Dla sprawnego funkcjonowania systemu obronnego państwa1 , jak i każdego innego systemu, niezbędne jest współdziałanie jego elementów. W szczególności współdziałanie w sytuacjach kryzysowych (np. zagrożenia zewnętrzne, napaść na terytorium państwa) elementów należących do różnych podsystemów. W ujęciu przedmiotowym głównymi elementami wykonawczymi systemu obronnego, są elementy cywilne i wojskowe. Mając na względzie całościowe podejście do spraw obronnych oraz szerokie spektrum potrzeb Sił Zbrojnych prowadzących operację obronną, niezbędnym jest wykorzystanie zasobów i zdolności pozamilitarnych.

For the smooth functioning of the defense system of the state, as well as any other system, it is necessary for its elements to cooperate. In particular, interaction in crisis situations (e.g. external threats, attack on the territory of the state) elements belonging to different subsystems. In terms of the subject, the main executive elements of the defense system are civilian and military elements. Bearing in mind the holistic approach to defence matters and the wide spectrum of needs of the Armed Forces conducting a defence operation, it is necessary to draw on non-military resources and capabilities. Posiadanie przez państwo odpowiednio zorganizowanego i funkcjonującego systemu bezpieczeństwa narodowego (dalej - SBN) jest niezbędnym warunkiem jego bezpieczeństwa. Na etapie prac koncepcyjnych oraz wdrożeniowych uzyskiwana jest jakość rozwiązań tworzących SBN i jego części składowych. Koncepcje budowy (rozwoju) systemu, następnie rozwiązania prawne konstytuujące SBN powinny uwzględniać stałą zmienność środowiska bezpieczeństwa, w tym zjawisk, procesów w nim zachodzących. Powyższe stawia inspirujące teoretyków i praktyków wyzwania dotyczące kształtu i zasad działania SBN, w tym jego części składowych. Artykuł w sposób syntetyczny przedstawia główne elementy procesu badawczego, w części dotyczącej wyzwań w zakresie docelowej struktury i powiązań funkcjonalnych SBN.

Having a properly organized and functioning national security system (NSS) by the state is a necessary condition for its security. At the stage of concept and implementation works, the quality of the solutions constituting the NSS and its components is achieved. Concepts for the construction (development) of the system, and then the legal solutions constituting the NSS should take into account the constant variability of the security environment, including phenomena and processes taking place in it. The above challenges inspiring researchers and practitioners regarding the shape and principles of operation of the NSS, including its components. The article describes in a synthetic way the main elements of the research process, in the part concerning the challenges in terms of the target structure and functional connections of the NSS.

The study is focused on state defence management, in particular its political, strategic and legal-comparative aspects. The issue of managing the defence of the State has been presented from a systemic perspective as a separate system, being a part of a higher system and at the same time containing subordinate elements. Appropriate government documents of a conceptual nature and provisions in the common law on defence management were chosen as the subject for political-strategic and legislative legal analysis. The result of the analysis is a presentation of the key gaps and flaws in the legal solutions that may affect the functioning of the State defence management system in wartime1, in particular those related to the decision-making process of system components. In addition, an attempt was made to assess the implementation of security concepts adopted in Poland over the years, mainly in the field of managing national security and defence.

: Przedmiotem opracowania są wybrane zagadnienia dotyczące stanu systemu szkolenia obronnego w Polsce po zmianach wprowadzonych w 2015 r. oraz wskazanie kierunków doskonalenia tej części przygotowań obronnych. Ponadto, ukazanie istoty szkolenia obronnego oraz jego roli w przygotowaniach obronnych państwa. Kilku letni okres obowiązywania aktu wykonawczego do ustawy w zakresie szkolenia daje możliwość dokonania wstępnej oceny rozwiązań w nim zawartych.
