Due to the pro-ecological character of sea transport, shipping lines connecting the Port of Gdansk with its fore-field always appear as elements facilitating sustainable development of the seaport, seen as an integration of the spatial and transport order with the economical, ecological and social order [ 1]. Sustainable development of the Port of Gdansk is also facilitated by its specific location in the Baltic Sea basin. It results from the fact that Gdansk, as all the other large Baltic ports, is serviced from the fore-field side mainly by ferry and rolro lines and by shipping connections within the multimodal transport system (container services and feeder services), and in the future also by short sea shipping lines. Considering transport accessibility of a port from the hinterland, the essence of sustainable development is related to two factors: (I) location of the port in relation to the national and Central-European transport network, and (2) accessibility of the port to infrastructural connections of various modes of hinterland transport. The influence of both factors must be also related to the present state of the transport network, connecting the Port of Gdansk with the hinterland, and to the future state, which will be achieved in result of expected changes in the transport system connecting the port and hinterland.

Since the beginning of the 1990s Polish seaports have been facing a key problem of establishing the modern managerial system, both in the administration sphere and in economic operations. The new system of managing is based on one body functioning in each port in Gdańsk, Gdynia and Szczecin-Swinoujs'cie - a port authority managing the whole port territory and its basic technical infrastructure. The system follows modern standards of Total Quality Management.

Od początku lat 90. polskie porty morskie stanęły przed podstawowym problemem wprowadzenia nowoczesnego systemu zarządzania, oddzielającego działalność administracyjną od działalności eksploatacyjnej. Nowy, wprowadzony po 1996 r. system zarządzania spełnia tę zasadę. Odpowiada jednocześnie najnowszym standardom stosowanym w portach krajów o rozwiniętej gospodarce rynkowej. Oparty jest o funkcjonowanie w każdym z portów w Gdańsku, Gdyni i Szczecinie - Świnoujściu jednego podmiotu - zarządu portu, odpowiedzialnego za zarządzanie całym obszarem portu i podstawową infrastrukturą techniczną. Natomiast działalność eksploatacyjna znajduje się w gestii licznych operatorów portowych, coraz powszechniej reprezentujących sektor prywatny.

In result of the present political and economical transformation in Poland, the previously completely broken in the period of centralised economy links between ports and their cities and regions are being gradually rebuilt. This starts a process of intense transformation in the port and near-port space. The paper discusses these problems on the example of the Port and Industrial Complex of Gdańsk. On the background of the present structure and intensity of use of the port areas and of the predicted development of various port functions, the requirements for new areas, i.e. the space consumption of development processes proceeding in the port in Gdańsk, are determined. It is also indicated which areas, and on what principles, may be designated in the nearest future for the development of port-related urban (municipal) functions, thereby facilitating spatial integration of the port and city, and also enhancing the port character of Gdańsk.

Transformation of Polish economy and of its environment, especially of the Central and East European countries, is strongly reflected in port economy. Polish ports found themselves faced by the necessity of finding solutions to many strategic problems, resulting from new conditions of functioning and development. The result is that structural changes in port management are needed, and that directions of spatial development of each of the ports have to be formulated. In the last years, research and conceptual studies concerning the functional/spatial development of each of the ports have been started. One concerns a new plan of port area development for the Port of Gdynia, the other is the Master Plan for the port/industrial areas of the Port of Gdańsk.

When at the beginning of the 90ties the Polish ports, in that the Szczecin Swinoujscie port, started to function in conditions of market economy, they also became subjected to increasing competition, mainly of the German ports. In this situation, the initiative of the Polish and FRG ministries of transport to seek areas of co-operation of the Szczecin-Świnoujście port and the German ports must be looked on as a very needed action. The activities could reduce, competition an dreplace it with co-operation.
