Climate change introduces the need to look at new issues in the safe operation of engineering structures. Analysis for the past decade has shown the significance of the weather changes taking place and the effects in the form of periodic long heat waves causing heating of external surfaces combined with solar radiation can cause significant structural impacts. Intense rainfall causing increased penetration of water into the ground also proves to be an important issue in terms of the proper condition of foundation zones. Performed studies have shown that in unfavorable conditions can lead to defects in the foundation zones of steel tanks.

These occurrences, occurring during both construction and operational phases, underscore the significance of identifying underlying causes to enhance safety and risk management practices. In this pursuit, this scientific endeavor delves into the intricate realm of construction disasters that have transpired within the geographical boundaries of Poland subsequent to the Second World War. By meticulously examining these instances, this paper endeavors to shed light on the multifaceted factors that contributed to their unfolding. Through rigorous analysis, it seeks to unravel the underlying elements, encompassing engineering flaws, material limitations, regulatory oversights, and human errors, which collectively or in isolation, led to these prominent mishaps. Through an amalgamation of empirical data, historical context, and contemporary discourse, this study seeks to not only comprehend the individual incidents but also to extract overarching patterns and lessons learned. By synthesizing these findings, the research aspires to contribute to the broader discourse on construction safety, resilience, and preventive strategies. The paper presents the Complex of Buildings which was created in Gdańsk as a result of the reconstruction and development of the remains of the defensive fortifications of Redita Napoleońska. Some of the buildings of the Building Complex, after many years of operation, were in an emergency condition and required urgent renovation and repair work. The paper contains a detailed analysis of the technical condition of individual buildings of the Building Complex and analyzes the impact of the current use and the lack of regular periodic repairs on the technical efficiency of these facilities. Conceptual solutions in the field of renovation and repair works were also presented, the purpose of which was to bring the objects in question to the proper technical condition.

The article discusses the meaning of the terms used in the title of the conference, such as: security, state security, anthropogenic facility, state security infrastructure, engineering of anthropogenic facilities and highlights the most important problems of engineering of anthropogenic facilities of state security infrastructure. These problems include the issue of the definition of this concept and the state of quality and protection of this infrastructure on the example of our country.

The review article deals with the current issue of collective protection, including collective protection against contamination. The hypothetical threats to the national territory of contamination from toxic industrial agents from high-risk plants (HR) and radioactive materials are presented. Collective protection against toxic industrial agents was characterized, on the basis of NATO documents. The issue of isolation (sealing) of collective protection facilities was discussed. The physical basis of the penetration of hazardous substances into objects as a function of pressure and temperature changes was presented, including ways to protect objects from the penetration of contaminated air.

The article presents the results of measurements of selected thermal, moisture and mechanical properties of thermal insulating plaster, which is one of the alternatives to traditional methods of retrofitting the walls of buildings under conservation protection. An insulating plaster based on perlite was tested. Its thermal conductivity, vapor permeability and compression strength were determined. Images of the tested plaster under the microscope, at a magnification of 10-45x, were also taken. Through computer simulations, the possibility of improving the energy efficiency of an educational building by applying a layer of such plaster on external walls was determined. Changes in the heat loss structure were analyzed, and the obtained results were compared with the effectiveness of reducing heat loss through the walls using a traditional thermal insulation material. It turned out that the thermal conductivity coefficient of the tested plaster obtained by measurement was 0.0877 W/(m∙K), which confirmed the value declared by the manufacturer. Application of thermal insulating plaster with a thickness of 5 cm on the walls of the analyzed building, with other partitions of good thermal quality, reduced its energy demand by over 20%.

The overview article deals with the topical issue of how to protect the population under extraordinary threats which are natural disasters, but also the threat of war. There is a real threat of the possibility of using weapons of mass destruction in a local conflict from Russia. The article characterizes collective protection, as an element of protection at workplaces and as an element of protection of the population in case of extraordinary threats. On the basis of available legal acts, standardization and standardization documents, the means for collective protection were characterized. The application of the PSP for finding and classifying objects to serve as means of protection was analyzed, using examples. Examples of domestic solutions for the construction of so-called "home shelters" were presented.

Problematyka jakości robót budowlanych zaczyna odgrywać coraz większą rolę w cyklu życia obiektów budowlanych. Zła jakość materiałów i wykonywanych prac niejednokrotnie decyduje o powstaniu zagrożeń, awarii oraz katastrof czy też, mniejszych w skutkach, lecz długotrwałych, uciążliwości eksploatacyjnych, wynikających z niezgodności czy też wad. Analizy z zakresu przyczyn awarii i katastrof budowalnych ujawniają fakt, iż zła jakość robót leży u podstaw problemów występujących w większości nowych obiektów. Zatem problematyka jakości robót budowlanych staje się zagadnieniem co najmniej pilnym. W artykule zidentyfikowano obszary mające wpływ na jakość robót budowlanych i zaproponowano program zapewnienia jakości robót budowlanych.

The issue of the quality of construction works begins to play an increasingly important role in the life cycle of construction facilities. Bad quality of materials and the work performed often determines the emergence of hazards, failures and catastrophes, or, with lesser effects but long-lasting, operational nuisance, resulting from non-compliance or defects. Analyzes of the causes of breakdowns and construction disasters reveal the fact that poor quality of works is at the root of the problems occurring in most new facilities. Thus, the issue of the quality of construction works becomes at least an urgent issue. The article identifies areas affecting the quality of construction works and proposes a quality assurance program for construction works.

Zaproponowano model sieci elektrycznej dla przykładowego placu budowy. Sformułowano typowe zagrożenia związane z eksploatacją sieci elektrycznej. Określono strefy ochronne i ochronę przeciwporażeniową w tych strefach. Opracowano instrukcję bezpiecznej eksploatacji sieci elektroenergetycznej dla wybranej przykładowej budowy.

A model of the electrical network for a sample construction site was proposed. Typical risks associated with the operation of the electrical network were formulated. Ethos is a set of norms, values and criteria that characterize a specific environment. The article deals with the issues of professional ethics in the field of civil engineering. In Poland, the issues of the need to create ethics for individual professional groups are being discussed more and more often. This is due to the fact that professional ethics facilitates the performance of a specific profession, influences its prestige, helps in resolving conflicts, accelerates decision-making, gives moral and professional guidelines for professional perfectionism, outlines and justifies the limits of deviation from common norms, and in some cases requires the treatment of obligations generally recognized as extraordinary as basic.

Dokumentacja budowy nakłada określone obowiązki na uczestników procesu budowlanego: inwestora, inspektora nadzoru inwestorskiego, projektanta, kierownika budowy (kierownika robót). Czynności i zadania przypisane poszczególnym uczestników procesu wymagają od nich właściwego rozumienia i interpretowania prawa, ponieważ nieznajomość przepisów nie zwalania od odpowiedzialności. W artykule zdefiniowano i scharakteryzowano dokumentację wymaganą podczas realizacji budowy, która jest dowodem na to, że wszelkie prace w trakcie wykonania obiektu budowlanego były prowadzone w sposób bezpieczny i zgodny z wymaganiami.

The issue of knowledge management of organization employees is a relatively new area of scientific interest. This increase results from the growing complexity and complexity of the organization and its environment, which directly translates into an increase in the demand for new knowledge, attitudes and behaviors necessary to maintain or improve the quality of services provided. A company that uses the processes of acquiring, processing, sharing, disseminating and implementing organizational knowledge in a conscious and methodical manner becomes an "intelligent organization". This article adopts the definition of an intelligent organization, according to which an intelligent organization smoothly modifies its attitudes and behaviors, adequately to the acquired knowledge and changes in the external environment. Due to the fact that specialized processes related to the creation, creation and transfer of knowledge take place in it, learning of all its members is facilitated. Shaping employees' attitudes, understood as a conscious influence in order to consolidate or change them so that they are conducive to the safe operation of building objects, should be of significant importance for every organization. Attitude is related to behavior, which is the most elementary form of human activity, which is externally observable. The issue of shaping organizational attitudes and behaviors is connected with the necessity to consider the factors that trigger the process of change. It is important to diagnose whether the engine of changes is the person with a specific attitude or elements from his environment. The article presents a theoretical introduction, the results of diagnostic tests and the results of the research, proposed actions shaping the attitudes and behavior of employees regarding the safe operation of buildings, based on the example of Komunalny Przedsiębiorstwo Komunikacyjne sp. z o.o.

When implementing the EU internal market, already in 1985, the European Council placed particular emphasis on certain sectors, including construction, imposing the need to establish essential requirements for products created to meet various human needs, including safety and other aspects important for the general good, in order to achieve and ensure a high level of protection. In the case of construction products, the essential requirements consist of both general and specific criteria to be met by the construction work. These requirements should be interpreted in such a way that these facilities should meet one, several or all of these requirements to an appropriate degree of credibility, if provided for by the regulations.

Culture has many meanings and synonyms in Polish - so we can talk about good manners, savoir-vivre rules, social refinement or politeness. Most people intuitively know how to behave in situations outside of work. In recent years, there has also been increasing talk about culture in the workplace. This is particularly important in the construction industry at a time when new forms of employment are emerging and many organizations are undergoing restructuring processes. This causes e.g. high turnover of staff, employing more contract workers, frequent changes in the working environment, as well as performing work on various construction sites. In such cases, the direct and long-term impact of supervision on maintaining safe and cultured working conditions becomes increasingly limited, and all construction workers should take responsibility and adopt an attitude of active and continuous care for the culture and safety of their behavior and others, and be personally involved in the process of shaping cultural and safe attitudes on construction sites. The article defines culture and proposes its use on construction sites.
