial support from the government, American economy is slowly recovering its balance which was lost due to recession in 2007-2009. The article presents the research on the pace of the GDP changes, in comparison with measures presenting carriages in 1995-2015. The functioning of the passenger rail transport has been discussed, which is able to operate only due to government subventions, as well as the system of cargo rail transport which belongs to private corporations, which is commonly considered to be one of the most dynamic ones in the world. The structure of cargo carriages by rail has been presented, which mainly happens on the main lines, according to the cargo groups (in tons) in 2014. Also, the research on the volume of cargo rail transport in 2002-2014 has been carried out (in billion tkm). Moreover, the newest requirements referring to increased safety of tank-wagons have been mentioned, as well as the planned government subventions to increase the railway safety.
