W niniejszym artykule przedstawiono opis praktycznego wykorzystania technologii SV na przykładzie urządzeń firmy ABB. Do testów wykorzystano układ pomiarowy umożliwiający syntezę strumienia ramek danych SV IEC61850 oraz ich dostarczenie łączem Ethernet do dedykowanego portu komunikacyjnego urządzenia zabezpieczeniowego. Omówiono wpływ poprawnej synchronizacji czasu między urządzeniami wykorzystywanymi podczas badań na sposób działania układu automatyki zabezpieczeniowej.

The article presents practical application of sampled values technology implemented in ABB’s devices. Tests were carried out with the use of measurement system capable of synthetization of SV data stream and its transmission through Ethernet link to dedicated communication port of protection device. The impact of proper time synchronization on presented system is discussed later in this paper.

W artykule przedstawiono problematykę poruszaną w uczelni wyższej z przedmiotu edukacja dla bezpieczeństwa. Problemy bezpieczeństwa były i są w centrum zainteresowania ludzi, a nabrały wysokiego priorytetu od ataku na WTC w 2001 roku. Nowe wyzwania, zagrożenia i szanse określają konieczność budowania struktur bezpieczeństwa, które byłyby w stanie przeciwdziałać współczesnym zagrożeniom. Przytoczone treści są jedynie niewielką częścią teorii edukacji dla bezpieczeństwa, która kształci i wychowuje na wszystkich poziomach nauczania. Przedmiot edukacja dla bezpieczeństwa i zakres zainteresowania bezpieczeństwem wymaga ciągłego prowadzenia analiz i ocen zmieniającego się środowiska i innych uwarunkowań, zwłaszcza pojawiających się wyzwań, zagrożeń i szans.

Globalny rynek wymaga dziś od organizacji częstych relokacji pracowników. Zwiększa to ilość interakcji międzynarodowych, w których uczestniczą polscy menedżerowie. Negocjacje są integralną ich częścią. Celem tego artykułu jest przedstawienie, jak polska kultura negocjacji postrzegana jest przez zachodnich menedżerów działających w Polsce. W artykule przedstawiono wyniki 39 unikalnych wywiadów z przedstawicielami 7 krajów, takich jak: Stany Zjednoczone, Niemcy, Wielka Brytania, Hiszpania, Holandia, Irlandia i Szwecja. Artykuł ten stanowi również wkład w toczące się debaty na temat negocjacji między emigrantami a lokalnymi menedżerami. Chociaż istnieje wiele badań porównujących kultury negocjacyjne, obecność Polski w nich jest raczej rzadkością. Ponieważ Polska szybko staje się ważnym miejscem, gdzie wielu zagranicznych menadżerów wykonuje swoje codzienne operacje, istnieje coraz większe zapotrzebowanie na tego typu badania.

Today’s global marketplace requires organizations to relocate staff to foreign locations in order to establish business activity abroad. In recent years, the number of international interactions in which Polish managers are engaged has increased significantly. Since negotiations are an integral part of them, the purpose of this article is to present how the Polish managers negotiation style is perceived by Western expatriate managers operating in Poland. This article presents the unique results of 39 in-depth semi-structured interviews with representatives of 7 countries, such as the United States, Germany, the United Kingdom, Spain, the Netherlands, Ireland and Sweden. This paper also contributes to the ongoing debates on negotiation between expatriates and local managers. While there is a lot of research that compares national negotiations styles, Poland’s presence in them is rather scarce. Since Poland is rapidly becoming an important place where a lot of expatriate managers perform their daily operations there is a strong need for that type of research.

Celem tego badania jest (a) analiza teoretycznej i empirycznej literatury na temat podobieństw i różnic w stylach negocjacji międzykulturowych pomiędzy polskimi i amerykańskimi negocjatorami, (b) zbadanie wpływu różnic międzykulturowych na skład zespołu negocjacyjnego w kulturze polskiej i amery-kańskiej (c) określenie konsekwencje składu zespołu negocjatorów dla między-narodowych negocjacji handlowych. W artykule przedstawiono wyniki badań ilościowych uzyskane od 211 polskich i 149 amerykańskich respondentów.

The purpose of this study is to (a) examine theoretical and empirical literature about similarities and differences in cross-cultural negotiation styles between Polish and American negotiators, (b) explore the impact of cross-cultural differences in negotiation team composition between Polish and American negotiators, (c) identify team composition implications for international trade negotiations. Cross-cultural negotiation has a significant influence for companies doing business in other countries wanting to have productive outcomes, whereby negotiation processes and outcomes will become the most important factors for reaching agreements in the business world. The article presents quantitative research findings obtained from 211 Polish and 149 American respondents.

Recent years have seen an explosion of interest in the cultural dimensions of conflict. Books, numerous studies, and courses have offered perspectives on the nature of culture and its complex relationship to the transformation of conflict. This article focuses on metaphors concerning negotiations across cultures. Certain metaphors are widely used in diverse approaches to negotiation. The article attempts to answer the question of how the usage of metaphors for the process of negotiation differ across cultures.

Ostatnie lata przyniosły eksplozję zainteresowania międzykulturowymi wymiarami konfliktu. Książki, liczne badania, a także szkolenia i kursy zaproponowały różne perspektywy, pozwalające na analizę roli kultury w transformacji konfliktu. Ponieważ stosowanie metafor określających proces negocjacji jest w dużym stopniu uzależnione od kultury, w artykule podjęto próbę odpowiedzi na pytanie, w jaki sposób użycie tych metafor różni się od siebie w odmiennych kulturach.

In [1] some aspects of eGovernment: interoperability were discussed The aim of this paper is to summarize the national aspects and peculiarity in the field of interoperability in Poland (strategic frameworks, laws, regulations, implementation, specific requirements, organizational aspects, technical aspects, case studies, best practices, etc.). This information will be latter on used as a part of an e-course on eGgovernment interoperability course. The first part focuses on some of the organizational aspects and the effects they have on PA structures and on the performance of the services provided. In addition, the goal is also to analyze the changes that have produced some valuable innovations. The second section deals with the technological aspects, not only with the identification and exploitation of the best solutions in the field of innovation processes within the PA, but at the same time serves to detect unsuccessful attempts, analyzing the strengths and weaknesses of a given action taken in each case. The final section includes a detailed description of some success examples of a best practice and an in progress experiment of interoperability in Poland. The research was conducted within the LLP Leonardo da Vinci project „ELGI - eLearning for eGovernment” started in 2011. The project addresses its aims at the development of an innovative elearning course for acquiring knowledge concerning interoperability.

The author analyses armed forces as an instrument of the policy of the state that must face fundamental revisions, which influence the global political and military situation. Their tasks should be performed according to modern training systems based on professionalization. Having entered NATO and the European Union’s structures, Poland committed itself to undertake alliance and coalition tasks connected, among others, with peace making, stabilization missions after conflicts within the framework of crisis response and peace support operations. Changes should be made in military training and education so that the professional army can function effectively. The author compares the profession of a career soldier to a doctor or a teacher. He proves that all these areas need professional education and practice in order to meet the requirements of the service. Professional armed forces are an organization which involves a professional army fully prepared to conduct its tasks due to the Constitution of the Republic of Poland. The Polish Armed Forces’ key task, as regards our integration with NATO, is to achieve a full capability to cooperate with other armed forces of the Alliance. The analysis to carry out changes in the armed forces shows that the current way of professionalization will help meet the expectations and military standards of the 21st century.

W referacie zaprezentowano charakterystykę eksploatacyjną stacji referencyjnej satelitarnych systemów nawigacyjnych GPS/GLONASS, którą uruchomiono w Zakładzie Geodezji Politechniki Gdańskiej. Autorzy, jako uczestnicy przedsięwzięcia, prezentują doświadczenia ze zrealizowanych pomiarów i wskazują możliwości wykorzystania danych pozyskanych przez GNSS GDPG w systemie informacyjnym w ramach zadań wykorzystujących odniesienie przestrzenne jako istotną informację w geodezji, systemach informacji przestrzennej, nawigacji, telekomunikacji, bezpieczeństwie i innych dziedzinach życia.

The report describes procedure for launching of GNSS GDPG reference station located in Gdańsk University of Technology. The authors, as participants of the enterprise, present experiences from measurements realized and indicate possibilities for usage of data acquired by GNSS GDPG as an element of information system in the scope of tasks using special reference as crucial information in geodesy, special information systems, navigation, telecommunication, safety and other aspects of life.

Elżbietę Ratajczyk-Piątkowską, a zbudowany przez Mostostal Gdańsk S.A. Natomiast obsługę geodezyjną realizowali pracownicy Katedry Geodezji WBWiIŚ PG. W niniejszym referacie przedstawiono przebieg budowy budynku, obsługi geodezyjnej oraz problemy napotkane podczas pomiarów.

The progress in geodesy is connected with development of digital technology therefore surveyors have the possibility of use the set consisted of total station or GPS RTK receiver and a kind of computer (laptop, palmtop etc.).
